Order No. 558-Edu of 2015 dated October 27, 2015 and direc- tions issued by the High Court in PIL No. 17/2014 titled Mohd Ahsan Untoo versus State and others," reads the order issued by Director School Education Jammu, Anuradha Gupta. The Private Tuition/Coaching Centers which have been registered on District Rajouri include A Square Educational Institute, HGS Mandollia College of Competitions, Subline Coaching Center, Gujjar Mandi, Dynamic Coaching Center, Gujjar Mandi and S.R College of Competition, Panja Chowk. "Sanction is hereby accorded to the placement of Ali Mohammad Khan, Section Officer of the J&K Secretariat (Subordinate) Service as Under Secretary to the Government, in his own pay and grade, with charge allowance as admissible under rules, for a period of six months or till the available vacancy in the J&K Secretariat (Gazetted) Service-I is filled- up, on regular basis, on the rec- ommendations of the DPC/PSC, whichever is earli- er," Consequent upon the above, Ali Mohammad Khan has been posted as Under Secretary, Civil Aviation Department. DSEJ registers 5 Pvt Tuition/Coaching Centers Section Officer promoted on stop-gap arrangement STATE TIMES NEWS JAMMU: A Division Bench (DB) of State High Court comprising Chief Justice Gita Mittal and Justice Tashi Rabstan on Wednesday direct- ed Union Ministry of Rural Development and State Rural Development Department to place the lists of Project Implementation Agencies (PIAs) and specific details of the training programmes undertaken in 2018 besides training modules proposed for 2019 in the suo-moto Public Interest Litigation (PIL) on Himayat Scheme. The court also held that aforesaid authorities shall also place the availability of any placement programme which would be available to the youth of Jammu and Kashmir on record within two weeks from today. Vishal Sharma Assistant Solicitor General of India (ASGI) appeared for Union of India while Sr. AAG HA Siddqui and Deputy AG Arshad Majid Malik for the State. When the PIL came-up for hearing, DB observed that Sr. AAG informed the court that he has filed a status report on February 5, 2019 on behalf of the Member-Secretary, J&K State Legal Services Authority placing the status regarding the awareness programmes carried out in different districts of Jammu and Kashmir regarding the Himayat Scheme. DB pointed out that the work of the State Legal Services Authority cannot stop at merely awareness but it has to ensure implementa- tion as well as success of the scheme. Upon this, the DB directed Secretary, State Legal Services Authority to ensure that not only steps are taken towards awareness but it shall also be ensured that actual participation in the skill development programmes under the Himayat Scheme should be made. It was also observed that proactive steps should be taken towards placement opportunities for the skilled youth and creation of facilities for development of entrepreneurial initiatives. DB further directed Registry to send a copy of aforesaid order to the Member-Secretary, J&K State Legal Services Authority who shall ensure that the same is served upon all the Secretaries of District Legal Services Authorities. DB seeks detail on training modules, PIAs in suo-moto PIL on Himayat Scheme STATE TIMES NEWS JAMMU: The Jammu and Kashmir Government is all set to establish a hi-tech traffic control and surveillance system in the run up to execute its road safety plan aimed at arresting the rising fatalities on the state roads. The Road Action Master Plan being executed jointly by Motor Vehicle and Traffic Departments envisages creation of a state of art traffic control system, strengthening of enforcement agencies and other technological interventions for rein- forcement at different levels. For the purpose, the State Government has released Rs 8 crore under Road Safety Fund in tune with the directions of the Supreme Court Committee on Road Safety. The Apex Court committee has called for estab- lishment of non-lapsable Road Safety Fund in the States. Road Safety Fund has provision for allocation of expenditure for implementation of road safety related schemes, programmes, projects, purchase and installation of equipment and devises connect- ed with road safety, conduct of studies, projects and research on matters relating to road safety, trauma-care programmes or activities, etc. This information was given here on Wednesday at a meeting of Road Safety Fund Management Committee chaired by Principal Secretary Finance Navin Choudhary(Chairperson of the Panel) and attended by Principal Secretary Transport Dr Asgar Hassan Samoon, Transport Commissioner S P Vaid, IGP Traffic Alok Kumar and other senior officers of the twin departments. The meeting took series of decisions with regard to utilization of Rs 8 crore Corpus fund including purchase of 100 hi-end Combo Motor Bikes, lift- ing cranes and other vehicles to strengthen the surveillance on the roads through the enforcement squads. The interceptive vehicles to be used by MVD and Traffic department will have varied accessories and equipments including Speed hunter -III plus- speed laser gun, breath alcohol analyzer e-challan- ing machines and alike. IGP Traffic said that his department is working on a technology base Intelligent Traffic regulation System on the lines of modern cities. Earlier, Navin Choudhary took a detailed review of the fund utilization and asked the concerned to go for procurements. He asked them to make pur- chases through Government e-Marketplace (GeM) portal for transparency and fairness. Drawing attention of CEC through a memorandum, Singh said that dozens of let- ters have been written by the said DC to various district-level officers in January 2019, refer- ring ex-MLA Ramnagar as 'Hon'ble MLA' and directed subordinate officers to execute works costing around Rs 4 crore on his recommendations. He expressed dismay that while less then Rs 2 crore were released under CDF in favour of MLA Ramnagar from 2015 to 2018, a huge grant of around 4 crore has been released in his favour in a peri- od of 10 days, after he ceased to be MLA. The operative part of the memorandum reads, "Pertinent to mention here that J&K Assembly was dissolved on 21st November, 2018 and all MLAs ceased to be the Members of Assembly. But the said DC continues to mention them as 'Hon'ble MLAs' in the official communications even in January 2019 and is directing the District level officers to entertain them besides execut- ing works as per their direc- tions. He cautioned that the NPP would be constrained to launch indefinite Dharna out- side the office of Election Commission in case delinquent officers are not dealt with as per with law. Briefing media persons here after a meeting, the members of Sabha said "Arora community has a glo- rious history. General Jagjit Singh Arora led the forces of country and compelled 90000 Pakistani soldiers to surrender, thereby making a world history. Kalpana Chawla sacrificed her life during space expedition. We have a glorious history of fighting wars under the leadership of Great Guru Govind Singhji who sacri- ficed his four sons for the mankind." "Arora communi- ty is quite a big community comprising 847 sub-castes including Nagpal, Vermani, Batra, Gulati, Gandhi, Daluja, Dua, Makkar, Grover, Sodi, Bedi, Chawla, Janji, Ahuja, Malik, Khurana, Chabra and many others," they added. "The issues of PoJK 1947 Sharnarthis were deliberate- ly ignored by the succeeding Governments. We want to remind Prime Minister that during his 2014 election rally in M A Stadium Jammu, he had promised to settle all issues of PoJK 1947 migrants on priority basis," the Forum members said. They further urged the State and Central Government to settle their issues well before elections failing which the migrants will decide their future course of action. STATE TIMES NEWS JAMMU: To condemn the alleged misbehaviour by some members of Secretariat Union with members of Jammu and Kashmir Accounts Employees Association (JKAEA), the JKAEA (Secretariat Unit) on Wednesday observed pen- down strike demanding immediate action against culprits. The association has further informed that the strike will continue till appro- priate action is initiated against culprits. According to President JKAEA, the association, from now onwards, is not a part of any strike call given by the Secretariat Union henceforth, as it has been sabotaging our genuine demands on various fronts for last two years. He further said that the said issue has been condemned by all employees in general and accounts cadre in particular. "It has been unanimously decided that accounts per- sonnel working in the Civil Secretariat shall remain on pen-down strike till appropri- ate action is initiated against culprits by the concerned authorities," he informed. Meanwhile, the J&K Accounts Employees Association (JKAEA) Jammu, during an emergent meeting held here under the leadership its President, Kamal Singh also con- demned the said incident, wherein some members of the Secretariat Union allegedly threatened a female Accounts Officer besides manhandling one Accounts Assistant working in the Finance Department. Demanding immediate apol- ogy by the said members of Secretariat Union, the JKAEA Jammu asked them to mend their ways failing which the association will initiate further necessary action in due course of time. He was given presentation regarding thedetails of the total land under the control ofForest department in the area including thedepot and the various activities being carriedout by SFC in the forest area.

While interacting with the concerned officers,he enquired from them about the types of tim-ber available at the depot, approved rates onwhich the timber is being sold and other relatedactivities. It was informed that different type oftimber including Deodar, Kail and Fir are avail-able at the depot. The Advisor also interactedwith the labourer's working at the depot whoapprised him about their issues which includesincrease in their wages and others.
