On October 26, 2009, Mr. Curado received the Certificate of Appointment as the Deputy for Small Business for the Corps of Engineers (USACE), Albuquerque District. Mr. Curado is also a Procurement Analyst and served as a Contract Specialist for the USACE Albuquerque District from 2007 to 2009. He has obtained Department of Defense (DoD) Level III Acquisition Professional Certification.

2011 New Mexico Veteran Small Business Champion of the Year Award –
Small Business Administration (SBA).

Eleven years in the private sector where he held several positions in Management, Marketing & Sales, Procurement, and Cost Estimating. Bachelors Degree in Business Administration from New Mexico State University in 1993 and a Masters in Business Administration (MBA) in 1996 from Maryville University of St. Louis, MO.

Micro Purchases – Purchases less than $3,000. Procured with thegovernment-wide credit card. These purchases may include services, supplies and construction.
Simplified Acquisition Procedures – Purchases estimated between $3,000 and $150,000 (automatically set aside to all SBs). Reasonable competition is required. Awards are typically in the form of a firm-fixed price purchase order. Commercial Items can be purchased under simplified acquisition procedures up to $5.5 million dollars.

Contract Procedures – Actions greater than $150,000. New contract requirements are advertised and procured through the use of either Request for Proposals (RFP - negotiated) or Invitations for Bids (IFB - sealed bid).RFPs allow for discussions, if necessary, and selection is based on factors such as technical capability and past performance as well as price. IFBs are solicitations where price is the primary basis for selection, provided the bidder is responsive and responsible.
