I. INTRODUCTION

On 1 May 2004, by virtue of Commission Decision of 23 December 2002 implementing Council Regulation (EEC) No. 1612/68 as regards the clearance of vacancies and applications for employment (2003/8/EC), the Polish public employment services were incorporated into EURES, the European Employment Service. It was also that day that a new labour market service – EURES service – was introduced by virtue of the Act of 20 April 2004 on the promotion of employment and labour market institutions. The new service was to be provided by all labour offices at voivodeships (regional) and poviat (local) level.

This report defines complex description of EURES activities carried out by Polish public employment services in period from April 2007 to March 2008. With this period Polish public employment services have started implementation of EURES National Action Plan for Poland for 2007-2010 and EURES Guidelines 2007-2010 of the European Commission.

Information, that is described below presents the activities implemented with reference to each of 10 priorities established by the European Commission for the years 2007-2010. They comprise of the activities financed from the EURES grant on the basis of grant agreement number VS/2007/0098, as well as those financed from financial resources of the Ministry of Labour and Social Policy (Labour Fund) and own financial resources of Voivodeship and Poviat Labour Offices.

This report does not contain a qualitative evaluation of implemented activities, because such an evaluation is contained in the second part of the annual report.

II. DESCRIPTION OF EURES ACTIVITIES IN POLAND IN TH E CONTEXT OF THE PROGRESS IN IMPLEMENTING THE EURES ACTIVITY PLAN FOR POLAND FOR THE YEARS 2007-2010

PRIORITY 1 Contribute actively, through the provision of performing information and assistance services, to the political objectives of the Growth and Jobs Strategy.

Task 1: All EURES members and partners shall be committed to the provision of comprehensive and professional information and assistance services to workers in the EU/EEA area.

PRIORITY 2 Step up the mainstreaming of EURES in the Public Employment Services throughout the EU/EEA territory.

Task 1: Reflecting the role of the Public Employment Services (PES) in the EU/EEA as full members of the EURES network, all services involved in the management of the network shall ensure that mobility becomes a standard issue raised during contacts between PES and job seekers, and that EURES is properly included in the PES policy planning process, such as the setting of targets and performance indicators at national and regional level.

3. Compliance with national regulations on EURES in the respective regulations on conditions of provision of labour market services by Public Employment Services and standards of these services.

Task 2: A clear allocation of staff resources to EURES must be made in the PES at central level and throughout the territory with a clear definition of their respective roles and tasks, with all hierarchy levels in the Public Employment Service knowing and acknowledging the attribution of staff to EURES tasks.

PRIORITY 3 Enhance synergies and improve the profiling of EURES among other networks and information providers in the labour market area, whether at national, Community or international level

Task 1: Based on the established links with PLOTEUS and EUROPASS, closer cooperation mechanisms shall be put in place with other EU networks or instruments such as Euroguidance, the Euro Info Centres, ERACAREERS, Citizens Signpost Europe, Your Europe and TRESS (Training and Reporting on European Social Security).

PRIORITY 4 Enhance the visibility of the services provided by the EURES network, by reinforcing its communication activities

Task 1: Develop and implement a communication strategy aimed at the target groups of EURES (job-seekers, workers, employers), with the involvement where appropriate of the social partners, in order to raise awareness of the opportunities offered by the European labour markets.

2. In order to present an overall approach to EURES information and promotion activities towards unemployed and jobseekers, that are provided by Polish WUP and PUP, statistics from national EURES monitoring data base are presented.

These statistics include all results of EURES information and promotion activities towards unemployed and jobseekers, that are described in this report, and all other activities of these kind, carried out by Polish WUP and PUP as a result of regular PES activities, which were financed from PES own resources and are not mentioned in other parts of this report.

In general there were carried out:

a) About 415.5 thousand contacts with unemployed and jobseekers, out of which:

• 23% on general information,

• 11% on information about living and working conditions,

• 57% information about searching for a job,

• 9% of others,

b) 98.6% contacts with Polish citizens and 1.4% with foreigners - EEA citizens,

c) running EURES exhibition stand during 131 job fairs in Poland and 18 job fairs abroad.

3. Promoting EURES services among Polish jobseekers and employers.

92 information meetings and workshops for approx. 2.7 thousand persons.

Task 2: Develop and implement a marketing and communication strategy, stressing the efficiency and the reliability of the network, combining state of the art technologies with a strong human component, using quality standards throughout the network and communicating the free nature of most of the services provided.

PRIORITY 5 Improve significantly the collection of strategic data from the network's daily operations, ensure a proper evaluation of results and provide for a regular monitoring of EURES operations

Task 1: Retrieve systematically strategic data from the network's daily operation, as regards in particular statistical information on mobility flows and the number of successful job placements.

Operation of the national EURES monitoring database, which is updated on a quarterly basis by all WUP and PUP.

Monitoring database enables a complex monitoring of EURES activities at the territory of the whole country. Database is placed on website www.eures.praca.gov.pl in the part accessible with the password.

Collecting 4 time per year a statistic data on EURES activities carried out by Polish labour offices, including those related to number of job placements in recruitment projects carried out by Polish EURES.

Task 3: With a view to enhancing effectiveness of their actions, all EURES membersshould initiate an external, independent evaluation on the results achieved by EURES in their respective areas of responsibility at least once in the period covered by these guidelines. After consultation of the High Level Strategy Group, EURESco will provide guidelines on a minimal set of questions that shall be common to all these qualitative and quantitative evaluations. In addition, all EURES members shall undertake an evaluation of the activities carried out under the activity plans on an annual basis, and submit the results in their annual reports to EURESco.

Task 5: EURES managers should ensure that all their organisations' EURES advisers regularly provide the data asked for in the required EURES advisers monthly report and use the tools therefore provided by EURESco. Participation in this monthly report is a prerequisite to be part of the network. EURES managers should regularly check the quality of the data provided by the EURES advisers.

In the period April 2007 - March 2008 Polish EURES Advisors and EURES Assistants from WUP have produced and inputted EURES monthly reports into the database designated by EURESco. WUP were instructed, in writing, about necessity of reporting to the EC.

It is important to mention that there are communication problems with EURES portal www.eures.europa.eu administrator in the field of up-dating numbers of EURES advisers and EURES assistants, who are obliged to deliver monthly reports. The average response ratio of Polish EURES advisers for EURES monthly reports to the EC amounts to 79.46 %. This ratio is

higher in reality because 4 Polish EURES advisers are on long-term leaves and do not fill in monthly reports. Despite the fact that they are not working in the offices, they are counted by the EURES portal as an active persons. The Ministry has informed the EURES portal administrator about necessity of removal of not active EURES advisers from monthly reports database, but there is still no reaction.

PRIORITY 6 In addition to the overall provision of information, establish, where needed, more systematic contacts with specific groups of stakeholders

Task 1: All EURES members and partners shall offer mobility-related services which are specifically geared to employers' needs. This requires an analysis of the relevant labour market and a differentiated approach to various sectors and sizes of enterprises. Procedures should be compared (data must be accessible and comparable throughout the network), statistical reports and websites should be analysed, and bottlenecks should be identified.

1. In order to obtain an overall approach to recruitment activities carried out by Polish WUP and PUP for foreign and Polish employers within the EURES framework, there are quoted total data from national EURES monitoring database.

These data include all recruitment results mentioned in this report together with all results of similar nature (recruitment), that were executed by Polish WUP and PUP in regular activities and which were financed from own recourses of Polish PES but are not mentioned in other parts of this report.

4. European Fairs for Entrepreneurship, Employment and Education in Katowice.

The Fairs were combined with job interviews with employers from the EEA and presentations about living and working conditions in chosen EEA countries.

There were 79 exhibitors from 8 countries, out of which 26 from PUP, 7 EURES advisers from the Czech Republic, Finland, France, Spain, Norway, Slovakia and the UK, 17 Polish and foreign employers, 19 training and education institutions, 10 institutions supporting entrepreneurship.

Over 3.1 thousand job vacancies were presented.

Over 114 persons took part in workshops and presentations, including those on living and working conditions.

About 4 thousands persons have visited the fairs.

In order to promote the event, there were produced 4.5 thousand EURES leaflets and 3 thousands leaflets, 100 posters about the fairs. In media there were 4 articles published.

5. European Job Days in Poznań.

Job Days were combined with job interviews with employers from the EEA and presentations about living and working conditions in chosen EEA countries.

There were about 1,136 job vacancies presented by the exhibitors, in case of which job interviews were held. In total there were 426 job interviews held.

25 foreign and Polish employers took part in the event together with 15 foreign EURES advisers.

There were 11 presentations held about living and working conditions in chosen countries for about 400 persons.

Workshop for about 50 persons was held.

7. International Job Exchanges in Poznań (two) and in Konin (one).

International Job Exchange in Poznań

90 job vacancies were received, out of which 70 job vacancies from Spanish employer and 20 from the Danish one. There were 315 CVs in total transferred to employers, out of which 185 CVs to Spanish employer and 130 CVs to the Danish one.

Job interviews were organised for 79 candidates.

There were 4 presentations held about living and working in Spain and in Denmark.

There were 35 persons in total employed.

International Job Exchange in Konin

Spanish employers offered in total over 300 job vacancies. About 140 persons have attended the job interviews for seasonal job - picking strawberries and 124 out of 140 have singed job contracts.

There were 5 candidates interested in job offer for electricians and bus drivers. 2 electricians have signed job contracts.

International Job Exchange in Poznań

14 job vacancies were received from 3 Finnish employers. There were 105 CVs transferred to Finnish employers. There were 28 candidates invited for job interviews.

Only one company has informed about employment of 3 persons.

There was 1 presentation held about living and working conditions in Finland for about 60 persons.

About 200 persons have visited the event.

Task 3: More systematic contacts shall, likewise, be established with specific groups of clients, in order to improve the nature and the quality of the services, according to their needs. This applies in particular to the organisations of the social partners as key stakeholders. Other possible priority target groups for future co-operation activities include self-employed workers, trainees, older workers as well as local and regional authorities.

2. Cooperating with labour market actors, disseminating the EURES services and promoting EURES image.

- 21 meetings with employers or jobseekers, attended by about 395 persons,

- 2 seminars: “Danish Day. Living and working conditions in Denmark” and “European Labour Market. EURES services” attended by about 91 persons,

PRIORITY 7 Improve transparency in information prov ision within the respective employment markets, in particular with a view to ensuring that international placements comply with relevant labour standards

Task 1: In providing their overall information and placement services, EURES members and partners shall ensure that the network is recognized as facilitating international placements in conformity with the applicable labour standards in the country of employment and thereby contributes to combat social dumping and exploitation of workers (this requirement has become all the more important since the 2004 accession of ten new member States).

1. Since 17 January 2007 Poland does not apply any transitional periods in access to Polish labour market towards citizens of the EU/EEA and Switzerland. It means that citizens of these countries do not need work permit in Poland.

Proper information to EURESco was pass on by the MPiPS.

The Ordinance of the Minister of Labour and Social Policy dated 10 January 2007 concerning a repeal of the Ordinance concerning restrictions in performing a job by foreigners at the territory of the Republic of Poland (Dz. U. 2007, Nr 7, poz. 54).

There were proper legal regulations applied in a field of conditions of providing labour market services by Polish PES, which secure transparency in access to all job vacancies advertised by PUP.

According to § 7.1 of the Ordinance of the Minister of Labour and Social Policy dated 2 March 2007 concerning detailed conditions of providing labour market services by the Public Employment Services (Dz.U.2007, Nr 47, Poz. 315), PUP is obliged to transfer all its job vacancies to internet job offer data base that is run by Minister of Labour.

PRIORITY 8 Improve the quality of information chann elled through the network, and in particular of the job vacancies advertised by the Public Employment Services.

2. International activities for removal of “bottlenecks” on the European labour market.

In total 17 Polish EURES representatives attended following events abroad: 6 international job fairs, 2 seminars, 1 recruitment project, 2 information days and 1 intervention visit.

There were about 200 employers from the EEA who participated in above mentioned events.

Polish EURES staff delivered about 12 presentations and informed about living and working in Poland about 300 jobseekers and employers from the EEA.

In the framework of this activity, about 364 job vacancies were received. Due to lack of feedback from foreign employers it is difficult to estimate exact number of Polish persons employed.

There were also 7 job vacancies from 4 Polish employers received for jobseekers from abroad (the EEA).

3. “Irish Job Fairs” in Toruń. The job fairs were attended by 6 employers, 2 EURES advisers, 1 line manager, 4 representatives from the institutions from Ireland and Northern Ireland.

Employers presented 20 job offers for 77 vacancies. The job fairs were visited by about 800 Polish jobseekers.

Irish EURES adviser has collected about 500 CVs.

There were 8 presentations held about living and working in Ireland and Northern Ireland.

There were 100 posters, 1 banner, 1 thousand information brochures produced.

Promotion campaign was organized in local media and in public transport means. There were announcements advertised in press – 6 issues, in radio – 18 broadcasts and 50 posters were hang in public transport means.

About 100 foreign job vacancies were received from above mentioned countries. There were 5 presentations held about living and working conditions in Denmark and Finland, which were attended by 150 persons.

The event was visited by about 1.5 thousand persons.

5. International Information Day “Work without Borders” in Szczecin.

The event was attended by 5 employers and 7 EURES advisers from abroad. There were 8 job offers for 86 vacancies received. As a result of announcement of the job offers, there were 34 CVs received. Job interviews were held with 34 candidates. Till the end of March 2008 no feedback from employers about job placements was received.

4 presentation was held about living and working in Germany, Ireland, Norway and the UK. In presentations 40 persons took part.

100 posters and 500 small gadgets were produced for the event. 1 press advertisement was published.

PRIORITY 10 Reinforce the development of cross-border activities in the employment area, and encourage, where needed, the development of cross-border activities and partnerships between the 'newer' EU Member States, or between 'older' and 'newer' Member States.

Task 1: EURES members should set specific objectives for the further development of cross-border labour markets and actively involve the EURES cross-border partnerships for which they are responsible in the definition and development of these objectives and relevant activities. Where appropriate, EURES members should support the development of additional EURES cross-border partnerships, particularly between the Member States that have joined the EU in 2004, or between the 'older' and 'newer' Member States. These developments shall be carried out in accordance with the common rules and criteria for existing and new EURES cross-border partnerships provided by the handbook on EURES crossborder activities.

1. Activities in favour of creation of new EURES cross-border partnership “ EURES TriRegio”.

EURES personnel from the Wałbrzych WUP participated in 5 preparatory meetings and sittings of Crossborder EURES Working Group of (CEWG) “EURES TriRegio” with the participation of representatives of PES and social partners from Poland, the Czech Republic and Germany. Two of the above-mentioned meetings and sittings of CEWG were organised in Poland by the Wałbrzych WUP. The meetings were conducive to the performance of numerous tasks that led to submitting an application for recognising “EURES TriRegio” partnership to the EC. The activities involved:

- Devising a model of financial flows in the framework of the planned partnership;

- Devising a Development Strategy for the years 2008-2010 and an application for a EURES grant for the period 2008-2009 for “EURES TriRegio;”

- Updating the feasibility study;

- Preparing and signing the framework agreement;

- Choosing the name for the partnership: “EURES TriRegio;”

- Appointing members of the Steering Committee and the Presidium, the appointment of the Coordinator was agreed upon.

As a result of the above-mentioned activities, the German party submitted an application to the EC on recognising the “EURES TriRegio” partnership.

2. Activities in favour of creation of new EURES cross-border partnership “ EURES T Beskydy”.

EURES personnel from the Katowice WUP and Opole participated, in total, in 7 meetings in Poland and abroad with the participation of representatives of PES and social partners from Poland, the Czech Republic and Slovakia devoted to preparations for establishing the “EURES T Beskydy” partnership. Two meetings were organized by the Katowice WUP in Poland.

Full documentation and an application to the EC on recognising the “EURES T Beskydy” partnership were prepared in the framework of the above-mentioned activities. The activities involved:

- Agreeing on the choice of an institution managing the budget of the planned partnership;

- Devising a Development Strategy for the years 2008-2010 and an application for a EURES grant for the period 2008-2009;

- Preparing and signing the framework agreement.

As a result of the above-mentioned activities, the Slovak party submitted an application to the EC on recognising the “EURES T Beskydy” partnership.

3. Activities in favour of creation of new EURES cross-border partnership “ EURES T Odra-Oder”.

EURES personnel from MPiPS participated in the meeting of Preparatory Committee of the cross-border initiative “EURES T Odra-Oder”. The meeting was attended by the representatives of PES and social partners from Poland and Germany. During the meeting issues connected with the status of preparations to establishing the partnership and submitting an appropriate application to the EC were discussed.

MPiPS presented its stance on the issue and did not support submitting the application to the EC in 2008, similar to the German ZAV. There is no up-dated feasibility study or data on the number of borderland employees. Limitations as to the access to the German labour market are also an obstacle. It was agreed that further cooperation should be continued by implementing joint cross-border activities in the framework of national EURES grants of Poland and Germany and formal EURES T partnership would be established later on.

III. PARTICIPATION IN EURES INITIAL TRAINING AND AD VANCED TRAINING

In the period of April 2007 till March 2008 EURES staff were participating in the following trainings organized by the European Commission:

1. “EURES Initial Training - 2007”:

- conference on 7-8 June 2007 in Sevilla (7 persons);

2. “EURES Initial Training - 2008”:

- training on 11-15 February 2008 in Amsterdam (2 persons);

- training on 7-11 April 2008 in Munich (1 person);

- training on 21-25 April 2008 in Valencia (2 persons).

Poland obtained the EC permission for the financing from EURES grant 2007/2008 travel costs of 3 persons who attended trainings “EURES Initial Training – 2008” in April 2008. The permission was granted because expenditures for purchase of plane tickets were spent in I quarter 2008.

3. “EURES Advanced Training - 2007” for EURES advisors (standard):

- training on 4-6 July 2007 in Madrid (3 persons);

- training on 11-13 July 2007 in Barcelona (1 person);

- training on 3-5 October 2007 in Berlin (3 persons).

4. “EURES Advanced Training - 2007” for EURES advisors (specialized):

- training on social security on 15-16 November 2007 in Madrid (1 person) and on 3-4 December in Valencia (1 person);

- training on project management on 3-4 December 2007 in Berlin (2 persons);

- training on cooperation with employers and graduates on 15-16 November 2007 in Brussels (2 persons).

5. “EURES Advanced Training – 2007” for EURES Managers and EURES line managers: - training on 22-23 October 2007 in Budapest (3 persons).

IV. PARTICIPATION IN THE EURES WORKING PARTY AND OT HER ACTIVITIES INITIATED BY THE EUROPEAN COMMISSION

EURES Manager participated in such meetings as:

- EURES Working Party, which took place on 31 May - 1 June 2007 in Bonn and on 19-20 November in Lisbon;

- EURES Working Party combined with the annual meeting of EURES T representatives, which took place on 12-14 September 2007 in Prague. The meeting was also attended by an EURES advisor from the Wałbrzych WUP.

- Ad-hoc Working Group on EURES Job Vacancies Handling which took place on 4 February 2008 in Brussels.

A MPiPS expert took part in the EURES Working Party - as a replacement of EURES Manager - which took place on 20 February 2008 in Brussels.

In addition:

- the EURES finance expert from MPiPS took part in the training on the management of the EURES grant which took place on 24 October 2007 in Brussels;

- a MPiPS expert took part in the EURES Working Group for training which took place on 23 January 2008 in Brussels;

- a MPiPS expert took part in two meetings of the Working Group for support and promotion of EURES IT platform which took place on 3 October 2007 and 12 March 2007 in Brussels.

V. SUMMARY

Period April 2007 – March 2008 was the first year of the implementation of the European Commission's new EURES Guidelines 2007 - 2010 by Polish Public Employment Services.

Including EURES activities in appropriate strategic plans of Polish PES and in national law regulations, allows to fully integrate EURES services with other services provided by Polish labour offices. EURES is one of 5 basic services provided by labour offices, apart from job placement, vocational counselling, support in active job looking and trainings organisation.

In above mentioned period, national trainings were organised for employees of voivodeship and poviat labour offices. However this filed needs more support, particularly for poviat labour offices.

EURES staff, including EURES line managers and EURES advisers, took part in EURES Initial and Advanced Trainings, organised by the European Commission. It led to increase the level of qualifications and gain experience in international environment.

Information delivered by national EURES website www.eures.praca.gov.pl was a crucial element (about 780 thousands visitors).

In 2008 the works on Central Job Vacancies Data Base of Polish PES will be finished. which will result in quality improvement of the transfer of Polish employers’ job offers, that are advertised by Polish poviat labour offices, to the EURES portal of the EC www.eures.europa.eu.

There were several promotion and information activities carried out for Polish unemployed and jobseekers as well for employers. Information and promotion materials, that were issued, were used in many activities. One of the important activities was publishing the brochure under the title Living and Working Conditions in Poland which was issued in three languages.

There were 4 international job fairs, 4 international employment exchanges, several information days, like Danish - Finnish Day, organised in Poland, that attracted many thousands of people. There were also many conferences, seminars, workshops, information meetings and other regional or local events organised.

The EURES staff handled about 22.4 thousand of foreign job vacancies and this led to the recruitment of 2,753 Polish jobseekers abroad. The real number of job placement is much higher but Polish PES is not able to receive the exact data from the foreign employers.

In Poland we can observe increasing interest of Polish employers in recruiting EU citizens: about 1 thousand vacancies were passed on by Polish employers to Polish EURES. These vacancies were handled by Polish EURES advisers. Unfortunately there was a little interest from EU citizens (about 30 foreign CVs were received) and, in fact, any foreign employee was employed.

There is a need for intensification of activities aimed at attracting Polish citizens who are working abroad, to come back to Poland and take up the job in Poland. That is why there is a raising attendance of Polish EURES advisers in foreign job fairs, whose task is to interest both foreigners and Poles - who live on emigration - with coming to Poland. The activities to create the two EURES-T partnerships: EURES-T Beskydy and EURES-TriRegio were finalized. One of them: EURES-T Beskydy has been officially recognized by the EC in the first quarter of 2008. Within the framework of EURES more activities every year are organized. The situation at national labour market has been changing recently in a way that combines a decrease in unemployment (unemployment rate at the end of May 2008 was 10.5 %) and problems of Polish employers who must face labour shortages at domestic labour market. This situation leads to the necessity of adjusting Polish EURES services to the needs of domestic labour market. Therefore the EURES activities for next period 2008/2009 are planned in a way to meet changing needs of Polish labour market.
