JOB PURPOSE:
This is a fulltime post, 37 hours per week.The Health, Safety and Premises Manager is responsible for the following within the School:-
Facility and Property Management Health & Safety Management Manage planned works of maintenance.
MAIN RESPONSIBILITIES:
Facility & Property Management. Oversee the maintenance of both school sites, including the purchase and repair of all
furniture and fittings. Ensure the continuing availability of utilities, site services and equipment. Follow sound practices in estate management and grounds maintenance. Monitor, assess and review contractual obligation for outsourced school services. Seek professional advice on insurance and advise the Leadership Team on appropriate
insurances for the school and implement and manage such schemes accordingly. Purchase premises related equipment, supplies and services within agreed budgets,
ensuring best value. Ensure the safe maintenance and security operation of all school premises. Arrange quotes and tenders and manage the appointment of external contractors. Maintain the school’s Furniture, Fixtures and Fittings inventory. Manage the use of school facilities outside school hours (Lettings), liaising with Finance Provide additional site support as required, to assist site agents and provide cover for annual
leave and absence. Contribute to strategic planning of the development of school buildings, grounds and facilities.
Ensure that all applications for Building Regulations, Planning, Self Help and Grants are made effectively.
Oversee all major building projects, reporting any issues to Headteacher. To be responsible for contractors whilst on the school site and ensure works are carried out
and completed safely and to the required standard. Act as a key holder for both sites attending routine and emergency call –outs as and when
required.
Maintenance Services Ensure key operational systems such as heating, plumbing, lighting are safe and effective. Ensure that effective plans, guidelines and instructions are maintained for all plant,
equipment and utilities. To be responsible for, and keep a record of, an annual maintenance and service programme.
This is to include regular maintenance checks and statutory compliance and to ensure any recommendations and follow up actions are taken.
To regularly review any contractors / suppliers of the maintenance and service programme, to ensure value for money is achieved.
To report and advise on any future potential costs / risks that may be identified from the annual maintenance and services programme.
To procure annual Energy Certificate. Ensure the smooth running of day to day contracts such as bins and waste disposal. Maintain and improve the learning environment by carrying out routine inspections,
identifying and commissioning repair work.
Oversee a continual painting and decorating programme. Oversee the safety and maintenance of school vehicles
Health and Safety Act as the school’s Health and Safety Co-ordinator and Fire Officer, undertake a Health and
safety and compliance role To maintain a robust monitoring and record keeping system consistent across the school in
matters of compliance Plan, instigate and maintain records of fire practices and alarm tests. Ensure the school’s written health and safety policy statement is clearly communicated and
available to all people. Ensure the health and safety policy is implemented at all times, put into practice and is
subject to review and assessment at regular intervals or as situations change. Ensure regular consultation with people on health and safety issues. Ensure systems are in place to enable the identification of hazards and risk assessments. Ensure systems are in place for effective monitoring, measuring and reporting of health &
safety issues to the Senior Team, Governors and where appropriate the council’s Corporate Health and Safety and Assets Team and the Health and Safety Executive.
Ensure the maximum level of security consistent with the ethos of the school. Oversee and monitor site agent’s maintenance of health and safety testing and process e.g.
legionella, water safety, electrical testing, air conditioning, hoists, lift etc. Conduct annual visual inspection in line with the school’s asbestos management plan and
ensure that the plan is kept up to date at all times. Undertake regular Health and Safety checks of the school buildings, grounds, fixtures and
fittings, including fire equipment. Lead on and support the development, implementation and review of risk assessments
across all school operation and curriculum activities. Carry out health and safety evaluation of contractors and others commissioned to deliver
products and services to the school. Manage the school’s accident and incident reporting procedures, providing professional
assistance with investigation and reporting. Submit termly Health and Safety reports
Management of staff Lead and manage premises staff teams across 2 sites Assist the Headteacher with recruitment of Premises staff Undertake Performance Management of premises staff and absence monitoring. Identify any training courses that may benefit the Premises Team with their duties Assist with the Health and Safety induction and training of staff as directed. Lead on developing and delivering an annual training plan to deliver Health and Safety
across the school and the appropriate costing model Chair the Health, Safety and Premises committee
Ensure that confidentiality is maintained at all time in respect of school related matters and to prevent disclosure of confidential and sensitive information.
To undertake any professional duties, reasonably delegated by the Head teacher.

A sound experience in general maintenance
Computer literate with good working knowledge of ICT including using the internet and Microsoft office suite.
NEBOSH General Certificate in Occupational Health and Safety or equivalent level
Have worked in an environment using similar skills
Relevant qualification or training in First Aid and/or Health and Safety
Knowledge of asbestos management procedures
Relevant Experience
Experience of management/ supervision of people
Significant experience of delivering health and safety compliance within a complex organisation
Extensive knowledge of health and safety including an ability to demonstrate an understanding of the moral, legal and financial implications of health and safety matters within an organisation
The ability to apply sound, proportionate and pragmatic technical advice and expertise to the school context
The ability to communicate with a range of stakeholders including the delivery of training or providing information in a compelling and understandable way to the non-specialist
Strong influencing and persuading skills and the ability to build and maintain good customer relationships
Good report writing, analytical and numerical skills, good record keeping and the ability to make sound judgements
The ability to evaluate risks and make proportionate, compliant decisions based on those risks
