Worldcup 2014 - Airspace Coordination Plan (PCEA)

� All airspace users involved with the public security and defense actions for the

Worldcup must know the Plan and be familiarized with its content.

� Under this scope, the Brazilian ANSP (DECEA) is the entity responsible for the coordination and control of the airspace.

Regulations – All Operators MUST know!

� AIC 08-14 “TEMPORARY AIR SPACE

CHANGES IN THE BRASILIAN AIRSPACE

FOR THE FIFA SOCCER WORLD CUP BRASIL 2014”. (Effective by 01MAY14).

� Objective:

“..To present the temporary changes in the

Brazilian airspace throughout the FIFA Soccer World Cup Brasil 2014, as well as

the general and specific procedures to be followed by the pilots in command and by

the air traffic control facilities (ATC)

belonging to the Brazilian Air Space Control System (SISCEAB) in the course

of the event.”

THE AIRSPACE REVERTS TO NORMAL OPERATIONS

Airspace Defense

� Pilots, ATCOs and troops specially trained to

handle normal and extreme security demands

(terrorism, hi-jacks and unauthorized aircraftidentification).

� All air traffic that misconduct from rules will be

subject if “Air Defense Measures”:

� Seven Alert Levels with the objective toidentify the aircraft and interception

procedures.

� Objective to avoid the penetration in redzones.

Airport Operational Restrictions – Brasilia (BSB)

� No restrictions on operations.

Airport Operational Restrictions – Belo Horizonte (CNF)

� SBBH : No landings. Takeoffs authorized on Rwy13 (no right turns).

� SBCF : No Restrictions.

Airport Operational Restrictions – Cuiaba (CGB)

� No landings. Takeoffs authorized on Rwy17.

Airport Operational Restrictions – Curitiba (CWB)

� Landings on Rwy 11/29.

� Takeoffs on Rwys 11,15 and 29.

Airport Operational Restrictions – Fortaleza (FOR)

� No Landings.

� Takeoffs authorized for all runways (no turns towards the stadium).

Airport Operational Restrictions – Manaus (MAO)

� No Landings.

� Straight takeoffs authorized for all runways (no turns towards the stadium).

Airport Operational Restrictions – Natal (NAT)

� SBSG: Takeoffs and Landings authorized on Rwy30.

� SBNT: Takeoffs and Landings authorized for all runways (no turns towards the

stadium).

Airport Operational Restrictions – Porto Alegre (POA)

� Takeoffs and Landings authorized (no turns towards the stadium).

Airport Operational Restrictions – Rio de Janeiro (GIG)

� Takeoffs and Landings authorized on all runways (no turns towards thestadium). Straight takeoffs until exiting the yellow zone.

Airport Operational Restrictions – Recife (REC)

� No Landings. Takeoffs authorized on Rwy18.

Airport Operational Restrictions – Salvador (SSA)

� No Landings on Rwy10. Takeoffs authorized on Rwys 10,17 and 35.

� Takeoff on Rwy 28 may be authorized if avoiding the red zone.

Airport Operational Restrictions – Sao Paulo (GRU)

� No Takeoff and Landing restrictions.

Heads up!

� Many airport WIP will be still on-goingduring the Worldcup.

� Attention to NOTAMs.

� Airport ground charts not

updated timely (specially BSBand GRU).

� General aviation aprons may be on

different parking configuration...

Lessons Learned from Germany and South Africa events

� Private pilot response (behavior) and strengthened plans accordingly.

� Implementation of penalties for non-conformance to NOTAMs.

� Late requests which resulted in changes to the plan should not be

accepted.

� Active management of private aircraft delays on the day.

� Close real-time coordination and communication with airports network.
