1. Introduction, background & Scope of work
About present Server Setup: Presently a dozen standalone servers are delivering various server
services for catering business needs in a heterogeneous operating system environment including
Windows 2000/2003/2008 Servers and RHEL 2.1/5.2/CentOS 5.2 systems. Server Applications
that are in the scope of migration are MS SQL, MySQL, Apache Web Service, IIS Web Services,
ColdFusion Server, SAMBA File Sharing services, QMail, SendMail, etc.
Scope
Scope of work comprises of Design, Implementation and commissioning of Highly Reliable and
Virtualized Data Center Setup for KGS Site as a replacement for existing servers and support
during the currency of the contract. The contractor's scope of work is to provide a complete
solution for the Data Center Setup including detailed design, supply, installation, configuration,
testing, commissioning and maintenance during the defects liability period for the following
elements and services:
1. Design & Implementation of Consolidated, Fault Tolerant, Highly Reliable Server Setup.
2. Supply of Servers, Storage and other equipments as detailed in bill of quantities and any
other component required for building data center.
3. Carrying out study of existing server hardware & software service infrastructure and suggest
best solution to cater high available server services, solutions, etc., based on the
acceptability to meet NPCIL requirements.
4. Installation of Virtualization platform in each server blades and creation of guest systems.
Installation of required OSs in guest VMs, Configuration of Server Services and migration of
existing application services into the virtualized environment.
5. Installation and Implementation of Desktop Virtualization (VDI) in robust and proven
platform.
6. Part replacement and breakdown maintenance of the system during the warranty period
shall be carried out without any additional charges.
7. Parking of ready-to-use components / spares to be maintained at KGS plant site during
warranty period as per the details given in the end of this document.
8. Training of NPCIL technical personnel.
Note: Bidder has to submit detailed proposed design document showing implementation of all
features meeting NPCIL requirement. The document should contain details of products,
features and implementation plan, without which the tender shall be rejected.

2. Design Criteria
1. The proposed solution is to replace existing hardware infrastructure with a Consolidated
Virtualized & Fault Tolerant Data Center Setup. Brief information about existing
applications is detailed in this document. Tenderer may consider the information
provided in this document as a guideline for his design.
2. Hardware interoperability must be certified for the proposed main virtualization servers
and SAN Storage solution.
3. Servers and Storages must be enabled with remote administration facility.
4. The unified storage solution must have redundant RAID controllers.
5. Network interface between Servers & LAN will be 10G and Servers with Storage will be
10G iSCSI or higher speed.
6. Operating systems on Guest Systems and Application services will be installed in a
Virtualized environment.
7. The Unified storage shall be configured with high reliable features like de-duplication,
block & file level mirroring, thin provisioning, hybrid storage solution, cloud ready
storage features, regular snapshots, management & monitoring features etc.
8. The SAN should support Consolidated Backup Feature like snapshot-based, online
backups of Virtual Machines, etc.
9. The proposed virtualization solution must incorporate advanced, centralized,
management capabilities, including, but not limited to:
9.1. Provide proactive management and scalability for the virtual environment.
9.2. The virtualization solution must be capable to virtualize, aggregate and allocate
servers, storage and network resources precisely on demand and business priority.
9.3. The Virtual storage solution must provide the ability to handle virtualized disk
devices.
9.4. Virtual machine provisioning and live migration (must include the functionality to
provision virtual machines instantaneously and move virtual machines between
physical servers without incurring downtime.)
9.5. Template-based deployments (must enable the creation of templates from existing
virtual machines.)
9.6. Virtual machine cloning (must include the functionality to copy existing virtual
machines when a new instance of a server is needed )
9.7. Live migration of virtual machine disks (must enable the migration of virtual machine
disks from one physical storage array to another).
9.8. The proposed virtualization solution must provide a centralized management
interface to enable backup and recovery of the virtual machines.
10. The tape backup solution should support online backup of snapshots of VMs, SAN data
etc. Necessary backup agents for Windows Server, Linux Server, MS SQL, SAMBA file
share, and Oracle Database Server shall also be configured.

11. The backup solution should be capable of LAN based and SAN based backup and restore
from various platforms including Linux and Windows machines.
12. The proposed solution shall contain the provisioning to support 100 numbers of clients in
a Unified VDI (virtual desktop infrastructure), in the initial pilot phase, using any proven
and robust platform. All required software & licenses shall be supplied by the bidder. The
VDI solution should be scalable to minimum 500 users without any need of additional
investment on software component.
13. Offsite Disaster Recovery Setup – Among existing servers, few systems will be made as DR
servers. Necessary jobs for setup like Virtual Systems installation at DR, configuring
application software, pulling data from DC, making reliable services with ready to host
services with data from data center in a scheduled interval etc. shall be carried out by the
bidder.
14. All systems & storages shall be IPv6 compliant.
15. All Servers, Storage SAN / NAS boxes and Switch components should be rack mountable.

5. Vendor Qualification requirements:
5.1 The bidder should have executed minimum TWO Data Center solution using Virtualized &
VDI based projects, each worth minimum Rs. 34.00 Lakhs or ONE project worth minimum
Rs. 54.00 Lakhs during last three financial years. Copies of Purchase order or work order
to be submitted.
5.2 The bidder should have technical experts in Server Configuration with minimum one of the
experts holding certification from proposed OEM of Server Hardware and Virtualization
platforms employed on bidder’s rolls. List of experts with qualification and company
joining date etc., shall be furnished.
5.3 The bidders should have local support center in South India/Goa/Maharashtra. Detailed
address of the support center to be provided.

shall require no manual intervention.
Proposed tape library must be compatible on the following

11 NDMP The proposed tape library shall support NDMP (Network Data
Management Protocol) or equivalent.

13 Reliability
The proposed tape library must be equipped with full capability
in terms of Reliability, Availability and Serviceability (RAS).
Proposed tape library should be able to provide component level
fault isolation. Loss of any single power supply within the library
must not result in loss of any functionality of the robotics or

6.7 Items Nos. 9, 10 & 11: Installation and Commissioning / VDI / DR setup.
Supplier shall ensure that trained and qualified personnel are involved in installation and
commissioning. Personnel engaged in the installation and commissioning work will have to
follow the security procedures controlling entry and movement. These personnel have to
strictly follow the safety regulation of site. In such a matter, purchaser’s instruction wherever
given will be binding.
Installation
The Blade servers will be installed in a virtualized environment with optimum number
of guest systems in each server. All existing applications listed in sl #3 will be migrated
to the new setup. Details of applications that are to be established also mentioned in
the sl #4 of this document. The entire servers data, VMs, etc, will be configured with
backup & restore facility using the Tape Library solution.
The Unified Virtual Desktop setup is to establish fully virtualized desktop from any
device including PC, Laptop, and other smart devices. In the pilot phase, the setup will
have all normal desktop environment features using a thin interface like browser.
Facility to add resources to Servers including computing power, storage etc should be
without any hindrance and shall be done thru a web based portal. Detailed technical
specification of VDI is mentioned in this document.
Few Servers of existing infrastructure will be converted as DR systems and proper
setup will be established in a virtualized environment to mitigate risks. Appropriate
setup shall be implemented to gather data from DC & Storage using PUSH / PULL
methods.
6.8 Items No. 12: On-site Warranty
The data center setup shall carry a comprehensive, on site, maintenance warranty of three
years from the date of commissioning with advance warranty replacement (AWR) scheme
with response time of 48 hours. Documentary proof regarding back to back agreement with
OEM for support of the all hardware components during the period shall be submitted. The
scope of warranty shall include replacement of the defective part, breakdown maintenance

etc. during this period. The faulty units shall be replaced/repaired free of cost at site by the
supplier.
NPCIL reserves right to add or remove any components of Servers and SAN, like RAM and
hard disks, and the warranty for the original items supplied by the bidder shall be valid for
the entire currency of the contract. Necessary support for major configuration changes in
hardware / software, during the warranty period shall be extended by the bidder without any
extra cost to purchaser.
7. Documentation:
I. Operation and Maintenance Manual: The Successful bidder has to supply operating and
maintenance manual for all types of servers & storages
II. Technical description: All the technical details of the systems has to be provided in details.
It may include technical data sheets, system architecture, parts catalogue etc.
III. Troubleshooting and Maintenance Instructions: The detailed troubleshooting methods,
routine and periodic maintenance procedures, Manufacturers operating and
maintenance manual and one soft copy in PDF of MS word for each systems shall be
supplied to the purchaser.
8. Training:
The supplier shall provide training with minimum one week duration to purchaser’s
engineers and staff. Supplier shall provide all the facilities and documents or manuals
for training. Hands on training on all major features of the supplied solution shall be
included in the training program.
The training should cover:
1. Configuration of XEN Server installation and creation of Virtual Machines.
2. Installation of VMs in various OS platform with storage from common shared SAN
infrastructure.
3. Server Monitoring and management
4. Troubleshooting
5. Creation of Snapshots of data, VMs, databases etc
6. Backup & restore using tape library.
7. Overall administration.

9. Inspection & Testing
I. Trial Run testing: After the successful installation and commissioning of all the DC, the
overall server services at Kaiga should function satisfactorily and as per the requirement
of purchaser. Trial Run should be carried out for seven days after the successful
installation and commissioning of systems.
II. Test Reports: Copies of the inspection and test reports signed by the authorized
representative of the supplier shall be submitted to purchaser
10. Payment Terms: 90% against material supply and 10% after successful completion of the
job as certified by EIC of user section as per clause no. 9 of the Annexure-1.
11. Preferred completion time including delivery period:
Two months from the date of Purchase order. Bidder should clearly mention the plan of action
with detailed milestone chart.
12. General Information and Conditions:
12.1 The contractor's scope of work is to provide a complete solution for the Data Center
infrastructure and services including detailed design, supply, installation, configuration,
testing, training, commissioning and maintenance during the defects liability period for
the elements and services.
12.2 The entire scope of the work will be considered as single entity and the order will not
be split.
12.3 The above work / installation is to be done at KAIGA GENERATING STATION, Kaiga P.O.,

12.4 The NPCIL can provide end-user-certificate in its own format, if required. End user
certificate in any other format will not be issued. The bidder may take note of this
point before quoting.
12.5 The OEM should have local TAC (Technical Assistance Centre) based in India for offering
post sales technical support. NPCIL - Kaiga technical / commercial team may decide to
visit the TAC support center during the evaluation of the bids. Documentary proof in
this regard shall accompany the offer.
12.6 The compliance statement for Hardware & Storage solutions, technical specification
listed herewith must be provided on the respective OEM’s letter heads along with the
Manufacturer Authorization letter to each System Integrator (bidder) whom they are
supporting.
12.7 Bidders upon notification from NPCIL-KAIGA should be able to show a PoC complying
the technical requirements specified in the RFP, all the required hardware and software

should be organized by the bidder / OEM.
12.8 The bidder must quote for complete scope of work. Offers not covering complete scope
of work will not be accepted.
12.9 The BOM are based on generic requirement. Bidder should carry out detailed analysis
and include all the components, cables, any other items required to implement the
solution as a whole to meet the design requirements. All such items may be clearly
indicated and included in the offer. No claim for any additional item shall be
entertained.
12.10 The bidder has to execute the project by his own strengths and manpower and it should
not be outsourced to any 3rd party vendor.
12.11 Bidder should necessarily quote for the optional items which may be ordered based on
NPCIL requirement. However, Optional items will be considered for evaluation of bid.
The quantity will be decided based on the actual requirement to meet the functionality
of the proposed design and the same will be considered for arriving at lowest bid.
12.12 NPCIL reserves the right to order reduced quantities for all the items including
Blade Server Chassis & Servers.
12.13 Bidders are advised to visit the site and survey to get acquainted with the actual layout
of the site, nature and quantum of work before proposing the solution, prior to bid.
12.14 Material handling and transportation: Contractor shall make his own arrangement for
conveyance, boarding / lodging of their staff without any extra charges to the
corporation. However, local (i.e. Mallapur residential colony) accommodation for staff
stationed at KGS, during the period of the contract, may be provided on chargeable
basis subject to the availability of the room, as per the station policy.
12.15 NPCIL will provide to and fro transport facility for the Service Engineers between
Mallapur Township and Kaiga Site, subject to availability on chargeable basis.
Approximate to & fro charge per person per day is Rs. 40/- and subjected to revision
from time to time.
12.16 During the work at KGS tenderer and all his staff should adhere to the safety & security
guidelines and regulations followed at KGS site.
12.17 Any neglect or failure on the part of the contractor in obtaining necessary and reliable
information upon the foregoing or any other matters affecting the contract shall not
relieve him from risks or liabilities or the entire responsibility from completion of the
work at the schedule rates and in compliance of scope of work.
12.18 No verbal agreements or influence from conversation with any officer either before,
during or after the execution of the contract agreement shall in any way affect or
modify any of the terms or obligations here in contained.

12.19 Precautionary measures.
The contractor shall take all precautionary measures not to damage any electric poles,
cables, water supply or sewage pipelines and any structure, which are close to work site
or come in the way during mobilizing the machines etc. If any damage occurs the same
shall have to be rectified and made good by the contractor at his own cost.
12.20 Inspection of Sites:
The department has made available the various data in this tender document so as to
enable the contractor to get an idea of work as well as working conditions. The bid
shall not be deemed to have been based only on such data, but the contractor shall be
responsible for his own assessment and interpretation thereof.
12.21 Activity Schedule:
The contractor shall submit to the Engineer-in-charge a detailed activity schedule
showing the probable dates of commencement and completion of the work considering
the total working period in which the work is scheduled to be completed and the
Programme shall be adhered to.
12.22 Security Rules:
The contractor shall be solely responsible for the safe custody and security of the
material issued to them for the subject work and for their own material and
equipments.
12.23 A point to point compliance with respect to all the points of this specification
indicating details of deviation, if any, as mentioned in Sr. No. 6 Specification section of
this document, shall be submitted.
