STATE TIMES NEWSJAMMU: A Division Bench(DB) of State High Courtcomprising Chief Justice GitaMittal and Justice TashiRabstan on Wednesday direct-ed Union Ministry of RuralDevelopment and State RuralDevelopment Department toplace the lists of ProjectImplementation Agencies(PIAs) and specific details ofthe training programmesundertaken in 2018 besidestraining modules proposed for2019 in the suo-moto PublicInterest Litigation (PIL) onHimayat Scheme.

The court also held thataforesaid authorities shall alsoplace the availability of anyplacement programme whichwould be available to the youthof Jammu and Kashmir onrecord within two weeks fromtoday.

When the PIL came-up forhearing, DB observed that Sr.AAG informed the court thathe has filed a status report onFebruary 5, 2019 on behalf ofthe Member-Secretary, J&KState Legal Services Authorityplacing the status regardingthe awareness programmescarried out in different districtsof Jammu and Kashmirregarding the HimayatScheme. DB pointed out thatthe work of the State LegalServices Authority cannotstop at merely awareness butit has to ensure implementa-tion as well as success of thescheme. Upon this, the DBdirected Secretary, StateLegal Services Authority to

ensure that not only steps aretaken towards awareness butit shall also be ensured thatactual participation in the skilldevelopment programmesunder the Himayat Schemeshould be made. It was alsoobserved that proactive stepsshould be taken towardsplacement opportunities forthe skilled youth and creationof facilities for development ofentrepreneurial initiatives.

DB further directedRegistry to send a copy ofaforesaid order to theMember-Secretary, J&K StateLegal Services Authority whoshall ensure that the same isserved upon all the Secretariesof District Legal ServicesAuthorities.

DB seeks detail on training modules, PIAs in suo-moto PIL on Himayat Scheme

STATE TIMES NEWSJAMMU: The Jammu and KashmirGovernment is all set to establish a hi-tech trafficcontrol and surveillance system in the run up toexecute its road safety plan aimed at arresting therising fatalities on the state roads.

The Road Action Master Plan being executedjointly by Motor Vehicle and Traffic Departmentsenvisages creation of a state of art traffic controlsystem, strengthening of enforcement agenciesand other technological interventions for rein-forcement at different levels. For the purpose, theState Government has released Rs 8 crore underRoad Safety Fund in tune with the directions ofthe Supreme Court Committee on Road Safety.The Apex Court committee has called for estab-lishment of non-lapsable Road Safety Fund in theStates.

Road Safety Fund has provision for allocation ofexpenditure for implementation of road safetyrelated schemes, programmes, projects, purchaseand installation of equipment and devises connect-ed with road safety, conduct of studies, projectsand research on matters relating to road safety,trauma-care programmes or activities, etc.

at a meeting of Road Safety Fund ManagementCommittee chaired by Principal SecretaryFinance Navin Choudhary(Chairperson of thePanel) and attended by Principal SecretaryTransport Dr Asgar Hassan Samoon, TransportCommissioner S P Vaid, IGP Traffic Alok Kumarand other senior officers of the twin departments.

The meeting took series of decisions with regardto utilization of Rs 8 crore Corpus fund includingpurchase of 100 hi-end Combo Motor Bikes, lift-ing cranes and other vehicles to strengthen thesurveillance on the roads through the enforcementsquads.

The interceptive vehicles to be used by MVD andTraffic department will have varied accessoriesand equipments including Speed hunter -III plus-speed laser gun, breath alcohol analyzer e-challan-ing machines and alike.

IGP Traffic said that his department is workingon a technology base Intelligent Traffic regulationSystem on the lines of modern cities.

Earlier, Navin Choudhary took a detailed reviewof the fund utilization and asked the concerned togo for procurements. He asked them to make pur-chases through Government e-Marketplace(GeM) portal for transparency and fairness.

through a memorandum,Singh said that dozens of let-ters have been written by thesaid DC to various district-levelofficers in January 2019, refer-ring ex-MLA Ramnagar as'Hon'ble MLA' and directedsubordinate officers to executeworks costing around Rs 4crore on his recommendations.He expressed dismay that whileless then Rs 2 crore werereleased under CDF in favourof MLA Ramnagar from 2015to 2018, a huge grant ofaround 4 crore has beenreleased in his favour in a peri-od of 10 days, after he ceased tobe MLA. The operative part ofthe memorandum reads,"Pertinent to mention here thatJ&K Assembly was dissolvedon 21st November, 2018 andall MLAs ceased to be theMembers of Assembly. But thesaid DC continues to mentionthem as 'Hon'ble MLAs' in theofficial communications even inJanuary 2019 and is directingthe District level officers toentertain them besides execut-ing works as per their direc-tions. He cautioned that theNPP would be constrained tolaunch indefinite Dharna out-side the office of ElectionCommission in case delinquentofficers are not dealt with asper with law.

STATE TIMES NEWSJAMMU: To condemn thealleged misbehaviour bysome members of SecretariatUnion with members ofJammu and KashmirAccounts EmployeesAssociation (JKAEA), theJKAEA (Secretariat Unit)on Wednesday observed pen-down strike demandingimmediate action againstculprits. The association hasfurther informed that thestrike will continue till appro-priate action is initiatedagainst culprits.

According to PresidentJKAEA, the association,from now onwards, is not apart of any strike call givenby the Secretariat Unionhenceforth, as it has beensabotaging our genuine

demands on various frontsfor last two years. He furthersaid that the said issue hasbeen condemned by allemployees in general andaccounts cadre in particular."It has been unanimouslydecided that accounts per-sonnel working in the CivilSecretariat shall remain onpen-down strike till appropri-ate action is initiated againstculprits by the concernedauthorities," he informed.

Meanwhile, the J&KAccounts EmployeesAssociation (JKAEA)Jammu, during an emergentmeeting held here under theleadership its President,Kamal Singh also con-demned the said incident,wherein some members ofthe Secretariat Union

allegedly threatened afemale Accounts Officerbesides manhandling oneAccounts Assistant workingin the Finance Department.Demanding immediate apol-ogy by the said members ofSecretariat Union, theJKAEA Jammu asked themto mend their ways failingwhich the association willinitiate further necessaryaction in due course of time.

Commissioner Secretary Forests ManojKumar Dwivedi, PCCF J&K Suresh Chugh,Deputy Commissioner Jammu Ramesh Kumar,Managing Director JKSFC Vasu Yadav andother concerned officers were present on theoccasion.

The Advisor took round of the Timber andSale depot where he was briefed by the MDJKSFC about the position of timber stock avail-able at the depot. He was also informed aboutthe process of dumping and lifting of timber forsale.

He was given presentation regarding thedetails of the total land under the control ofForest department in the area including thedepot and the various activities being carriedout by SFC in the forest area.

While interacting with the concerned officers,he enquired from them about the types of tim-ber available at the depot, approved rates onwhich the timber is being sold and other relatedactivities. It was informed that different type oftimber including Deodar, Kail and Fir are avail-able at the depot. The Advisor also interactedwith the labourer's working at the depot whoapprised him about their issues which includesincrease in their wages and others. K VijayKumar assured them that their genuine issueswould be taken care of.
