That His Excellency the Governor- General, actingwith the advice of the Federal ExecutiveCouncil, was, on the fourteenth day of May,1909, pleased to make Provisional Regulationsunder the Invalid and Old -age Pensions Act1908, to come into operation forthwith, whichProvisional Regulations may be cited as Statu-tory Rule igog, No. 47.

Invalid and Old -age Pensions Act 1908.

DIVISION OF EACH STATE INTO DISTRICTS.

WHEREAS by the Invalid and Old -age Pensions Act1908 it is enacted that it shall be the duty of the

Commissioner to divide each State into districts for thepurposes of the Act, now therefore I, the said Commis-sioner, divide each State into districts, as follow :

(i) In each State the office of every Registrar of Pen-sions shall be a Registry for the purposes of the Act.

(2) In each State the district appertaining to eachRegistry shall be such part ot-the State as is, by the mostconvenient route, nearer to that Registry than to any otherRegistry. Provided that where, in -the opinion of aRegistrar, any particular locality in the State, thoughnearer to some other Registry, is more conveniently acces-sible to his Registry, that locality may be deemed to beincluded in the district appertaining to his Registry.

5. Officers whose names are on the qualified list will,pending appointment, be utilized when necessaryfor relief work in the position of Sorter ; andwhere, in consequence thereof, such officer is putto additional expense, he may be granted anallowance to cover same. The amount of anysuch allowance shall be fixed by the Commissionerafter report from the Chief Officer.

6. An officer located in the country desirous of quali-fying for appointment as Sorter should notifythe Deputy Postmaster- General accordingly, sothat the requisite cards, diagram, sorting list, andinstructions may be supplied' him. Upon receiptby the Chief Officer of an intimation that thecandidate considers himself proficient to undergothe test, arrangements will be made, as far aspracticable, to have him tested locally. If inany case a country officer should desire to betested at the General Post Office, arrangementsmay be made accordingly at such time as he maybe in Sydney (e.g., on annual leave) upon appli-cation being made to the Deputy Postmaster -General.

Officers may be tested from time to time (at theconvenience of the Department) upon intimatingto the Deputy Postmaster- General their desire tobe tested, provided, however, that an officer whohas been tested and has failed shall not beeligible to be again examined until the expirationof three months from the previous test.

4. A list shall be kept by the Department of allofficers who have passed the test, irrespective ofthe date of qualifying. The names of the personson the list shall be arranged in order of seniority,and they shall be eligible for promotion as Sorteraccording to their order on such list. An officerwho has qualified shall remain eligible for aperiod of eighteen months from the date of test;at the expiration his name shall be removed fromthe list unless he lias received promotion in themeantime. To renew his eligibility after the ex-piration of the eighteen months an officer will berequired to again pass the test.

In order to pass, a candidate must secure at least halfmarks in each subject.

PRACTICAL TEST SUBSEQUENT TO APPOINTMENT. Everyperson appointed to the position of Telephone Attendantshall, after the expiration of three months from the dateof appointment, be tested in clearness of speech and acute-ness of hearing over a telephone line, and in practicalefficiency in the operation of a telephone switchboard. Ifan appointee fails to pass this test her services will be dis-pensed with.

VACANCIES. It is estimated that the following appoint-ments will be made during the eighteen months for whichsuccessful candidates will be eligible for appointment ; butsuccessful candidates will be registered up to twice theestimated number of vacancies : New South Wales, 30;Victoria, 30 ; Queensland, 15 ; Tasmania, 8.

EXAMINATION CENTRES. The Examination will be heldin the capital city of each State, and also at such othercentres as may be found necessary, regard being had tothe number of candidates and the remoteness of thelocalities in which some of them may reside.

APPOINTMENT SUBJECT TO CERTAIN CONDITIONS. A SUC-cessful candidate, upon appointment, must produce evidenceof the date of her birth and a medical certificate of hersound bodily health and freedom from physical defects.She will also be required to assure her life in accordancewith the regulations.

the 13th Jul }, 1909, to the 12th July, I91o,1911, or I912, will be received at the office of the DeputyPostmaster - General, Sydney, up to half -past Two p.m. onWednesday, the 2nd June, 1909 :

To and from Trunkey Creek,- Abercrombie, Tuena,and Mount Costigan, three times a week ; andMount Costigan, Cordillera, and Peelwood, twicea week ; or

Trunkey Creek, Abercrombie, Tuena, and Mount Cos -tigan, three times a week ; and

Mount Costigan, Cordillera, and Peelwood, twice aweek.

Tenderers to state a separate price for one, two, or threeyears in each instance. Preference will be given totenders submitted for a four- wheeled vehicle, two horses,mode of conveyance, between Trunkey Creek and MountCostigan, and by sulk)?, one horse, between mount Costi-gan and Peelwood.

Contractors who have carried out a mail contract satis-factorily will when again tendering for a service that theyare performing at the date of tendering, if all other con -ditions are equal, be allowed a preference over other ten -derers to the extent of r her cent.

Persons under the age of 18 years must not be employedto carry the m:uis in cases where the cost of the contractamounts to or exceeds ¿roo per annum.

Every tender must be signed by the tenderer and sure-ties, and attested by a magistrate or postmaster.

Tenders must be addressed to the Deputy Postmaster -General, Sydney, and indorsed " Tender for Conveyanceof Mails." They may be deposited in the tender -box at

On every tender there must be indorsed a certificate bya magistrate that the tenderer and his sureties are respect-able and responsible persons.

All tenders which do not comply with the foregoingconditions, or are not received before the time specifiedwill be liable to be rejected as informal.

CONVEYANCE OF MAILS, 1909- 1911. -13 SERVICES.

TENDERS will be received at the office of the DeputyPostmaster- General, Melbourne, until Thiee p.m. on

Tuesday, the 1st June, 1909, for the conveyance of PostOffice Mails as undermentioned, for a period of two years,viz. :From the 1st July, 1909, to the 3oth June, 1911.

Tenders must be written on the printed form containingthe Conditions of Contract, copies of which may be ob-tained at any Post Office or Receiving Office named here-under, and must be addressed to the Deputy Postmaster.General, Melbourne, with the words " Tender for MailService No. " indorsed on the cover. They maybe placed in the Tender -box at the General Post Office,Melbourne ; if sent by post, they must be registered, andthe postage prepaid. The general conditions of contract ap-pear on the tender form.

Tenderers should describe by the numbers thereof thenail services for which they tender.

The amount of the tender must be stated at rate perannum in words as well as figures.

A separate bond fide tender must be sent in for eachservice.

Every tender must bear the bond fide signature of thetenderer, and also the signatures of two responsible per-sons willing to become bound for the fulfilment of thecontract in such sum as the Postmaster - General may direct,not exceeding the gross amount of the contract.

Every tender exceeding an annual amount of go mustbe accompanied by cash, bank cheque, bank draft, or abank deposit receipt to the credit of the Deputy Postmaster -

General, Melbourne, for a sum equal to Five per cent. onthe annual amount thereof up to ¿r,000, and 22 per cent.on any amount exceeding I,000. This deposit will beabsolutely forfeited to the Postmaster- General in case theperson whose tender may be accepted shall fail to sign theusual bond and contract deed to the satisfaction- of thePostmaster - General within ten days after the date of noti-fication that the documents are ready for execution. Itwill be deemed sufficient if the notice of acceptance be de-livered at the address named in the tender.

The money or other security deposited by successfultenderers will be returned to them on the bond and con-tract deed being duly signed.

The money or other security deposited by unsuccessfultenderers will be returned td them on their signing receiptsfor the respective amounts.

In cases where mails are conveyed by vehicle, postalparcels up to r r lbs. in weight each must be carried bythe contractor. The weight of such parcels will be limitedto 3 lbs. each in cases where the mails are carried onhorseback.

Tenderers for services to and from Post Offices andRailway Stations are required to name a lump sum perannum where the number of trips is specified in the callfor tenders, and also state a rate per trip as a basis ofpayment for additional trips, or for reduction in theannual rate of payment, should the number of trips beincreased or decreased during the currency of the contract.

Where tenders are invited for a service to and from aPost Office and Railway Station " as often as required,"tenderers are required to name a lump sum per annumfor the work, and such sum shall not be liable to altera-tion either through increase or diminution in the numberof trips.

Persons under the age of eighteen years must not be em-ployed to carry the mails in cases where the cost of thecontract amounts to or exceeds ¿loo per annum.

The mails must be conveyed by the route now adoptedunless otherwise specified, and no alteration can be madewithout the sanction of the Postmaster - General.

Unless otherwise specified, the mails must be conveyedaccording to the time -table now in force. Should thetenderer be unable to comply with this condition the factshould be clearly stated in the tender.

The arrival and departure of mails will be subject toinstructions from the Deputy Postmaster- General, Perth,and liable to alteration at any time during the period ofcontract.

Every tender must bear the bond fide signatures, dulywitnessed, of the tenderer and of two responsible personswilling to become bound for the due fulfillment of thecontract in a sum not exceeding the gross amount of thetender, for the whole period over which it extends.

Every tender must be accompanied by the written consent,duly witnessed, of persons proposed as bondsmen, to exe-cute the necessary bond for the due performance of thecontract in the event of such tender being accepted.

Tenders must be accompanied, in cases where theamount thereof exceeds .4'50 per annum, by a deposit equalto 5 per centum on the annual amount of such tender upto Zi,000, and 22 per centum on any further amount "be-yond £1,000, such deposit to be in cash or in the form of acheque indorsed by the manager of the bank upon whichit is drawn, or a bank draft made payable to the Receiver,Public Moneys, General Post Office, Perth.

Persons under the age of x8 years must not be employedto carry the mails in cases where the cost of the contractamounts to or exceeds loo per annum.

White labour only must be employed in the conveyanceof mails.

The rate of wages paid by the contractor and the work-ing conditions shall be those recognised in the locality inwhich the work is performed.

The Postmaster - General reserves the right of terminatingthe contract at any time by giving three months' notice tothe contractor.

Special forms of tender, with conditions attached, maybe obtained gratuitously upon application to the DeputyPostmaster - General, Perth, or at any Post Office in theState, and no tender will be entertained unless on theprescribed form.

Contractors who have carried out a contract satisfactorilyshall, when again tendering for a service that they areperforming at the date of tendering, if all other conditionsare equal, be allowed a preference over other tenderers tothe extent of 5 per centum.

The Postmaster - General does not bind himself to acceptthe lowest or any tender.

Ten-ders for the undermentioned services are also invited,viz.:

I. Sanitary Services at Forts and Buildings in Sydney,northern and southern sides of Port Jackson.

2. Washing Barrack and Hospital bedding, clothing,&c., Sydney.
