John Dornheim 2018 Board President, NAMI Texas

The vision of NAMI Texas is to ensure acceptance of and treatment for all those with mental illness to facilitate recovery.

While retaining our grassroots values, NAMI Texas will:

•become the most effective provider of support and educational opportunities reaching all persons in the state;

•dramatically grow the membership;

•eliminate the stigma of mental illness; and

•lead the way with successful advocacy efforts.

VISION

2018 was year in which we saw much growth in the affiliates of NAMI Texas—whether A or B—NAMI Texas has more affiliates around the state fulfilling the mission and vision of NAMI. I know for a fact that the staff of NAMI Texas spent many late hours on Standards of Excellence preparations so we wouldn’t have to leave any folks behind.

Between hurricanes (and ensuing recoveries) and other events (children and their families separated at our border with Mexico), we face many mental health challenges. There are many people in need in our state and I know we will be there for them—that is our way.

NAMI Texas has jumped in on the early identification of someone living with a mental illness by promoting and successfully fulfilling the goals of the Ending the Silence Program. Thousands of school children hear us talk about good mental health, help them identify an adult they can trust, and we hope to lead them to ask for help and not take their own lives. Youth, people of color, the Trans and LGBTQ Communities and older adults all need our support, our classes and our help for 2018 and beyond. Thank you for your support.

Although the Texas Legislature was not in session, NAMI Texas stayed busy throughout 2018. NAMI Texas saw the departure of our Hogg Foundation Peer Policy Fellow, Deborah Rosales-Elkins, but welcomed onto the team our Hogg Foundation Policy Fellow, Alissa Sughrue. NAMI Texas also expanded its advocacy efforts by training 16 new NAMI SMARTS teachers to offer advocacy training to members across the state. As the 86th legislative session approached, NAMI Texas was well-positioned to make a positive impact on the public policy process to help improve the quality of life for individuals with mental health conditions and their family members.

In 2018, NAMI Texas stayed active at the Legislature through legislative visits, testimony at interim hearings, and active involvement

in policy implementation. NAMI Texas testified on committee interim charges and the 2020-2021 budget over 20 times. Public Policy Director Greg Hansch continued

serving as the chair of the Health and Human Service Commission’s Mental Health Condition and Substance Use Disorder Parity Workgroup, after championing and helping pass state insurance parity House Bill 10. Greg was awarded the Richard T. Greer Advocacy Award by NAMI National and the Luminary Award of the Texas Healthcare and Bioscience Institute. He was featured or quoted in numerous media sources, including the Texas Tribune, Capital Tonight, the Dallas Morning News, the Houston Chronicle, the San Antonio Express-News, and many others.

Before the legislative session began in early 2019, many bills were pre-filed in 2018. These included bills addressing

mental health in schools, postpartum depression, suicide prevention, insurance coverage, the criminal justice system,

foster care, substance use disorder, and mental health research. NAMI Texas helped put together or was involved in pre-session conversations on each of these bills. Additionally, NAMI Texas successfully advocated for the Health and Human Services Commission to request over $15 million in funding to expand First Episode Psychosis programs, and played a role in securing

other strong funding requests from various state agencies.

NAMI Texas also prepared for the 86th Legislative Session through the development of the 2019-2020 NAMI Texas

Policy Platform. Using NAMI membership survey data and feedback from the NAMI Texas Public Policy

Committee, NAMI Texas released a comprehensive nine-category policy platform report covering a wide range of issues impacting mental health in Texas and presented it at the 2018 NAMI Texas State Conference.
