MOE PE & Sports Framework
Junior Division Review Principles
22
Children are not miniature adults
– They differ from adults in terms of their physical, cognitive
and affective capacities.
There is no perfect form of a sport or competition
– Sport or competition should cater to the needs of the
participants and serve the purpose for which it is conducted.
JDR Approach
23
1) Ensure games are developmentally appropriate
e.g. option of age group division, modified rules/duration/
equipment
2) Increase participation opportunities
e.g. round robin competition format, athletes without a team
can still participate with School Authorized Representative
3) Mitigate excessive competitiveness
e.g. award top 8 instead of top 4, remove championship title
to reduce unnecessary stress
24

Subject-based Banding at the end of P4
Rationale and Intent
• To allow greater flexibility for pupils to take subjects at different levels depending on their strength in these subjects.
• Standard and Foundation subjects
• Pupils will offer Higher MT only if they have the capability to do it
33
P4 Subject-Based Banding
4 Standard
SubjectsPasses all 4 subjects
4 Std. subj. + HMTPasses all 4 Subjects
– done very well in MT
Passes 3 subjects4 Standard
Subjects
Passes 2 subjects or less 3 Std. + 1 Foundn.
2 Std. + 2 Foundn.
1 Std. + 3 Foundn.
4 Foundation Subj.
34
Parental Option
• At P4, parents can exercise their option for the course of
study.
• However, parents should be realistic about their child’s
ability (in the choice of HMT).
• Neither should parents go for soft option – impacts the
Secondary Course later on.
35
Movement after P5
At the end of P5, promotion criteria must be satisfied. No
more parental option will be allowed. The school has the
autonomy to decide on the level of the subjects to be taken
by pupils in P6.
Pupil who takes 4 standard subjects and has difficulty
coping, may switch to take 1 or more Foundation subjects
at P6.
Subject-based banding (Pri) and Secondary School
admission.

Time Line (end of P4)
Option Forms with school

– Middle Progress – Hinch Programme (after school)
– Low Progress• Small Class Size – pullout for Mathematics; Foundation Level P5-6 (English, Mother
Tongue, Mathematics, Science)
• Hinch Programme (after school)
