Glossary of terms
• Air Quality Control egion -- A geographic area within which air
pollution is measured; usually a city and its surrounding countiesand comprising two or more planning districts.
• Area !our"e -- Any stationary source that is not a major source.
• #est Availa$le Control %e"hnology AC%' -- That pollution
control method that is recognized as the one removing thegreatest amount of air pollutants for a particular industry orprocess. Cost is considered in requiring BACT.
• Closure -- The act of securing a waste management facility inconformance with applicale requirements.
• Criteria (ollutant -- Any air pollutant for which !"A has
estalished a #ational Amient Ait $uality %tandard& caronmono'ide( lead( nitrogen o'ides( ozone( particulates and sulfuro'ides. Criteria pollutants are measured in air quality controlregions to determine whether the area meets or does not meet thefederal air quality standard.
• Dis"harge to !tate )aters -- )elease of pollution from a ditch(
pipe or other conveyance to surface waters *la+e( stream( cree+(river or tidal wetland,.
• General (ermit -- A set of conditions that can e standardized for
a numer of facilities; use of general permits where possileeliminates individualized permits for similar situations and ischeaper and less urdensome administratively than individualpermits.

compounds for which !"A is estalishing 1ma'imum achievalecontrol technology1 standards. A major source of 2A"s is

other sustance that is corrosive( ignitale( reactive or to'ic.
• -oint (ermit Appli"ation -- An application for disturing a
waterway or wetland that when filed with the 6irginia 7arine)esources Commission is automatically distriuted to the

jurisdictions that regulates tidal wetlands and sand dunes.

rate that is the lowest possile for a type of facility for a specificpollutant; required of air pollution sources in air qualitynonattainment areas.
• ,aor !our"e -- Any source defined as major under the
"revention of %ignificant 8eterioration program; in a nonattainmentarea; or all other sources not meeting the definition of "%8 ornonattainment area who emit 33 tons per year of a regulatedpollutant. :or sources suject to federal 7ACT rules( a majorsource is one that emits 3 tons per year of a single hazardous airpollutant or 45 tons per year of any comination of hazardous airpollutants.
