The City has to deal withall of those 102,733 fanstrying to get home after

the game

Prior Efforts to Ease Football Traffic• Go with the Green Program• On-Street Traffic Control• Limited certain turning

movements• Overall Goals:

– Minimize conflict– Maximize throughput

• Less tech, more bodies onstreet

Prior Efforts to Ease Football Traffic• Destination Aggieland

Mobile App– Inrix Traffic Data

– Parking/Shuttle Details

– Recommended EgressOptions

• Still in use, good feedback

Innovation for better mobility7

What kind of traffic system was in place?• 77 Signals

• Outdated serial communication network

• Some video detection, outdated software systems

• Signal controllers were not IP compatible

• Had a handful of PTZ cameras

• Old version of signal system software

Let’s Create an ITS Master Plan!• Utilize more ITS technology to

improve traffic• ITS Master Plan

– Started in late 2012, completed Dec. 2013– Identified strategies for traffic

improvement that revolved around ITSand additional technology

• Signal upgrades, enhanced detection, build aTMC, upgrade comm network

How to build a cost-effective TMC• Start with an existing

room(s)

• Keep design simple– Why get complex?

• Be your owncontractor

Innovation for better mobility19

Building a TMC…How hard could it be?• Remove an existing wall

• Construct a new wall

• Add 2 glass walls

• Video Wall

• Console

• Conference RoomE

Get’er Done!• Using city

contracting crews

• Constructing thewall behind thevideo monitors

Innovation for better mobility21

And Now For the Video Wall• Video Wall

• 4 x 2 matrix

• 46 inch screens

• 2-person console

Innovation for better mobility22

So How Did We Do on Cost?• Year 1 Cost

• $77,000 savings

• But this included most of Year 2 field equipment!

• $30,000 TMC cost

Planned(Per Master Plan)

$1,088,000

Actual

$1,011,000

Total Game Day Effort

TMCKyleField

TMC Staffed from Kick-Off to 2 hoursafter game ends• City Staff & Police

Separate TMC at Kyle Fieldtapped into all cameras

• On-street police• Radio communication

between all personnel• Live travel-time data• Monitoring live camera feeds• Adjusting signal timings as

needed

Innovation for better mobility25

So Have We Improved Traffic?• Improved egress time due to live back-and-forth communication

with on-street police• Achieved goal of having traffic returned to normal, uncongested

period within 120 minutes of game-end• Able to optimize signal timing plans on the fly• Able to monitor barricade contractor and tell them to move out

quicker than before – open up intersection back to normal• Implement Post-Game Timing Plans

– If it’s a blowout and people leave earlier – implement plan earlier– If game runs long – adjust when plan should be started

Innovation for better mobility26

How do we know we made improvements?• MEASURE, MEASURE, MEASURE!• Try some things, see how we

performed, re-adjust strategyand measure again.

• UDOT/Purdue SignalPerformance Metrics

• Bluetooth Travel Time Data• Real-time information on when

things are better or not to helpadjust signal timings

Innovation for better mobility27

Truly Collaborative Effort• City Council• Traffic Engineering• Signal Maintenance• Information Technology• Building Facilities• City Police• Consultants

Innovation for better mobility28

Cool Tech. Now What?• Game Day Traffic Control• Peak Hour Monitoring• Improve Signal Operations• Quicker Response to

Problems• Visuals for Communicating

with the Public

Innovation for better mobility29

Cool Tech. What’s Next?• Year 2 and beyond!

• More Bluetooth Systems

• More Cabinet Upgrades

• Dynamic Message Signs

• Build Signal Shop TMC
