Contractual demand on Swedish F-skatt

• Undeclared work is a major problem in Europe – Undeclared work is work which is in itself legal but is not declared to

the authorities for tax, social security and/or labour law purposes.

• Agreement Stockholm Bypass and Skatteverket – Cooperate to prevent undeclared work – the shadow

economy • Protect responsible business from unfair competition

• Protect labour

• Contractual demand on Swedish F-skatt – In all contracts

– All entreprenours, no matter level

• Protect Trafikverket and the Entreprenours from the effect from other contractors tax and/or social security fraud

• Non discriminating clause

• Contact Skatteverket! – How to apply for a Swedish tax registration – Swedish

How we are going to do it

23 2013-11-26

Strategy for procurements

• Create conditions to produce increased

innovation and productivity

• Provide the conditions for fair

competitiveness in the construction industry

24 2013-11-26

• To establish a good collaborative

relationship.

• A clear division of roles between client and

contractor.

• The contractor plans, leads and performs

the contract work.

• Collaboration is based on trust and the

contractor's self-checking

• Respect, openness and accessibility between

the parties.

• Co-operation regardless of contract form and

compensation form.

Our view of The Stockholm bypass

project in the role of client

25 2013-11-26

• Aim to select business forms that stimulate competition.

• Encourage an effective and sustainable use of resources.

• Reward innovation.

• Procurements should be carried out in such a way that the

best possible adaption to current market conditions is

achieved.

• Tender request documents should be clear and accessible

• Responsibility and risk allocation should be unambiguously

defined.

Our procurement strategy in

The Stockholm bypass Project

26 2013-11-26

• In accordance with the Swedish Public

Procurement Act (LOU).

• The majority of our contract procurements are

above the threshold value.

• All procurements are published in the EU

database Tenders Electronic Daily (TED).

• Open procurements.

• Selective procurement - prequalification

Procurement forms

27 2013-11-26

• All technical qualifications and contract documents

are drawn up in Swedish.

• If a need is demonstrated, individual documents as

well as complete acts can be translated into English.

• We follow the industry's common standard

agreements for contracts.
