Supply, Installation, Testing and Commissioning of 415V,1250 kVA,3 phase, 50 Hz, 0.8 p.f, Diesel Generator set and
Control panel with all accessories
BRIEF SCOPE:
Diesel engine of the DG set shall be complete with necessary controls and safety devices conforming to relevant ISS/BSS with
latest amendments. The Diesel Engine shall be suitable for continuous duty operation of Generator set with electronic control panel
(compatible for SCADA) and inclusive of fly wheel, flexible coupling, air cleaner, fuel pump, fuel filter, electronic governor, electrical
starting system with starter, battery, voltage regulator, instrument panel indicating running hours and RPM indicator, residential
type exhaust silencer, protections against Over speed, High water temperature, Low lubrication oil pressure etc as described in
following sections.
The engine shall be air cooled, fluid cooler (remote radiator). The remote radiator has to be installed over a plinth outside
the DG room with necessary pipe lines from air cooler fluid cooler (remote radiator) to the engine. The Alternator shall be of rating
415V, 1250kVA, 3 Phase, 50 Hz, 0.8 p.f, self excited, self regulated, brushless type, drip proof conforming to IS: 4722 with latest
amendments.
The DG set shall be capable of functioning at places situated altitude up to 1000 meters and ambient temperature upto 45
deg. Centigrade and relative humidity upto 95%. The Main system and all sub systems shall have SCADA compatibility such that the
system shall be complete in all respects with required accessories to function in a SCADA environment when it is realized.
The alternator shall have over current relay, earth fault relay, differential and reverse power protections and neutral
grounding resistor and also shall have temperature scanning through RTDs and BTDs with multiple window annunciation.
The engine and alternator shall be coupled over a sturdy common base frame. The scope include complete DG set with all
accessories, exhaust piping, 990 Ltrs. capacity day fuel tank, self supporting steel structures for exhaust pipes and cooling pipes, fuel
lines, flow meters, control panel.
The D.G set should be Prime Rated for 1000kW suitable for withstanding one hour overload in any 12 continuous hours
operation. Commissioning includes satisfactory load testing also. The DG set along with control panel, switch boards etc. shall be
installed in DG room at SVAB substation which is approximately 10-12km from SHAR Main Gate.
The rates shall include the cost of pipes, fittings etc required for fuel line and exhaust piping complete with necessary
supporting arrangements, installation, mechanical protection / cladding arrangements etc. The Exhaust pipes inside DG room should
be covered with Aluminum foil after insulation.
The Diesel Engine and Accessories shall comply with relevant Indian standards / British standards specifications with latest
amendments. The self excited and self regulated alternator, Control panel, and Switch gears shall comply with relevant Indian
Standards / British Standard specifications with latest amendments.
Other requirements:
1. The alternator shall be provided with the following protections
a) IDMT overcurrent .
b) IDMT earth fault.
c) Instantaneous short circuit.
d) Over voltage.
e) Under voltage.
f) Differential protection.
g) Field failure relay to trip ACB as well as Diesel Engine.
h) Reverse power
i) Reverse Reactive power
j) RTD in minimum six locations with scanner.
k) BTD in minimum six location with scanner.
Note: Combinational / separate Numeric relay with SCADA provision (communicable port) shall be
provided for the protections under a) to e). Others relays are preferred with Static version.
2. The Engine shall have the following additional protections also (in addition to the standard accessories
fitted with engine).
a) Over speed (both alarm and trip)
b) High coolant temperature.
c) Low lub oil pressure trip.
d) High oil temperature (optional)
e) Tripping against Differential protection relay actuation
4. Exhaust Pipe Support Structure: A suitable box type MS structure of cross section minimum 1.8M x 1M
using angle frames (minimum 50x50x6 mm size ) / ISM channels (minimum 100x50 x6mm size ) shall be
with necessary supporting clamps for the exhaust pipes shall be provided from ground level up to the end
of silencer for maintenance. Providing the required structural support base plate also form part of the scope.
The exhaust pipes shall be suitably supported to withstand even cyclonic wind speed conditions.
Necessary concrete Foundation / concrete bed for supporting the structure base plates shall form a part of
the scope of the supplier. However the actual execution shall be done only on the prio approval of the
related structural drawings by the Department.
The height of the box type support structure is likely to be 17m from ground level. The smoke shall be let
out at a height of minimum 7.5m above the roof level which is 9.5m.However as per pollution Board norms,
appropriate height shall be provided such as to safely let out the smoke.
GENERAL POINTS :
1. Installation, Testing and commissioning of DG set shall be as per the guidelines given separately.
2. Schedule for panels and other works are listed in subsequent sections.
3. The Diesel Engine, Alternator, panels, cables, instruments etc. shall conform to respective IS
specifications with latest amendments.
4. The makes of Diesel Engine, Alternator shall be one among the following only:
Diesel Engine : Cummins / Caterpillar / Perkins / Volvo Penta
Alternator : Stamford -AVK / Leroy-Somer / Crompton Greaves
DETAILED SCOPE:
I. DIESEL ENGINE WITH ALL ACCESSORIES:
DG set shall consist of the following:
1. Diesel Engine: The Engine shall be water cooled, turbo charged with after cooler suitable for Generator
application, developing 1470 BHP (nominal) @1500 RPM, under NTP conditions of BS: 649 with an
overload capacity of 10% for one hour in any 12 continuous hours of operation. The engine shall be
suitable for cold starting. The engine shall be of latest technology with Electronic Fuel Control (EFC) with
SCADA Compatibility / communicable port.
The engine shall be equipped with the following minimum standard accessories.
a) Cooling System (Remote Radiator):
Air cooled fluid coil cooler with remote radiator consisting of finned surface heat transfer coils made of
Copper tube, Aluminum fins, Axial flow propeller fans, Fan motors, Electrical junction box with wiring,
Expansion tank with GI sheet steel casing and Heavy duty base frame suitable for floor/ plinth mounting etc.
The Coil cooler shall be suitable for withstanding coastal weather conditions. Coil cooler should be
designed to withstand cyclonic wind speeds.
b) Fuel System:
Fuel system shall consist of:
a) Fuel Pump - Shall be of latest version suitable to meet the regulation stipulated even under
varying load conditions
b) Injectors – Heavy duty STC preferred
c) Fuel Filters- including primary filter
d) Self contained piping
C) Lubricating System:
Lubricating system shall consists of:
a) Lube Oil Pump (Engine mounted)
b) Strainer
c) Lub oil cooler
d) Lub oil filter
e) Lubricating bypass filter
f) Self contained piping
g) Dip stick
h) Necessary piping with valves etc and provision for draining engine oil from sump during
maintenance of engine shall be provided and the pipe shall be extended suitably (Approx.7 Mtr).
d) Air Intake system: Air Intake System shall consists of :
a) Dry type filter
b) Air intake manifold with necessary connections
c) Turbo Charger with after cooler
e) Exhaust system:
Exhaust system shall consist of:
a) Exhaust Manifold
b) Flexible piping
c) Exhaust silencer (Residential type) – The type of residential silencer shall be as per the
recommendation of Engine manufacturer.
The pollutants present in exhaust gas shall be within permissible limits, and as indicated by the
pollution control board. Necessary scrubbers, pollutant eliminators shall be included if required.
Check point pockets shall be provided for the Silencer in accordance with PCB regulations for
inspecting and checking the emissions. Provision (pockets) shall also be provided for monitoring
exhaust gas temperature.
Fabricated supports for the exhaust pipe, silencers etc. shall be provided as required at site by
Department. Exhaust pipe shall be raised to the required height above roof slab as per the norms of
Pollution Control Board. The exhaust pipes shall be applied with heat resisting painting after proper
surface treatment. The exhaust pipes within the building shall be provided with thermal insulation
and cladding.
Suitable support structure for each silencer shall be provided during erection at site. The structure
shall be of self standing nature and integrated with rigid MS sections and joineries. The metallic
structure shall be applied with anti corrosive painting of approved shade. The scope also includes
necessary civil foundation works for the support structure. The exposed pipe shall be suitably
supported against cyclonic wind speeds. The drawings of silencer support structure and civil
foundation shall be got approved by Department before execution. Modifications / improvements
pointed out by Department in view of healthy engineering practice shall be incorporated and
executed at site at no extra cost. The preliminary drawings shall be provided with tender
documents.
The civil works required for supporting the structure over roof/walls by making openings for
conveying exhaust pipes, cooling circuit pipe lines, oil drain pipe line, providing grouting for
supports / brackets on wall /floor/ plinth and suitably finishing to match the existing surroundings
shall be the scope of the supplier.
Rain water drain facility shall be provided at drain point of each silencer by providing 50 mm dia MS
pipe down up to a height of 150 cm (5.0 ft) from the ground level with suitable control valve.
f) Genset Controller:
The DG set shall include a Latest version of Microprocessor based Genset controller with monitoring,
metering, protection and control features. The controller shall be SCADA compatible and it should also be
possible for all system parameters to be monitored and adjusted thro’ Laptop computer / PC. The controller
shall have the following features:
a) Digital governing and voltage regulation.
b) AC output monitoring.
c) Monitoring of battery system, critical engine parameters.
d) Engine Start / Stop
e) Lube oil pressure indication, Water Temperature indication, Running Hour indication and RPM
indication, battery charging healthy / voltage indication with safety controls for low lubricating oil pressure,
High water temperature, Engine over speed.
Necessary sensors, gauges and trip switches shall be provided for ensuring the above annunciation
and safety controls. The control wiring shall be done by using standard harness / connectors and
terminated by using sleeved cable lugs by providing necessary terminal blocks which shall be vibration and
heat resistant. Proper identification ferrules and markers for easy identification shall be provided at all
terminals.
g) Governing System:
Governing system shall consist of Electronic Fuel Control Governor (EFC) with plus or minus 1% or
better regulations.
h) Starting System:
Starting system shall consists of:
a) Suitable Self Starter
b) Battery charging system (generator) with voltage regulator for providing appropriate DC
charging power to battery when the DG set is running.
i) Other Accessories:
a) High Inertia Fly wheel & Flywheel Housing to suit alternator / Engine
b) Hour meter & RPM indicator
c) Separate Battery charger static type for charging batteries during idle condition, permanently
connected to the batteries. This shall be mounted inside control panel or supplied separately.
i) Batteries:
Batteries of suitable capacity to start the engine from cold conditions are to be provided. The
batteries shall be supplied in fully initial charged condition housed in a separate stand along with suitable
leads and terminals etc,. Batteries shall be of reputed makes and as approved by Department, confirming to
relevant IS standards.
J) Base Frame:
The engine and alternator shall be perfectly aligned and assembled on a sturdily fabricated,
adequately machined base frame made out of high quality MS / heavy duty rolled steel channels. The base
frame shall be provided with lifting facilities and pre-drilled bolt holes for installation with anti-vibration pad
mountings.
NOTE:
01) Foundation for DG set will be provided by the department, Installation of DG set over the bed shall be
done by supplier .
02) Providing concrete beds for cooling towers, foundation / plinth for exhaust support structure shall form
a part of the scope of the supplier. However the civil drawings shall be executed only after the approval of
the Department.
Civil works like installation / integration of frame supports for exhaust piping, coolant piping, grouting of
accessories, providing openings in walls for pipe entries and making them good as per original condition and
as a part required for the Installation works, shall be all be done by supplier.
h) Fuel Tank:
1) Supply and installation of day fuel tank of 990 litres capacity square / rectangle shape for DG set shall
consists of Fuel Inlet, Outlet pipe connections, Control Valves, Filling cap, Drain plug, Air vent, limit switch to
cut off power supply to the motor pumping diesel to the day tank, analog flow meter to measure the
amount of diesel pumped from the UG tank to the day tank, Level indicator with graduated scale with clear
reading arrangement and manual cover suitable for floor mounting.
2) The diesel flow meter (Kent /equivalent make) of 0.5% accuracy shall be used to indicate the total
quantity of Diesel oil used for pumping to the day fuel tank. Factory calibration / test certificate shall be
furnished during installation.
3) Provision of necessary diesel MS pipe lines of 1” dia. between day fuel tank and UG tank and DFT to
engine (supply and return lines) also form part of scope. The item also includes necessary pipe accessories
like motor pump set, valves, bends, coupling, nipple etc.
II. BRUSHLESS 415V ALTERNATOR WITH ALL ACCESSORIES:
The alternator shall be suitable for continuous operation to give an output of 1000KW / 1250 KVA at
415 Volts, 3 Phase, 0.8 PF (lag) suitable for the diesel engine as specified above and run at 1500 RPM. The
Alternator shall be of self-excited brush less type.
The AC generator shall be with the exciter field supplied by panel mounted solid state voltage
regulators in accordance with IS with latest amendments and Confirming to IS:4722/IEC 60034
specifications. The voltage regulator shall have a minimum regulation 1% or below of rated voltage from
No-load to Full-load.
The alternator shall be suitable to supply to our system loads such as rectifier, UPS, PLC systems and
computer loads without any distortion in output AC voltage wave form.
The transient performance of alternator shall be such that line to line voltage will recover to 97% of
the final steady state voltage within one second when a balanced and symmetrical load of rated KVA at low
PF (0.3 to 0.4 lag) is impressed on an initially unloaded generator.
a) Insulation Class of Alternator:
The class of insulation for stator, Rotor and exciter windings shall be minimum of class ‘H’ as per relevant
ISS. The winding shall be coated with suitable Gel / appropriate coating that is required for satisfactory and
prolonged operation in saline and moist atmosphere.
b) Overload:The alternator shall be able to meet an over load of 10% for a minimum period of 1 hour in
every 12 hours.
c) Enclosure:
The alternator shall be screen protected, drip proof, ensuring IP: 23 enclosure or better.
d) Terminal Arrangement:
The alternator terminals shall be suitable for terminating 2500A FP bus bar trunking system. The alternator
neutral shall be suitably brought out with appropriate support insulator so as to enable external neutral
earthing.
e) Accessories:
Alternator shall be provided with the following additional accessories:
a) Necessary space heaters with control switch and visual indicators.
b) 6 Nos. Winding Temperature Detectors and 2 Nos. of Bearing Temperature Detectors with suitable
scanner mounted in control panel.
f) Earthing: Alternator shall have two numbers of earthing terminals of adequate capacity.
NOTE:
1) The alternator should be suitably designed such that it should not cause any interference to the existing
Telecommunication net work.
2) One AVR shall be installed in alternator frame or with suitable cubicle with required CTs etc and one no.
spare AVR shall be supplied for which rates shall be quoted separately.
III. GENERATOR MONITORING & CONTROL PANEL WITH METERING, PROTECTION,
CONTROLS & ANNUNCIATION FOR DG-I & II
Note: DG Main Panel board comprising of the incomer ACBs for the two DG sets shall form a part of the
scope of the Department. Necessary Control Cabling between the DG Control Panel (supplied by bidder) and
the DG Main Panel (provided by Department ) shall also form a part of the scope of the supplier.
The Generator control panel shall be complete with all components and wiring and shall consists of
the metering, protection, controls and annunciation required for both DG I & DG II, with two independent
compartments clubbed together that can be split up (if required) based on the site requirements and as
follows:
a) Protection: DG sets shall be provided with Numerical Relays with the following protections.
Combinational relays are also acceptable.
1.0) Combined Earth fault and over current with IDMTL characteristics (This can be provided in control
panel or VCB panel)
2.0) Instantaneous type differential relay for protecting alternator windings
3.0) Field failure protection
4.0) Reverse Power protection
5.0) Reverse KVAR protection
6.0) Under Voltage protection
7.0) Over Voltage protection 8.0) Differential Protection
NOTE:
01. All relays shall be of one of the make as approved by Department.
02. In case of operation of differential relay, Unit tripping shall be provided, i.e, the prime mover must
also stop so as that the alternator comes to rest immediately apart from tripping of the ACB.
b) Metering: All meters shall be Digital and LED display of approved make. Any other meters apart from
below if required to ensure monitoring of DG set shall also be provided.
a) Ammeter of suitable range with built in selector switch. - 1 No / DG Set.
b) Volt meter with built in selector switch. - 1 No / DG Set.
c) Power Factor meter. - 1 No / DG Set.
d) Frequency Meter. - 1 No / DG Set.
e) DC Ammeter & Volt meter for monitoring Field Current & Voltage. - 1 No / DG Set.
f) Tri-vector (KVA/KVAR/KW) meters/ Multi function meter with communication feature - 1 Set / DG Set
c) Indications: LED indication shall be provided to indicate the Generator ‘ON’ & ACB ‘ON’ ‘OFF’ & ‘TRIP’
Condition for both the DG sets.
d) Push button with Actuators for DG I & II:
Each DG set shall be furnished with the following Push button actuators in the Control Panel for:
a) Engine Start
b) Engine Stop
c) Fault Accept/Reset
d) Emergency Stop
e) Switches:
Switches shall be provided for speed raise / lower option & Voltage raise / lower option. Necessary
Protection shall be provided in order that both raise / lower options are not exercised at the same time.
f) Temperature Scanner: Auto Scanner with required number of channels to measure and indicate the
temperature of windings and bearing with automatic tripping and alarm facilities and with 1 No. hooter shall
be provided.
g) Annunciation: Annunciation system shall contain audio and visual annunciation’s provided for Diesel
Engine and Alternator. The multiple window annunciation shall be complete with accept/reset push buttons
for hooter and visual indication systems.
IV. INSTRUMENT / PROTECTION TRANSFORMERS:
Instrument transformers of adequate nos. for realising the total protection and metering
requirements shall be provided. All the instrument transformers shall be of resin cast encapsulated type and
of Department approved make. The burden and ratios shall be appropriately selected. The accuracy of
metering transformers shall be class 0.5. Necessary interconnections from alternator to these transformers
and to all panels are in the scope of supplier.
The makes of components such as relays/meters/CTs shall be one among the following only with the given
order of preference. Only the approved makes are to be adopted during fabrication.

V. TESTS TO BE CARRIED OUT
The tests as described below are required to be carried out as per relevant standards. In case, the
acceptance tests does not show satisfactory results, the contractor shall at his own expense rectify and
replace the defective components or any part thereof as directed by the authorised representative of the
Department within one week. The installation shall be re-tested after rectification / replacement of the
defective components without any extra cost. For such tests the cost of fuel and engine oil shall be borne by
the supplier.
01. ACCEPTANCE TEST AT MANUFACTURER’S WORKS:
The DG set and panels shall undergo the following acceptance tests at the factory / manufacturer’s
premises of Engine/ alternator / panel.
A). ENGINE:
1) Fuel Consumption test
2) Governing test
B) ALTERNATOR:
1) Measurement of Resistance
2) Phase sequence test
3) Regulation test (Cold condition)
4) Measurement of short circuit characteristics
5) Measurement of Open circuit characteristics
6) Measurement of Insulation resistance
7) High voltage test
8) Voltage balance test
C) CONTROL PANEL
1) Physical inspection – Check for inventory / components as per
approved drawings, dimension & sizes.
2) Electrical Tests – Test for satisfactory operation of all meters, relays, instrument transformers etc,
IR test, HV test
NOTE:
1. Acceptance tests other than above, as applicable to the relevant items shall also be carried out.
2. Necessary Test certificates shall be submitted along with supply.
02. ACCEPTANCE TESTS AT SITE: Phase – I
On completion of all the installation works, the DG sets and panels shall undergo the following tests at
site.
a) Visual examination of all parts and accessories
b) Measurement of resistance
c) Insulation resistance test
d) Earth continuity
e) Tests for normal operations of all protective relays and instruments
f) No load test to check the normal performance of Engine, Alternator, and all other accessories
03. ACCEPTANCE TESTS AT SITE: Phase – II
a) On satisfactory completion of Phase – I tests, the DG set shall undergo the following tests for 12 hours,
by directly loading the DG set. Necessary loads will be arranged by the department. Lubricating oil and fuel
required for the above tests will also be provided by the department at free of cost. The engine should be
supplied complete with the first filling of lubricating oil by the supplier.
b) During the above tests, following parameters shall be checked:
1. Cooling system temperature
2. Lubricating oil temperature
3. Lubricating oil pressure to the engine and turbo charger
4. Fuel oil consumption
5. Speed cum frequency variation on throwing ‘ON’ and ‘OFF’ at full load
6. Voltage variations.
7. Transient voltage dip / recovery on applying step loads.
8. Testing of failure conditions by simulation.
a) Following tests, are also to be conducted at site:
1) Phase sequence test
2) Regulation test
3) Winding & Bearing temperatures while running the DG set
4) Temperature of windings after continuous full load test
5) Testing of all panels including Relays.
VI. INSTALLATION REQUIREMENTS

VII. FABRICATION GUIDELINES / INFORMATION ON HANDING OVER
01. PANEL FABRICATION :
All the panel cubicles shall be fabricated from 2mm thick CRCA sheet steel and shall be folded and
braced to provide rigid support for all components. All joints in sheet shall be seam welded, all slags shall be
rounded off and welding pits smoothened. All panels and covers shall be properly fitted. The board shall be
of totally enclosed design and completely dust and vermin proof. Gasket between all covers shall be used to
render the joints effectively dust tight. Soft compressible gaskets shall be used between all metal joints,
doors and with covers to prevent ingress of dust.
A horizontal wire way with screwed cover shall be provided at the top to take interconnecting
control wiring between different vertical sections with suitable provision for supporting all the cables
leading inside. Any control wiring inside shall be neatly bunched and tied with cable ties and positioned in
UPVC cable tray / channels where required inside. Separate and adequate compartments shall be provided
for accommodating instruments, indicating lamps, selector switches, control fuses etc.
The mechanical design of the panel doors shall be such as to avoid buckling and supported with
adequate hinges. Tool operated fasteners shall be provided for the panel doors.The provision for earthing
the body of panels shall be provided at two distinct places.
02. PAINTING:
Special attention shall be paid to the finish and general appearance of the work. The panels body
shall undergo suitable metal surface treatment by 7 tank process before final painting with powder coat of
Dept. approved shade.
The supplier shall ensure that no scratches appear on the painted surface while transporting and
installing the DG set / panels. Pipe lines shall be painted in accordance with IS: 23479/1963 with latest
amendments. The parts of the DG set installation which are not factory painted shall be given three coats of
oil paint consisting of one primer coat of red oxide, one under coat and one finishing coat of superior quality
paint.
The exhaust pipe and silencer must be painted with heat resistant aluminum paint and should be
guaranteed for one year. All the interiors of all the panel boards shall be painted with fire retardant paint.
03. The supplier is required to complete the installation /system as per statutory provisions in order to
facilitate obtaining of clearance from Central Electricity authority ( CEA ) for energisation of the system
and from the Pollution Control Board for the DG set as required. Necessary documents, drawings etc shall
be handed over to Department. However Department will pay the inspection fee and arrange for the
inspection. In case any rectification points are adviced by the Statutory body as applicable for the system,
shall also be executed.
04. TAKING OVER :
The DG sets and allied equipment / panels shall be taken over by Department after satisfactory
completion of all the Acceptance tests and after obtaining statutory clearances. In case the acceptance
tests as described separately, does not produce satisfactory results, the supplier shall at his own expense
rectify and replace the defective components or any part thereof as directed by the authorised
representative of the Department. The installation shall be re-tested after rectification / replacement of the
defective components without any extra cost. For such tests the cost of the fuel and engine oil shall be
borne by the supplier.
At least three complete sets of documents like, O&M manuals (one in original), Complete as built
installation Drawings, wiring drawings, Test certificates etc. must be submitted for all the equipments for
taking over the system.
During Guarantee period, defects noticed if any affecting the performance of the system /
installation, they shall be set right by the supplier at no extra cost. During the Guarantee period, the supplier
shall depute their own service Engineer or authorised service Engineer to make minimum 4 visits
(quarterly basis) for regular maintenance. The cost of consumables required during the one year warranty
shall also be quoted in the price bid and indicated in the price bid format.
During post warranty period, authorised nearest AMC agency for the DG set shall be identified so
as to avail regular service. The particulars of service agency shall also be furnished in Techno commercial
bid.

XI SPECIAL TERMS AND CONDITIONS
01. The tenderer should furnish OEM certificate from concerned Manufacturer.
02. The tenderer shall provide all the technical information as called for in the Annexures and also provide all the technical
literatures and drawings related to their products and all other instructions to be followed for installation along with offer as
per rules and regulation. Any deviations against our indented specifications shall be clearly mentioned.
03. The tenderer shall furnish the list of customers and their addresses with similar capacities of DG sets and panels installed by
them. Also performance certificates from customers shall be enclosed along with their offer.
04. All test facilities required shall be provided for conducting the tests prescribed in the schedule by the party at the factory /
works concerned as well as at site for commissioning. The tests shall be carried out in the presence of our Department CLIP
inspection team before despatch from their works and during commissioning of the same.
05. On receipt of Purchase Order the agency shall be submitting the following drawings for approval before manufacturing :
i) General arrangement and schematic drawings
ii) Foundation drawings
iii) Control wiring drawings
iv) Product catalogues / relevant manuals
06. The proposed place of installation of DG set is approximately 12 kM from the Department stores.
07. The scope of work include all transportation of the DG set and panels and their accessories to the work site with utmost
care in handling. All loading and unloading arrangements with necessary plants / equipment and tools shall be the part of
the scope of work and all required man power shall also be provided by the agency for unloading in the room and installing
in position as required. However material handling support like Hydra etc, will be arranged by Department at our site, based
on then availability on chargeable basis.
08. The tenderer shall be responsible for all the safe custody of the panels and accessories from the time of supply at site till
installation, testing and commissioning and handing over the same to the department on satisfactory completion of work.
09. The tenderer shall co-ordinate with other agencies during the course of the installation, testing and commissioning of the
panels and ensure safe commissioning.
10. The terms of payment may be quoted with possible split up details as under:
i) Supply of DG sets / panels at site after testing at factory/works of the manufacturer and acceptance.
ii) Installation works at site with split up rates against possible items
iii) Testing and commissioning charges etc.
11. The DG sets and panels shall be guaranteed for a period of 12 months from the date of commissioning. The supplier shall
repair / replace the damaged equipment without any extra cost during the guarantee period. Also during Guarantee period 4
nos service visits (quarterly service) is to be made by authorised service Engineer.
12. The installation work shall be started and completed immediately once the readiness of site is intimated to the agency
without any delay.
13. Details required for installation viz., providing MS channels / foundation bolts shall be furnished. Proper installation and
positioning of panels over the floor shall be the scope of the tenderer.
14. The works of installation, Testing and commissioning shall be done by employing qualified competent engineers / supervisors
and all instructions of the department shall be strictly followed for the completion of work with good workmanship as
required and as per the IE rules and regulations and other mandatory / safety requirements.
15. Any mandatory requirement specified by the inspecting authorities like CEA, Pollution Control Board shall be carried out
such that statutory clearances are availed by Department. However the inspection fee to CEA / PCB will be arranged by
Department.
16. The tenderer shall provide complete sets of operation and maintenance manuals to the department for the operation and
maintenance purpose of the department as mentioned under clause of “Taking over”.
17. The department shall reserve the right to accept / reject any part of work, which is not acceptable as healthy engineering
practice of carrying out such work as the case may be. In case of any failure to carry out the scope of work in time as per the
instruction of department, the work shall be carried out / got done by the department at the cost and risk of the agency and
the entire amount with supervision charges shall be recovered from the agency.
18. In case End Use certificate from Department is required for procuring the Engine, Alternator etc, the same shall be mentioned
in your quotation itself by clearly stating the reasons.
19. Special terms and conditions in this Annexure shall also form part of the work.
20. At the time of Testing and Commissioning of DG Sets, the representatives of different agencies who have manufactured /
installed their equipment like DG set, HT panel, Control panel etc., shall remain present and it will be essential to coordinate
with other agencies as required and as directed by the Department.
