EXPRESSION OF INTEREST (ONLINE)

National Council of Science Museums (NCSM)invites Expression of Interest (EOI) from reputed manufacturers or their authorized registered Indian agents who are technically capable to serve as a single window solution provider for design, supply, installation and commissioning of an integrated functional fulldome digital 2D/3D immersive projection system for a 23 meter diameter perforated aluminum dome screen tilted at 23 degrees with geometrical correction, image stitching and blending etc. for seamless projection of high resolution 2D/3D digital full dome film shows and digital planetarium shows by replacing/upgrading existing 10/70 Astrovision fish eye lens projection system and GSS-Helios of GOTO Inc., Japan installed at Science City Kolkata. Interested agencies who are confident of their capability to execute the work and having sound technical knowledge and capable to render after sales service may submit their application online in prescribed format to the Central Public Procurement Portal website http://eprocure.gov.in/eprocure/app in single cover system using valid Digital Signature Certificate (DSC) obtained from the authorized agencies of NIC as per the following schedule:-

Prescribed format for submitting the application with all other details are also available and may be downloaded from the Council’s website www.ncsm.gov.in. Manual submission of EOI will not be accepted. Applications must be submitted as per prescribed format of the Council failing which it will be liable for cancellation. Technical competence of the applicants will be the only parameter to shortlist suitable single window solution providers for execution of the above job and shall form the basis for obtaining competitive tenders from such vendors. Decision of the Council with regard to shortlisting of suitable solution providers for execution of the job shall be final and binding on the respondents of this advertisement. Mere submission of EOI shall not confer any right whatsoever on the submitting entity. It shall be obligatory on part of the submitting entity to furnish any further information as may be sought by NCSM. Neither the issue of this invitation for EOI nor any part of the contents of the EOI is to be taken as any form of commitment or acknowledgement on part of NCSM to proceed with any EOI or any entity and National Council of Science Museums reserves the right to annul or terminate the process or reject any EOI at any time or stage without assigning any reason whatsoever.

General Information and Instructions

1. The instruction given herein will be strictly binding on the tenderers and deviation, if any will make the tender or tenders liable to be considered invalid. Tenders incorporating additional conditions by the tenderer are liable for rejection.

5 Validity of Bids: The Bids should remain valid for 180 days from the date of bid opening.

6 Rejection of Bids: Canvassing by the Bidder in any form, unsolicited letter and post-tender correction may invoke summary rejection. Conditional tenders will be rejected. Non-compliance of applicable General Information and Instruction will disqualify the Bid.

8. The tenderers should have Digital Signature Certificate (DSC) for filling up the Bids. The Person signing the tender documents should be authorized for submitting the on line

Instructions for Online Bid Submission

1. The bidders are required to submit soft copies of their bids electronically on the CPP Portal, using valid Digital Signature Certificates. The instructions given below are meant to assist the bidders in registering on the CPP Portal, prepare their bids in accordance with the requirements and submitting their bids online on the CPP Portal.

2. More information useful for submitting online bids on the CPP Portal may be obtained at:https://eprocure.gov.in/eprocure/app

REGISTRATION

1) Bidders are required to enroll on the e-Procurement module of the Central Public Procurement Portal (URL: https://eprocure.gov.in/eprocure/app) by clicking on the link “Online bidder Enrollment” on the CPP Portal which is free of charge.

2) As part of the enrolment process, the bidders will be required to choose a unique username and assign a password for their accounts.

3) Bidders are advised to register their valid email address and mobile numbers as part of the registration process. These would be used for any communication from the CPP Portal.

4) Upon enrolment, the bidders will be required to register their valid Digital Signature Certificate (Class II or Class III Certificates with signing key usage) issued by any Certifying Authority recognized by CCA India (e.g. Sify / nCode / eMudhra etc.), with their profile.

5) Only one valid DSC should be registered by a bidder. Please note that the bidders are responsible to ensure that they do not lend their DSC’s to others which may lead to misuse.

6) Bidder then logs in to the site through the secured log-in by entering their user ID / password and the password of the DSC / e-Token.

SEARCHING FOR TENDER DOCUMENTS

1) There are various search options built in the CPP Portal, to facilitate bidders to search active tenders by several parameters. These parameters could include Tender ID, Organization Name, Location, Date, Value, etc. There is also an option of advanced search for tenders, wherein the bidders may combine a number of search parameters such as Organization Name, Form of Contract, Location, Date, Other keywords etc. to search for a tender published on the CPP Portal.

2) Once the bidders have selected the tenders they are interested in, they may download the required documents / tender schedules. These tenders can be moved to the respective ‘My Tenders’ folder. This would enable the CPP Portal to intimate the bidders through SMS / e-mail in case there is any corrigendum issued to the tender document.

3) The bidder should make a note of the unique Tender ID assigned to each tender, in case they want to obtain any clarification / help from the Helpdesk.

PREPARATION OF BIDS

1) Bidder should take into account any corrigendum published on the tender document before submitting their bids.

2) Please go through the tender advertisement and the tender document carefully to understand the documents required to be submitted as part of the bid. Please note the number of covers in which the bid documents have to be submitted, the number of documents - including the names and content of each of the document that need to be submitted. Any deviations from these may lead to rejection of the bid.

3) Bidder, in advance, should get ready the bid documents to be submitted as indicated in the tender document / schedule and generally, they can be in PDF / XLS / RAR / DWF/JPG formats. Bid documents may be scanned with 100 dpi with black and white option which helps in reducing size of the scanned document.

4) To avoid the time and effort required in uploading the same set of standard documents which are required to be submitted as a part of every bid, a provision of uploading such standard documents (e.g. PAN card copy, annual reports, auditor certificates etc.) has been provided to the bidders. Bidders can use “My Space” or ‘’Other Important Documents’’ area available to them to upload such documents. These documents may be directly submitted from the “My Space” area while submitting a bid, and need not be uploaded again and again. This will lead to a reduction in the time required for bid submission process.

SUBMISSION OF BIDS

1) Bidder should log into the site well in advance for bid submission so that they can upload the bid in time i.e. on or before the bid submission time. Bidder will be responsible for any delay due to other issues.

2) The bidder has to digitally sign and upload the required bid documents one by one as indicated in the tender document.

3) The server time (which is displayed on the bidders’ dashboard) will be considered as the standard time for referencing the deadlines for submission of the bids by the bidders, opening of bids etc. The bidders should follow this time during bid submission.

4) All the documents being submitted by the bidders would be encrypted using PKI encryption techniques to ensure the secrecy of the data. The data entered cannot be viewed by unauthorized persons until the time of bid opening. The confidentiality of the bids is maintained using the secured Socket Layer 128 bit encryption technology. Data storage encryption of sensitive fields is done. Any bid document that is uploaded to the server is subjected to symmetric encryption using a system generated symmetric key. Further this key is subjected to asymmetric encryption using buyers/bid openers public keys. Overall, the uploaded tender documents become readable only after the tender opening by the authorized bid openers.

6) Upon the successful and timely submission of bids (ie after Clicking “Freeze Bid Submission” in the portal), the portal will give a successful bid submission message & a bid summary will be displayed with the bid no. and the date & time of submission of the bid with all other relevant details.

7) The bid summary has to be printed and kept as an acknowledgement of the submission of the bid. This acknowledgement may be used as an entry pass for any bid opening meetings.

Up-gradation of Fulldome Theatre of Science City, Kolkata into Fulldome Immersive 2D/3D Digital Theatre and its subsequent operation and maintenance

1. Science City, Kolkata is a unit of the National Council of Science Museums (NCSM), an autonomous body under the Ministry of Culture, Government of India. Science City is self-sustaining and addition of new facilities along with upgradation of the existing facilities shall fulfill the requirement to remain as an attractive public institution for years to come. It is therefore proposed to upgrade the existing Fulldome Theatre of Science City, Kolkata into Fulldome Immersive 2D/3D Digital Theatre for screening high resolution Full Dome Digital 2D/3D film shows and Digital Planetarium shows along with the operation and maintenance of the new facility.

Scope of workThe selected bidder shall be responsible for the following:

1. Planning, design, preparation and submission of all necessary engineering drawings, and supply and installation of equipment for Up-gradation of existing Fulldome Theatre of Science City, Kolkata into Fulldome Immersive 2D/3D Digital Theatre for screening high resolution digital fulldome 2D/3D film shows and fulldome digital planetarium shows.

2. Replacement of existing 23m tilted dome with new perforated seamless aluminum dome with associated thermal and acoustic insulation and including replacement of framed structure, if required.

3. To operate and maintain the upgraded facilities for a predetermined period. 4. Submission of scheme and duct layout drawings for up-gradation of existing HVAC

installations.5. Submission of scheme including sight line drawings for layout of seats, and detailed

engineering drawings for change of existing layout if required.6. Submission of details of available full dome films/shows in both 2D and 3D in digital

format with time duration of each on topics related to science, technology, environment etc. and fulldome digital planetarium shows along with source (name of producer/distributor) that shall be suitable for screening on completion of the upgradation activity.

7. Submission of available in-house produced fulldome films/shows in both 2D and 3D in digital format and fulldome digital planetarium shows may also be provided separately with time duration of each.

8. Supply and installation of new reclining chairs as per revised layout based on sight line diagrams including dismantling and stacking of existing seats.

9. Supply and installation of emergency exit signage inside the theatre.10. Supply and installation of public address system inside the theatre11. Dismantling and stacking of existing Astrovision-70 projection system and GSS-Helios for

planetarium shows including submission of bill of materials so dismantled.12. Design of space for distribution of special glasses for 3D films, including its storage,

sanitization, collection etc. 13. Supply and installation of 5:1 / 7:1 surround sound system.14. Supply and installation of LED cove lighting.15. Supply and installation of LED dimmer controlled staircase lighting to facilitate

movement of visitors.

Interested and reputed Indian/International Developers and Operators of Fulldome 2D/3D digital immersive theatres having experience in designing, developing, operating and maintaining of Fulldome 2D/3D Digital theatres and having independent legal entities / joint venture / consortium of firms etc. and meeting the following criteria may submit the Expression of Interest along with concept and vision for the project and their intended approach for making the project a success. More details about the project and deadlines for submissions are available in the EOI document.

Technicala) Experience in the design and development of Fulldome 2D/3D Digital Theatre and its

operation and maintenance. b) Completion of similar installations as mentioned above during last five years with

minimum seating capacity of 200 and a separate list of installations completed during last three years. Installations completed in India may be specifically highlighted. The location and seating capacity of each installation may be clearly indicated.

Evaluation Criteria

Bid Process Criteria (EOI Stage) for Selection of Bidders for upgradation of existing Fulldome Theatre into Fulldome Immersive 2D/3D Digital Theatre and subsequent operation and maintenance for screening high resolution digital fulldome 2D/3D film shows and fulldome digital planetarium shows is given below:

Stage-I: Invitation of EOI Expression of Interest (EOI) is invited in prescribed format for understanding the

feasibility of the project for both 2D and 3D format. Last 3 (Three) year’s turnover – In INR or US$ (Audited Balance Sheets, for the relevant

years should be enclosed). Applications without required information or enclosures are liable to be rejected. Applicants are required to study the drawings provided at Annexure ‘C1, C2 & C3’ and

submit feasibility report separately for high-end 2D digital system and for high-end 3D digital system.

Stage-II: Short listing of EOIs Criteria: Firms having experience in design, supply, installation and commissioning of an

integrated functional fulldome digital 2D/3D immersive projection system and operation of Fulldome digital immersive theatres shall require to make a presentation on available options as submitted at Stage-I.

Applicants who fulfill the criteria as laid down in the EOI document shall be required to make detailed technical presentation on all available options as submitted at Stage-I (EOI). The technical presentation shall include atleast one recent installation done during last three years.

Request for two-bid tender documents will be issued online through CPPP Portal to the shortlisted EOI applicants only. Bid process criteria will be issued along with the two bid tender documents.

Space theatre dome

Preface

Science City, Kolkata is a constituent unit of the National Council of Science Museums (NCSM), an autonomous body under the Ministry of Culture, Govt. of India. Science City was developed for two prong activities, the science centre and the convention centre. The facility was developed on a plot of land measuring 44.6 acres located at the crossing of EM Bypass and Park circus connector on the eastern fringe of Kolkata Metropolis and was formally opened to public on July 01, 1997. Since its inception, Science City has been self sustaining in its operation, maintenance and periodical development. The primary source of revenue generated over the years has been from entry fees to various facilities housed in the science centre complex, license fees from visitor facilities outsourced to private agencies and from hiring charges generated from the convention centre for holding conventions, AGMs, cultural programmes, seminars, trade exhibitions, annual programmes of local schools etc. The science centre part of Science City has recorded over 26.45million footfall since its inception and has created a niche for itself as a destination for science popularization activities to meet the objectives of the Council.

Existing facilities of Science City Dome Theatre

One of the major attractions for visitors to Science City is the “Space Theatre” in which large format educational films are screened regularly. Since inauguration it has recorded over 6.27 million footfall to this facility to witness the educational films and planetarium shows that are screened in the space theatre. There has been rapid growth of new knowledge, emergence of new areas of S&T and development of new science communication technologies that engage, motivate and enthuse and provide participatory and immersive experience to visitors. Therefore there is an urgent need to upgrade this facility with cutting edge technology which shall provide immersive experience to visitors on contemporary topics of science, technology and environment using state-of-the-art digital technologies.

The “Space Theatre”was setup by M/s GOTO INC, Japan in the year 1997. This consists of Astrovision -70 (Fish Eye) projection system for screening 10/70 large format films and GSS-Helios for planetarium shows. The existing technology has now become obsolete and new digital technologies have evolved which present high resolution content in both 2D and 3D immersive environment.

Science City is interested to replace the existing equipment with new digital 2D/3D system which shall cater to both immersive real-time filmshows and as well as planetarium shows. Though the new digital full dome systems are in continuous development process, the latest developed systems have already achieved more dome resolution than large format films using multiple projectors.

Broad Scope of Work

It is envisaged that applicants would be well conversant with the latest Fulldome immersive projection systems, surround sound installations and market trends and the selected applicant would be responsible fora) Supply and Installation of perforated aluminum dome screen with all required acoustic

and thermal insulation and associated works, and to provide all necessary engineering drawings for any civil work that may be required for dome installation in existing facility. (as per IS Codes)

b) Providing power distribution scheme and UPS backup of the complete connected load. c) Supply and installation of high resolution fulldome 2D/3D digital immersive projection
