    As per the Ministry of Environment & Forests , Government of India, New Delhi vides its Notification No.S.0. 1533 dated: September 14, 2006. Public Hearing was fixed for the following project covered under Category-A of the schedule at l(b) .for proposed exploratory drilling of MIS. Consortium of Pan lndia Consultants Pvt. Ltd & Frost International limited (FIL) at block CB-ONN-201015, in the of District Patan and Mehsana in Gujarat Conducted on 03/07/15 at 12:OO Hrs. at Bhananin Bhanani Bhavan, Bhanani ni Vadi, Chanasma, Dist. Patan, Gujarat.

    Shri. M. J Dave (GAS), Additional District Magistrate District: Patari presided over the aforesaid Public Hearing and also briefed about the public consultation & public hearing as laid down in the notification dtd.14/9/2006.

B Chaudhari, Regional Officer Palanpur and representative of the Member Secretary, GPCB explained about the background of the environmental clearance required by project proponent and opportunity being provided to the affected people residing in and around project site as per the aforesaid Notification. With the consent of Chairperson, ' M/s Pan lndia Consultants Pvt.Ltd, asked to make presentation coveriog summary report of draft EIA.

    We have studied the draft EIA report of the above-mentioned project. Following are our observation/comments/questions regarding project and draft EIA report.

    1. Draft EIA report mention baseline environinental scenario for the area. It is our strong demand that post project monitoring of air, water and soil sample must be carried out so that actual damage can be assessed.

    2. How to dispose wastewater, sludge, contaminated soil and drilling mud in each well?

    3. What measures will be taken to ensure that the air emissions and noise from vehicular movement, gene]-ators does not disturb the local flora and fauna?

    4. Please give details regarding actual source of water and the p e r ~ ~ i s s i o n for the withdrawal of water from the Competent Authorityas mentioned in TOR 21.

    5 . What is the best practice or standards of water utilization for exploratory drilling of a well in this sector as there will be wide difference between water usage for exploratory drilling of one well from project to pl-oject?

    6. What will be the effect on groundwater and how will it be remediated if it is contaminated?

    7. Why baseline study was started even before issuance of TOR? Please give exact dates of monitoring of each samples of ambient air, water, noise and soil monitoring.

  • 8. If commercial level oil or other hydrocarbon would be found in any well; for how long temporary acquisition of land will continue?

    9. The draft EIA does not explore the possibility of TENORM (technologically enhanced naturally occurring radioactive material),radioactive contamination which may be exposed to surface with waste produced during oil drilling and exploration. Please comment.

    10. Please give correct details for water requirement and waste water generation.

    11. Whether any temporary relocation of surrounding population has been involved if commercial level hydrocarbon found out?

    12. How many local people will get employment through this proposed project'? Please give classification of skilled and unskilled manpower.
