Minister for Housing and Works (Mr. Akram Khan Durrani): (a) After the decision of the Honourable Wafaqi Mohtasib that all the infra-structure development work and maintenance work shall be carried out by the Housing Foundation itself. The Housing Foundation took initiatives for the completion of the infra-structure development and maintenance work. In this regards, PC-I amounting to Rs. 1763.560 (M) has been approved for development and rehabilitation work of Sector G-13, Islamabad by DWP and Executive Committee of the Housing Foundation. A contract for the rehabilitation has been awarded to M/s Zafar & Co. for Rs. 946.518 (m). The contractor has started work in September, 2016 and shall @ Transferred from Capital Administration and Development Division.

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that the construction works of roads of thesub sectors of Sector G-13, Islamabad have not been completedso far; if so, the reasons alongwith the action taken againstresponsibles thereof;

(b) the time by which the construction works of said roads will becompleted; and

(c) the steps taken by the concerned departments to avoid suchdelay in futures?.

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)After the decision of the Honourable Wafaqi Mohtasib that all the infra-structuredevelopment work and maintenance work shall be carried out by the HousingFoundation itself. The Housing Foundation took initiatives for the completion ofthe infra-structure development and maintenance work. In this regards, PC-Iamounting to Rs. 1763.560 (M) has been approved for development andrehabilitation work of Sector G-13, Islamabad by DWP and Executive Committeeof the Housing Foundation.

A contract for the rehabilitation has been awarded to M/s Zafar & Co. forRs. 946.518 (m). The contractor has started work in September, 2016 and shall

complete it in September, 2018. The work is being done by contractor smoothlyand there is no delay on the part of Housing Foundation or contractor.

(b) The construction work shall be completed in September, 2018.

(c) 65% work has been completed. The work is in progress and there isno delay in this respect.

108. *Mr. Waseem Akhtar Shaikh:

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that installments have been received by theMinistry from the Government employees for providing themplots in the Bhara Kahu Housing Society/Scheme on the firstcome first serve basis;

(b) whether it is also a fact that the said Scheme is being delayedand causing grave concern among the employees; and

(c) whether there is any proposal under consideration of theGovernment to allot plots to the said employees before thecompletion of its tenure?

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)The FGE Housing Foundation has issued consent and Provisional offer letters toprospective allottees of Green Enclave-I, Bara Kahu Housing Scheme (Phase-I)along with payment schedule and they are depositing installments towards cost ofland as per schedule (Annex-A).

(b) The Membership Drive-I for registration of FG Employees forallotment was launched in 2009, whereas process of issuance of Consent Letterswas commenced in April, 2015. The said project was delayed due to followingreasons:

The Honorable Supreme Court of Pakistan took Suo-Moto Noticeon purchase of land in June 2009 and the case was disposed on27­02-2013. The Supreme Court order that no escalation in theproject cost on any ground be allowed.

M/s Green Tree did not honor its obligation as per agreement anddid not undertake preliminary development work of the area. Insteadit took stay order from Islamabad High Court and the matter remainedsubjudice in Islamabad High Court since 2014.

The issue of payment to M/s Green Tree has also been resolved withthe help of NAB and Housing Foundation has made payment of Rs.680 million to NAB in order to pay M/s Green Tree to start thedevelopment work.

With the intervention of NAB Authority, an addendum is being finalizedwith M/s Green Tree. Therefore, it is expected that development work will bestarted soon.

(c) The prospective allotees of Bara Kahu Housing Scheme have alreadybeen issued consent and Provisional Offer letters alongwith Payment schedule.However, Final allotment letters with plot numbers will be issued after ballotingwhich will be carried out on the receipt of approved layout plan from the CDA.As per agreement, the development work will be completed within 2 years fromthe date of commencement.

109. *Ms. Surriya Asghar:

Will the Minister for Housing and Works be pleased to state:

(a) the authority/provision of rules, which empower the FederalGovernment Employees Housing Foundation (FGEHF) to utilizethe amount of interest for its administrative expenditures;

(b) whether the Security and Exchange Commission of Pakistan’srules also  allow for utilization of the amount of interest foradministrative expenditures to the FGEHF; and

(c) whether it is a fact that practice of utilization of the amount ofinterest for administrative expenditures by the FGEHF is againstthe norms of profit/loss concept; if so, the steps being taken inthis regard and to utilize the said amount for beneficiaries ofthe Housing Scheme?

 Minister for Housing and Works (Mr. Akram Khan Durrani): (a)

The Memorandum and Articles of Association of FGE Housing Foundationempowers the Housing Foundation to utilize the amount of interest for itsadministrative expenditure. (Memorandum of Association clause No. IV as wellas Articles of Association clause No. XI and Article No. XVII ( iii ,iv ) (Annex-A)

(b) The Federal Government Employees Housing Foundation wasestablished as a cell in Ministry of Housing & Works in 1989 and registered withthe Security and Exchange Commission of Pakistan (SECP) in 1990 as a PublicCompany limited by guarantee under section 42, sub section (I) of companies’ordinance, 1984. The Memorandum and Articles of Association of FGE HousingFoundation duly approved by the Security and Exchange Commission of Pakistan(formerly Corporate Law Authority) also allow for utilization of the amount ofinterest for administrative expenditure.

(c) The Housing Foundation is a nonprofit organization and doesn’t takeany fund from Government exchequer. However, the Memorandum and Article ofAssociation clearly empowers Housing Foundation to utilize its money, propertyor income, directly by way of dividend, bonus or profit for its expenditures. As amatter of fact that the Housing Foundation does not utilize even a single penny ofallottees receipts for its administrative expenditures.

110. *Dr. Nikhat Shakeel Khan:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) the criteria adopted to hire buildings for Hajj-2017;

(b) whether bids were invited before hiring of said buildings; if so,the location-wise details of buildings which were put forwardfor selection by the competitors;

(c) the benchmarks upon which such buildings were hired;

(d) whether prior and post physical inspections and evaluations weremade for said buildings; if so, the authority/persons/officers whomade inspections and evaluations alongwith the details thereof;and

(e) whether residential buildings hired for the same Hajj were farfrom Masjid-al-Haram; if so, the steps being taken by the Ministryto hire state of the art buildings near Masjid-al-Haram for theHajj-2018?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) The criteria adopted to hire buildings is as under;

(i) Original tasreeh for year 1438H/2017;

(ii) A Vakala Sharia from the owner / mustajir indicating that the persondepositing the application is empowered to do so specifically forHajj season 1438 H.

(iii) A personal affidavit stating the following that:

1. The general condition of the building is excellent and is safe forthe accommodation of Hujjaj;

2. The building is free of any encumbrance (e.g. ownership / legaldisputes);

3. The building has an equal number of rooms and bathrooms orin case this is not the position, the owner is willing to dispensewith any rooms and their accommodation capacity in excess ofthe number of bathrooms.

4. The building has at least two lifts.

5. The building has a proper dining area along with chairs andtables to accommodate atleast 1/3 of the guests as per tashreehcapacity at any given time.

6. All requirements, excluding Tasreeh which is to be provided asper term above, facilities /amenities etc., specified in SaudiTaleemat are available

7. The building shall be made available to OPAP for at least 30working days from the date of registration or until the inspectionwhichever is later.

8. Additional space, if available over and above the tasreehcapacity is used by the Hajj Office for the welfare of hujjaj likesector offices, dispensary etc. without any additional payment.

9. The buildings should be in a cluster, isolated building is nothired.

(b) Every year the bids for the buildings are invited once the procurementcommittee is announced and notified. The advertisement is floated in thenewspapers both English and Arabic and on the PPRA and MoRA websites.Pakistan Hajj Mission from 2011 onwards is hiring buildings in Azizia, Sheshaetcand in 2014 Batha Quresh area was also included. The bidders know the areaswhere the Pakistan hajj Mission buildings are located and offer buildings in theseareas only. As mentioned in (a) above isolated buildings offered in other areas arenot hired due to logistical issues. The list of buildings offered for hiring is attachedas Annex-A.

(c) Already explained in (a) above.

(d) Upon receiving the tasreehs for the buildings from the Saudi owners,the procurement committee inspects the buildings as per the criteria laid above in

response to question (a) above. Evaluation on the condition of the building is doneby the procurement committee. Before the arrival of the hujjaj the Moavineen/sector incharge make multiple visits to these buildings and ensure the provision ofthe facilities as per contract.

(e) The residential buildings hired for the Pakistani hujjaj from 2011onwards are in Azizia district of Makkah which is about 5-7 Kms away fromHaram. 24/7 Salawat transport is provided by the Pakistan hajj Mission as perpolicy. The old buildings around Haram have since been demolished by the SaudiGovernment due to Haram extension project and new high rise hotels have beenerected that charge exorbitant rates. To reduce the hajj package and procurenewer buildings this decision was taken by the Ministry in 2011. With the presenthajj package, moving near Haram is not practicable.

111. *Malik Muhammad Amir Dogar:

Will the Minister for Housing and Works be pleased to state:

(a) whether allottees of the Government flats/houses/quarters areasked to submit relevant papers of  their allotments time andagain by the  Estate Office (E.O), Islamabad;

(b) if the answer to part (a) above is in the affirmative, whether itis tantamount to failure on the part of E.O. to maintain therecord of allottees in letter and spirit by its own;

(c) whether the failure of said Office to maintain the record ofallottees, is one of the reasons to issue false allotments; if so,the steps being taken to compile complete data of each allottee;

(d) the sector and category-wise total number of Government flats/houses/quarters in Islamabad at present alongwith  the detailsincluding name of allottees, grades and departments thereof;and

(e) the present status of said flats/houses/quarters separately?

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)The allottees of flats/houses/quarters were asked twice by Estate Office, Islamabadto submit relevant papers of their allotments in the year 2007 and 2014 as therecord of Estate Office, Islamabad was burnt in the fire incidents.

(b) As above.

(c) Yes it is a fact that rarely the allotments are issued of some non-available accommodations to the Federal Government Servants due to nonavailability of up-dated record. In order to up date the data of allottees, EstateOffice has conducted a survey of Government accommodations at Islamabad andrecord so far received has been feeded in the computer programme and scanningof all files is being carried out to avoid any inconvenience to the allottees in future.

(d) At present 17496 Government accommodations of variouscategories exist in different sectors of Islamabad which are on the pool of EstateOffice, Islamabad. The details including name of allottee, grade and departmentthereof are placed at Annex-I.

(e) The present status of said flats/ houses/ quarters is placed separatelyat Annex-II.

112. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to refer to the Starred Question No.61 replied on 6-11-2017and to state:

(a) the prescribed criteria to select moavineen by the Ministry itselfand by the concerned department separately;

(b) whether the aforesaid criteria was adopted by the Ministry forHajj-2017 in letter and spirit; if so, the details; if not, the reasonsthereof; and

(c) the basic features of the selection criteria/policy of the moavineen,which was approved by the Federal Cabinet alongwith the dateof approval thereof?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) Criteria for selection of Moavineen-e-Hujjaj for Hajj2017 was at Annex-I.

Seasonal duty staff of Ministry of Religious Affairs and Interfaith Harmonyis deputed with the approval of the competent authority for performing variousduties in KSA. Their Criteria is at Annex-II.

(b) The criteria was adopted by this Ministry for Hajj-2017 in letter andspirit. However, Selection Criteria was relaxed by the competent authority i.e.Federal Minister for (RA&IH) as per request of Director Moavineen wherebyshortage of manpower in KSA was mentioned, therefore owing to paucity of timeand to 2 fulfill the demand of Director Moavineen. Ministry was constrained topick more suitable candidates from the available nominations recommended fromdifferent corners as per Annex-III.

(c) The selection criteria/policy of the Moavineen was approved by theFederal Cabinet. Part-IV, para-25 of the Hajj policy-2017 inter-alia stipulateprudent guidelines for welfare services through Moavineen with following salientfeatures duly approved by the Cabinet:

Deployment of personal welfare staff,(i.e. Medical, Moavineen both fromPakistan and local Saudi KSA based) Annex-IV.

I. Strength of welfare staff would be subject to actual requirement.

II. Welfare staff would not be allowed beyond 45 days stay at KSA.

III. No welfare staff member other then Govt. employee would bedeployed in KSA except KSA based welfare staff.

IV. Family members of welfare staff would not be allowed to accompanyfor performance of Hajj.

meet the deficiency, Purchase Order for supply of Pulses have also been issuedagainst tender for purchase of Pulses opened on 11-10-2017 against therequirement / demand of Balochistan Province. To meet further requirement /demand of Balochistan Province, tender for purchase of Pulses has been floatedin the press which will be opened on 14-11-2017.

USC is providing Utility brand Spices and Iodized Salt to all USC Regionsaccording to their demands. At present, there is no shortage of any item of UtilitySpices and Iodized Salt.

114. *Ms. Tahira Aurangzeb:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state the step being taken by the Government to reducethe expenditures/charges under the Government Hajj Scheme forHajj-2018?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): The Hajj package includes four types of payments as perdetail given below:

Accommodation charges Air fare Compulsory Hajj Dues.

Service charges

The accommodation is being hired by the Pakistan Hajj Mission. Themission has been directed to hire good condition buildings with the minimum cost.The intending pilgrim will require to pay accommodation charges along with theirapplications which will be charged on actual rate of the building where he/ she willbe accommodated. The balance amount if any will be refunded in Pak Rupees tothe pilgrims before their departure.

The airfare is paid directly to the airlines and Ministry is in process ofnegotiation with airlines for minimum possible rate.

Compulsory Hajj Dues are paid to respective Saudi Authorities in SaudiRiyals.

A nominal amount will be charged from each pilgrim on account of servicecharges which includes vaccination, training, awareness and provision of services/staff to facilitate their stay in KSA.

The Government always try to keep the expenditure on hajj as low aspossible and would continue the same in Hajj-2018.

115. *Sahibzada Muhammad Yaqub:

Will the Minister for Water Resources be pleased to state whether it isa fact that electricity projects are not being completed in the country;if so,  the details alongwith the reasons thereof?

Minister for Water Resources (Syed Javed Ali Shah): Ministry ofWater Resources is fully committed to ensure completion of all on-going publicsector hydro­electric power generation projects being executed by WAPDAwithin the scheduled time frame. The details of on-going electricity projects isattached at Annex-A.

(b) the authority/committee which finally awarded a contract toGreen Tree Company alongwith the members thereof; and

(c) the dispute upon which the said Company is in litigation atpresent?

(b) 105th meeting of Executive Committee was held on 17-03-2009,which directed the Housing Foundation to go ahead with the scheme of M/SGreen Trees (Pvt.) Ltd. at Bhara Kahu, Islamabad. The members of the saidCommittee are as under:

(c) 1. The Housing Foundation executed an agreement with M/s GreenTree Pvt. Ltd. on 01­04-2009 for the purchase of 3000 kanals private land atBhara Kahu Islamabad for FG Employees. The total Land measuring 3153 kanals07 marlas has been transferred in the name of FGE Housing Foundation so far.

2. Honourable Supreme Court of Pakistan on a newspaper report,that land was purchased on high price, took Suo-Moto notice in June, 2009. Thecase was disposed of on 27-02-2013. The Supreme Court ordered that “noescalation in the project cost on any ground” will be allowed.

3. At present dispute with land provider is to exchange land objectedby NESPAK measuring 680 Kanal of land and provision of access to site. NABhas taken cognizance on this issue.

(a) As of 6th December 2017 a total of 1.47 million poor families havebeen enrolled in PMNHP in 26 districts across Pakistan while 48,316enroll family members have availed free of cost indoor hospital servicesfrom empaneled hospitals through the program. Details of districtsalong with its enrolment and services status are present in Annex A.

(b) Prime Minister’s National Health Program is going to enroll additional1.4 million families in 14 new districts by the end of current fiscal year.

(c) Ministry of National Health Services Regulations and Coordination isworking to expand PMNHP in all districts of Pakistan to enroll 13 millionfamilies. For the purpose a new PC-1 is in the process of approval.

Ministryof Religious Affairs and Interfaith Harmony, Islamabad took note of it andapproached to Royal Embassy of Kingdom of Saudi Arabia, Islamabad throughMinistry of Foreign Affairs to with draw activation of Bio­matric till sufficientarrangements were made by nominated company (Annexure-II). Royal Embassyof Kingdom of Saudi Arabia, Islamabad has relaxed Bio-matric Registration till4th December, 2017, as well Pilgrims above age of 45years would not requireBio-matric verification. This system is being introduced to reduce processing timeat immigration counters in the Kingdom of Saudi Arabia as well to facilitate pilgrimsduring their stay at Kingdom of Saudi Arabia.  Minister for Water Resources (Syed Javed Ali Shah): (a) The 2nd

Revised PC-I of Naulong - Dam. Project amounting to Rs. 26.547 Billion basedon Market Rates of 2015 and WAPDA Composite Schedule of Rates 2013 wassubmitted to Planning -Commission on 10-12-2015 for consideration. It wasdiscussed in CDWP meeting held on 14-01-2016, wherein the Concept of the -Project was cleared with the direction to arrange-funds outside PSDP

In pursuance of above mentioned directions of CDWP, the matter wastaken up with various donor agencies for financing of the project through EconomicAffairs Division. Asian Development Bank showed willingness to provide.US$ 300 million for this project. However, due to non provision of necessary assuranceby Government of Balochistan regarding ownership of the project and responsibilityin its cost sharing, the opportunity of financing from ADB is not yet-matured.

During the PAC meeting held on 14th November, 2017, the PublicAccounts Committee directed for Naulong Dam Project as under:

“The Committee directed the Secretary, Water Resources to preparea technically sound/feasible PC-I of the project in consultation with P&Dand all other relevant stakeholders and initiate the project without any furtherdelay. It was also noted that the proposal of Asian Development Bank’s fundingwill be causing delay, The Secretary P&D will be responsible to provide therequisite funds. The Secretary P&D also assured of arranging the funds forsaid Project. Secretary Irrigation Balochistan was directed to give firmcommitment to the Project and provide assurance for complete responsibilityof the Project”.

The PC-I of the Project is being updated accordingly in consultation withall the stakeholder and it will be submitted up to April 2018.

(b) Original PC-I of this project was approved by ECNEC on03-09-2009 at a cost of Rs. 11,669 million. The 1st revised PC-I was approvedby the same forum on 16-8-2012 at a cost of Rs. 18,027.091 million. WAPDAcalled bid of the project on 20-01-2015. As the bid price was higher than theapproved cost, accordingly WAPDA submitted 2nd revised PC-I amounting toRs. 26,546.662 million. However the working on the cost of the project at presentrates is under process.

(c) In follow up of CDWP decision as mentioned in reply of Para (a),Ministry of Water & Power through EAD approached various InternationalFinancial Institutions i.e. Kuwait Fund for Arab Economic Development, EuropeanInvestment Bank and ADB.

Asian Development Bank showed willingness to provide US$ 300 millionfor this project and desired that WAPDA through sitting Consultants may updatethe already carried out studies, carry out new studies, prepare bidding documentsand update the PC-I as per ADB guidelines. Accordingly, updation of the studiesand the PC-I is under process.

(d) The lst Bidding process 2010-12 was successfully completed, whereinM/s DESCON-ZarghoonJv) declared lowest bidder to whom. Letter ofAcceptance (LOA) was issued after two (02) years due to funds constraint. M/sDescon-Zargoon JV requested for enhancement of the rates of BOQ Items dueto delay in award of the contract, WAPDA Authority however did not accept therequest of M/s Descon-Zargoon JV and annulled the Bidding Process.

The bids for construction were again called and 2nd Bidding process wascompleted in 2014, wherein M/s DESCON Engineering Pvt. Ltd Lahore declaredqualified Bidder having Bid cost of Rs.28.211 Billion. The Bid cost was howevermuch higher than the approved PC-I cost, therefore WAPDA on the advice ofPD&R Division Islamabad again annulled Bidding Process.

Similarly bids were called for third time and the process was completed in2015, wherein M/s DESCON Engineering Pvt. Limited Lahore having Bid Costof Rs. 19.941 Billion, again declared lowest bidder, accordingly Letter ofAcceptance was issued to M/s Descon but contract could not be signed again dueto funds constraints.

Meanwhile the 2nd revised PC-I for Rs. 26.547 Billion was submitted forconsideration of competent forum wherein the CDWP in its meeting held on14-01-2016 considered the project and issued the directions to arrange the fundfor the Project outside PSDP.

In the wake of directions of CDWP, Economic Affairs Division soughtwillingness from Asian Development Bank to finance the project- Asian DevelopmentBank inter-alia required to carry out the bidding afresh according to the Bank’sguidelines. WAPDA therefore again annulled the previous Bidding. The biddingprocess will be started now after approval of PC-I and availability of funds.

In addition to the above, WAPDA through the sitting Consultants hasinitiated updation of already carried out studies & new studies, preparation ofpadding documents and updating PC-I of the Project as per ADB guidelines.

(e) From the above narration, it is evident that the Naulong Dam Projectcould not be commenced due to funds constraints and receipt of high bids as comparedto cost of works in the approved PC-Is of the Project; therefore, delay in commencingthe Project was due to the situation occurred as mentioned in Para (d) - above.

(d) In the draft Hajj Policy & Plan-2018 which is to be presented to theCabinet for approval it has been proposed that “The applicants who remainedunsuccessful continuously for the last three or more times in the previousyears will be selected through separate balloting and their number will berestricted to 5,000 only. The left over applicants will be included in thegeneral balloting also.”

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) A total of 107,526 quota was alloted under GovernmentHajj Scheme. 105,177 were declared successful in ballot. 198 hujjaj of 90 yearsof age and above were declared successful without ballot. 2,151 seats werereserved for hardship quota.

(b) A total of 107,401 persons performed Hajj under the GovernmentScheme.

(c) As per Hajj Policy-2017 approved by the Federal Cabinet, there isno provision of quota reserved for parliamentarians. However, keeping in viewthe general public pressure, some applicants were accommodated on therecommendations of the parliamentarian against available vacant seats underhardship quota. Detail is at Annex-A

(d) Hardship Quota is basically meant for cases of special nature likebroken families, mahram, infants and applicants of far flung areas. However, generalpublic is also accommodated against available vacant seats. (Criteria is at Annex-B)

(e) Yes, there is a proposal under consideration in the Ministry. However,this proposal shall be placed before Hajj Policy Formulation Committee constitutedby the Hon’able Supreme Court of Pakistan for finalization.

Minister for Water Resources (Syed Javed Ali Shah): MohmandDam Hydropower Project has an installed capacity of 800 MW and uponcompletion; 2.862 Billion units (2,862 GWh) of electricity will be produced annually,which will be added to National grid via 30 km long transmission line. It will befurther distributed to provinces including FATA as per their demand.

The project will have the capacity to store 0.676 MAF (Live storage) ofWater and will irrigate 16,737 acre of land on both banks (left side 9,017 & rightside 7,720 acres) including 7,720 acre of FATA.

In addition to this, the project will provide 13.32 cumec of drinking waterto Peshawar. The project will also play an important role in mitigating the floods.

129. *Ms. Aisha Syed:

Will the Minister for National Food Security and Research be pleasedto state:

(a) the prescribed procedure of verification and test of pesticidesbeing sprayed on the crops in the country; and

(b) the steps taken by the Ministry to control the diseases beingspread due to  said pesticides and to enhance the agriculturalproduction since June, 2013?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan): (a) The following procedure for verification and test ofpesticides being sprayed on the crops as provided under APO 1971, Rules 1973is in practice in the country.

(i) Pesticides to be imported in Pakistan are first inspected in the countryof origin before shipment by Pre-shipment Inspection Agency enlistedwith the Department of Plant Protection and analyzed byinternationally accredited laboratory, as provided under Rule 9(6) ofAPR 1973 & after confirmation by the PSIA that the quantity ofproduct to be imported to Pakistan is in accordance with theregistered specifications, loading is allowed.

(ii) Upon arrival of the shipment at Karachi sea port or any other dryport or airport/ the shipping documents are scrutinized by the

authorized officer of Department of Plant Protection and randomsampling is done to ensure that the imported pesticide product is inaccordance with the registered specifications & from the registeredmanufacturer. Quality analysis of the sample is performed by FederalPesticide Testing & Reference laboratory, Department of PlantProtection Karachi. If the analysis report show that the product meetthe registered specifications then the PSI report is endorsed underRule 9(6) of APR 1973 and costumes’ department releases theshipment after completion of all other codal formalities.

(iii) When the product reaches in the ware-houses of importers eitherfor formulation or refilling / repacking, the federal notified inspectorsdraw the samples randomly and send to the notified labs for analysisand after analysis report, action is taken against culprits as per law.

(iv) When the product is gold tip distributors and dealers, then provincialnotified inspectors visit the stores of distributors and dealers anddraw the samples and send to the notified labs for analysis & in case,any substandard or adulterated pesticide is found, FIR is registeredagainst the culprits as provided under section 21(a),(b) of APO 1971,Rules 1973.

(b) It is against the facts that diseases are being spread due to pesticides.Pesticide means any substance or mixture of substances used or represented asmeans for preventing, destroying, repelling, mitigating or controlling, directly orindirectly, any insect, fungus, bacterial, organisms, nematodes, virus, weeds, rodent,or other plant or animal pests; but does not include a substance which is a ‘drug’within the meaning of the Drugs Act, 1940 (XXIII of 1940); Thus, it is evidentfrom the definition that pesticides are used as a control measure against pests andnot as a facilitator of pests. Furthermore, the pesticides standardization, import,registration, distribution, use and monitoring is being carried out under APO 1971& Rules 1973.

According to the WHO toxicity classification, the pesticides registeredfor use in Pakistan are moderately to slightly hazardous and easily degradable. NoPesticide other than internationally recommended for use on crops is registered inPakistan.

The Pesticides are registered for use as per recommended dosage andmethod of application. Department of Plant Protection has taken following stepsto enhance the agricultural production in Pakistan.

However, Selection Criteria was relaxed by the competent authority i.e.Federal Minister for (RA&IH) as per request of Director Moavineen wherebyshortage of manpower in KSA was mentioned, therefore owing to paucity of timeand to fulfill the demand of Director Moavineen. Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar): (a) There is no institution which iscarrying out such capacity building exclusively for Ministry employees at present.However Health Service Academy, an autonomous institution with the Ministry, isdeveloping this capacity under a PC-I project, for further contribution. At thispoint in time Secretariat training institute offers different training for employees,capacity building according to grade and requirement.

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)The repair maintenance of Cat-I houses are always carried out on need basis. TheA/R (Annual Report) and special repair of following houses have been carriedout, out of 16 houses.

(c) No such proposal is under consideration to re-construct the saidhouses within two months. However, as clarified above, the funds are arranged onneed basis from time to time, by preparing estimates, from Finance Division sinceinsufficient funds are available with the department.
