 Anniversary of the women’s march to theUnion Buildings in 1956. We rememberand celebrate the invaluable contributionof these heroines to the struggle. Theliberation struggle and women’s strugglescannot be separated. We thus continue

 with our programmes of advancing women in all sectors of society.

Fifty-five years ago, Umkhonto we Sizwe was formed. We salute all those bravemen and women who took up arms to advance our struggle. We shall continue toassist them with their reintegration and to improve their quality of life.

We are also commemorating the 40th Anniversary of the 1976 Soweto studentuprisings. We proudly remember those young, gallant and politically consciousfighters. In their memory, we shall ensure that our municipalities focus on theyouth, while also reaching out to other sectors such as the farm workers, the rural

masses, urban and jobless workers and middle strata.

South Africa celebrates twenty years since the adoption of the Constitution in May1996. The Constitution is grounded in the Freedom Charter, which continues tobe the foundation of democratic South Africa. The Constitution enjoins all of us tobuild local government that has the capacity to:

• Provide democratic and accountable government for local communities.• Ensure the provision of services to communities in a sustainable manner.• Promote social and economic development.• Promote a safe and healthy environment.• Encourage involvement of communities and community organisations on

matters of local government.

facing our country. The ANC hasa concrete plan to address sloweconomic growth and create jobswhere our people live.

We remain steadfast in ourcommitment to create a better life forall. We will continue to consolidatepeople’s democracy and increasedtransparency and accountability. Inthis regard, we undertake to deepenthe promotion of access to informationand improved services throughopenness throughout local government,and through public participation andthe use of technology.

South Africa’s blueprint fordevelopment, the NationalDevelopment Plan (NDP), urgesall South Africans to unite behinda country’s programme to tackleunemployment, poverty, inequality andother challenges facing our country.

The ANC is presenting our programmefor advancing people’s power inand through local government in thisManifesto. We remain at the service ofthe people and communities. The ANCremains best placed, together with thepeople, to make qualitative change inpeople’s lives.

In line with the Constitution, ourcountry holds regular elections.Regular free and fair elections givepeople the opportunity to choose those

who represent their aspirations inparliament, provincial legislatures andmunicipal councils. With their vote forthe ANC, our people have continuedto elect and mandate the ANC toensure that local government worksbetter for the people. We shall workwith the people to continue givingeffect to their constitutional rights andthereby advancing people’s power todetermine their own destinies.

We have ensured that those deployedin municipalities are capacitated andhave the requisite skills to do theirwork. In cases where some ANCcouncillors did not perform well, weencouraged communities to hold themaccountable and report their concerns.We have acted on these concernsby replacing some councillors and

strengthening others.

The ANC remains the people’smovement. It puts people at the centreof its activities. For this reason, wehave involved communities in theprocess of nominating candidatesfor the forthcoming 2016 municipalelections. This has helped in choosingthe best candidates to be ANC publicrepresentatives.

We believe that councillors must signperformance agreements. They mustalso report regularly to communities ontheir work. This will give power to thepeople in holding their representativesaccountable and making localgovernment work better.

world are experiencing slow economicgrowth. This is impacting on ourability to address the challenges ofunemployment, poverty and inequality

INTRODUCTION

Before 1994, there was a

fragmented system comprisingover a thousand local authoritiesfor white people, Africans inurban areas, African communitiesin homelands, and Indian andcoloured communities. Thearrangement was designed tosystematically divide the people.Over the years ANC governmenthas fundamentally changedthis by establishing a coherent,functional and stable structureand system of local governance.Unlike the apartheid system oflocal governance, our democraticsystem of local governance seeksto unite people and build bettercommunities.

The ANC reaffirms its commitment tobuilding a non-racial, non-sexist, united,

democratic and prosperous society. Weremain guided by the Freedom Charter,which contains a declaration that “SouthAfrica belongs to all who live in it, blackand white”. This declaration also findsexpression in the preamble of the country’sConstitution. This preamble articulates ourcollective belief that “South Africa belongsto all who live in it, united in our diversity”.Great strides have been made in uniting our

people, but there are still some challenges.

Building all-embracing and inclusivemunicipalities and communities is acollective responsibility and starts in ourneighbourhoods. Building our nationmeans that the people have both rightsand responsibilities and all South Africansmust be steadfast in taking responsibility foradvancing our democracy.

Local government is the sphere ofgovernment in which communities havedirect contact with the government.

Therefore, our communities must have asay in who leads them, how they are ledand what developments must take place in

their areas. This exercise of people’s powermust happen in a respectful, peaceful anddemocratic manner.

We encourage all people to be active inthe affairs of the country and join the ANCin building better communities where allpeople enjoy political freedom, have accessto basic services and contribute to unitingthe country and its people.

Together with communities, the ANC will:• Build on achievements made in

delivering basic services to the people.• Improve access to municipal

services and reduce outsourcing inmunicipalities.

• Further improve public participationand accountability of councillors.

• Enhance the capacity of the local stateto deliver on its mandate.

• Develop and strengthen localeconomies, create jobs and promotejob placements, especially for the youth.

• Intensify the fight against fraud andcorruption in local government andsocial fabric crimes in communities.

• Promote education as the apex priorityin local communities.

• Improve health in urban and rural

communities.• Help municipalities adapt to thechanging climatic conditions.

• Build spatially integrated communities.• Promote nation-building and socially

cohesive communities.

We call on our people to exercise theirdemocratic right to vote.

A vote for the ANC is a vote for deliveryof quality services, development of localeconomies and integration of communities inurban and rural areas!

Together with communities, we have established a strong,

accountable, transparent and resilient system of local

governance. Local communities are involved in all developmentalinitiatives in their respective localities. We have ensured that our

councillors hold report back and feedback meetings with their

communities. In rural communities, councillors work together

 with traditional leaders. We are, however, aware that there are

communities that still experience challenges with regard to public

participation.

ELECTRICITY 

We have electrified households in

urban, peri-urban and rural areas. The

percentage of households that are

connected to electricity supply increasedfrom 69.7% in 2001 to 86% in 2014.

This amounted to over 5,8 million

households in 2014 and figures show

that 2,048,052 households benefited

from indigent support systems for

electricity in 2014.

Millions of people no longer rely on

candles for lighting their residential

dwellings. The ANC government has

reduced the chance of fires in informal

settlements in towns and cities, which

often destroy people’s belongings. Many

rural women are relieved of the burden

of fetching firewood from faraway

forests.

 WATER 

Significant progress has been made in

increasing the number of households with

access to water infrastructure. Between

2001 and 2014, the percentage ofhouseholds with access to piped water

increased from 61.3% in 2001 to 90%

in 2014. The proportion of households

benefiting from free basic water services

increased dramatically between 2007

and 2013. Households receiving free

basic water services increased from

7,225,287 in 2007 to 11,794,526 in

2013.

By bringing water facilities and water

closer to communities, we have improved

the quality of people’s lives. Our people,

including rural communities, have access

to clean and potable water. This means

that we have reduced the chances of

exposure to diseases such as diarrhoeaand related illnesses. Women in many

informal settlements in cities and towns

do not have to ask their neighbours

for water. Far fewer rural women have

to travel far distances to reach wells,

dams and rivers to fetch water for their

households.

SANITATION 

Between 2002 and 2014, the ANC government increased access

to basic sanitation services from 62.3% to 79.5%. The significantincrease in access to these services across all provinces has ensured

that many more people live a dignified life.

In 2001, 55.4% of households had

access to refuse removal and collection.

By 2012, households having access

to these services increased by 7.1% to

reach 62.5% and further increased to

64% in 2014. Progress has been made

in cleaning our towns and cities. This

has contributed to creating healthy and

hygienic work and residential spaces.

62.5 years in 2015. The increase in

average life expectancy is matched by a

fast decreasing infant and children-under-

five mortality rate. For instance, in 2002,

the infant mortality rate was 51.2 babies

per 1,000 live births. In 2015, infant

mortality rate decreased to 34.4 deaths

per 1,000 live births.

The ANC government has expanded

access to primary healthcare services

to more people. This has contributed to

improving the health status of our people

in urban and rural areas.

The life expectancy of South Africans

is increasing. Average life expectancy

increased from 53.4 years in 2004 to

THE EXPANDEDPUBLIC WORKSPROGRAMME(EPWP)

Between 2004 and 2014, the EPWP created over5 million work opportunities for poor and unemployedpeople. Of the target of 6 million between 2014 and

2019, 1.24 million work opportunities were alreadycreated by the end of March 2015. This figure surpassedthe target of 1.04 million for that period. This is 119%achievement. Most importantly, the EPWP has surpassedits target of 55% and 40% for women and youthrespectively, with 60% of participants being women and50% being youth. With this tremendous achievement,we have alleviated the social and economic livingconditions of many struggling families in the country.

MUNICIPALINFRASTRUCTURE

We have also made significant strides in providing transport,

improving roads and bridges across municipalities to facilitateaccess to services and economic development. We made these

strides in municipal infrastructure with the assistance and technical

support of the national government. Fifty engineers and town

planners assisted 120 municipalities with infrastructure planning,

implementation and maintenance. We also created opportunities

in infrastructure projects for young graduates, apprentices and

experiential learners.

have been delivered, there are massive

residential developments. Many of our

people have taken advantage of water

and electricity infrastructure to furtherimprove the quality of their lives. We will

continue to create conducive conditions

for a better life for all.

FRAUD ANDCORRUPTION

We have registered tremendous

achievements in the fight against fraudand corruption in the country. The ANC

government initiated investigations into

203 corruption cases involving 1065

persons. A total of 234 government

officials were convicted for corruption

related offences since 2014.

Freezing orders to the value of R601

million were obtained by the end of thethird quarter of the 2015/16 financial

 year. This means that government has

recovered a total of R4,21 billion since

2009.

• Increased the voice of communities instructures of local government.

• Improved municipal responses to petitions andcomplaints from communities.

• Expanded community works programmes from45 municipalities in 2011 to 196 in 2015and increased the number of participants from

100,000 to more than 200,000.• Broadened access to adequate education andtraining, healthcare, roads, economic andsocial infrastructure, storm-water drainage,sanitation and public recreational facilities.

• Ensured that a larger number of indigenthouseholds are registered with municipalities.

• Upgraded 95,000 households in informalsettlements.

• Delivered more houses and service stands topoor people.

• Increased the number of municipalitiesreporting on their performance.

In delivering basic services to our people, wewere promoting people’s socio-economic rightscontained in the country’s Constitution. TheConstitution requires government to providebasic services to the people. Any attempts toseparate delivery of basic services to our peoplefrom upholding the Constitution are mischievous.

We shall continue to uphold the Constitution ofthe republic by implementing all its provisions,including those relating to delivery of basic servicesto improve the quality of people’s lives.

Together we shall intensify the fightagainst fraud and corruption in localgovernment by:

• Vigorously implementing anti-corruptionprogrammes to identify and deal effectively withcases of fraud and corruption.

• Ensuring that all ANC councillors abide by theANC’s code of conduct.

• Preventing municipal officials and councillors from

doing business with municipalities.• Holding corrupt municipal officials and councillors

liable for the losses incurred by the municipalityas a result of their corrupt actions.

Together we shall help all municipalitiesadapt to changing climatic conditions by:

• Encouraging all municipalities to work withnational departments to embark on research onchanging climatic conditions and possible risks totheir adaptation and sustainability.

• Ensuring that municipalities work with nationaland provincial government in the implementationof climate change mitigation and adaptationmeasures.

• Strengthening municipal plans that are aimedat reducing the negative impact of changingenvironmental conditions and taking advantageof new opportunities that may be presented.

• Establishing and developing municipal capacityto manage disaster risks that may be presentedby changing climate.

• Introducing innovative technologies and energysources that are free of harmful emissions such

as hydrogen fuel cells, solar power and windenergy.
