With ten years of solid development, we are the organization responsible for establishing the
sustainability strategy and management of the UNACEM Group.
Created in 2003 as the Asociación Atocongo, our organization was born with the objective of
managing the social and community relations between the company Cementos Lima and its
external stakeholders. It was in 2007 when the expansion of the scope of our activities and our
growth were consolidated, as a result of the establishment of a new business approach and the
involvement of the Group’s leaders in matters of sustainability management.
At this time, in 2007, the Asociación was responsible for the design and development of
the company’s Social Responsibility Policy, which incorporates the organization’s vision of
sustainability and the guidelines for interaction with all its stakeholders, both internal and
external. Thus, the Asociación Atocongo expanded its role, becoming involved in matters
related to the essence of business, as well as strategic decisions with regard to sustainability,
promoting initiatives and projects that align, integrate, and articulate the company’s social
responsibility.
In 2012, the evolution and growth of the company were consolidated in Unión Andina de
Cementos S.A.A. – UNACEM, a result of the merger of Cementos Lima and Cemento Andino.
This, in turn, expanded the responsibility and challenges of Asociación UNACEM in the
promotion and coordination of a management focused on sustainable private investment and
corporate social responsibility, as well as the establishment of relationships of trust with the
different areas of influence of each one of the Group’s companies.
In 2013, we initiated the process for the reformulation of our strategic objectives for the
coming years, incorporating the new challenges resulting from the merger. As a result,
we defined the objectives that will guide our actions during the 2014-2017 period.

STAKEHOLDERSAt Asociación UNACEM, we have defined six main stakeholder groups, with whom we seek to
establish close, lasting relationships based on trust. We work hand-in-hand with these groups
to promote a socially responsible management and help boost the development of our society.

DEVELOPMENT APPROACH
Our main work approach with the community is Grassroots Development, which promotes
the growth and proactive attitude of social organizations so that they may participate in the
development of their surroundings. With this purpose in mind, we build community members’
capacities and competencies, enabling them to interact with the different social actors in
their surroundings, whether public or private, as well as developing their own projects,
based on the collective definition of their needs, the identification of solutions, and their
active participation in the deployment.
The Asociación also makes use of the “private investment” approach for the development
of our strategy and its actions. This outlook guarantees that all of our interventions achieve
sustainable results for the beneficiaries.
On the other hand, the start of our work with neighboring communities, resulting from the
creation of UNACEM, brought with it new challenges for the organization: understanding
these communities, their dynamic, and the contexts in which they develop. In the face of
this challenge, we have begun to incorporate a “territorial development and multicultural”
approach, which will enable us to tighten bonds with the population with an outlook aligned
with the needs and expectations of this group, taking into account the characteristics of the
areas where they live.

For the coordinated development of our projects, we have implemented a strategic alliances
management that enables us to generate synergies with local, national, and international
organizations, thus creating partnerships. Over the years at Asociación UNACEM, we have
strengthened relations and built trust with cooperation agencies, which have supported us in
the development of the community.
Our strategic alliances management is based on a multi-actor model, involving the participation of
different actors from different sectors: public, private, and cooperation. We create alliances based
on five values—trust, respect, inclusion, transparency, and shared responsibility—which have
allowed us to maintain a solid management of the alliances established over the last ten years.

Our background has enabled us to consolidate ourselves in the community as a relevant actor
with regard to social development. Through our programs and projects, we seek to improve
people’s quality of life, providing them with opportunities for personal development and
strengthening grassroots organizations so that they may adequately interact with the actors of
the social fabric. In this way, we promote sustainable projects that foster citizen participation and
the active involvement of the community.
Our projects are based on three pillars of action: Social Infrastructure, Community Relations, and

Asociación UNACEM supports the community in the performance of different infrastructure works
aimed at promoting the development of grassroots community and territorial organizations, as well
as supporting educational institutions, regional governments, and local governments in the city of
Lima and the communities of Tarma.
LINES OF ACTIONDONATION OF CEMENT AND/OR OTHER CONSTRUCTION MATERIALS We support the community and the different organizations and institutions, mainly within the
area of influence of the Atocongo and Condorcocha Plants, with the donation of cement and other
construction materials.
We believe it is important for the population to organize itself, and for its requests for development
projects to arise from the collective participation and commitment of its members.
Residents may receive donations through requests filed at the offices of Asociación UNACEM,
which undergo an evaluation process involving a technical field inspection and the verification of
the required documents. Once the file has been evaluated, the requested material is donated.
It is important to make note of the community’s participation in this stage, since they are the ones
who manage their own development projects, contributing the bulk of the materials and the labor
necessary to carry out their community works.
PROJECT DEVELOPMENT AND TECHNICAL WORKS SUPERVISION This support is provided organized residents with the ability to obtain funds to carry out different
community works, but lack developed projects.
Asociación UNACEM helps in the development of technical files for different public infrastructure
works and the technical supervision of works performed by the community itself, such as retaining
walls, stairways, sidewalks, community facilities, parks, and more. Our support is aimed at
guaranteeing safety during and after the development of the works covered by each project.
CO-FINANCING OF WORKSWe perform works with the direct support of the community, providing 85% to 90% of the financing
necessary. We carry out community works such as retaining walls, stairways, classrooms for
educational institutions, remodeling of food kitchens, etc. This joint work brings us together,
fostering the quick, safe, and economical construction of public infrastructure for the communities.
SOCIALINFRASTRUCTURE
ALLIANCESOur work is done with the active participation of the community, boards of governors, professors,
and parents, who are all involved and committed to the development of their community.
Agreements with community organizations: We enter into specific agreements, which
emphasize the commitment of the organizations and the residents, since their participation
and contributions are extremely important for achieving the goals set forth.
Agreements with local and regional governments: We enter into agreements with public
institutions in order to participate, together with the community, in different projects and
works.
MAIN INITIATIVES OF 2013 Works for the laying of water and sewerage systems, and water and sanitations projects
through the donation of cement for the construction of retaining walls that will provide
stability and safety to the pipes installed.
Construction of retaining walls and stairways as part of a safety plan, aimed at benefiting
vulnerable populations located in high-risk zones.
Donation of cement and/or concrete for the construction of sidewalks in different organized
communities that already have basic services.
Construction of community facilities necessary for the development and participation of the
community, which requires adequate and safe spaces.
Renovation of food kitchens, grassroots social organizations made of women in human
settlements for the preparation of food and social aid to be provided to the community.
A range of works performed by local governments, providing them with donated cement.
Support for beneficiary families receiving Family Housing Bonds granted by the Techo Propio
Program. They have been receiving co-financing for the preparation of the technical file and
the donation of cement for the construction of the retaining walls necessary to reinforce the
terrain on which they will build their basic housing modules.

We promote a trust-based relationship between the company and its neighboring communities
through continuous and transparent dialogue, taking into account the priorities, initiatives, and
suggestions of the different local actors. This work is complemented by our mission of strengthening
social organizations, helping equip them with sustainable capacities and promoting a more active
citizen participation in decision-making instances and local platforms.
We also promote projects that facilitate community access to opportunities to improve their health
and environmental situation, as well as institutional strengthening.
In 2013, the projects carried out as part of this pillar were performed in alliance with the Health
Directorate II for Southern Lima of the Ministry of Health; School District Administration (UGEL)
01 of the Ministry of Education; USAID; the local governments; specialized NGOs; and social
organizations, among other actors.
DIALOGUE AND CITIZEN PARTICIPATION Through Asociación UNACEM, we implement community actions that allow us to attend to these
communities’ needs, strengthen their social organizations, and process donation requests. For
such purpose, we have three management levels:
COMMUNITY ATTENTIONWe dialogue with our neighboring communities at periodic meetings with their boards
of authorities and community assemblies. Through these spaces, we receive concerns
and initiatives, clarify doubts, and reach a consensus on actions for mutual benefit.
Furthermore, in keeping with our policy of transparency, we offer periodic guided visits
to the Atocongo Plant for groups from the community, showing them the production
process, the technology we use to mitigate environmental impacts, our wastewater
treatment plant, and other actions for the benefit of the community.
On the other hand, the community’s complaints and inquiries for the company are channeled
through this level. We are currently preparing a grievance and complaint response protocol,
which will be implemented by all of the company’s workers and employees, enabling them to
provide immediate information in response to the community’s inquiries or doubts.

organizations and local institutions, helping to expand their collective capacities and making them
essential actors for local development.

The institutional strengthening strategy for 2013 included the following notable projects:
COORDINATION AND MANAGEMENT
This project seeks to build management capacities in social organizations and local institutions
under a grassroots development approach. We empower these organizations and institutions,
providing them with management tools that enable them to interact and coordinate on projects
with Peruvian and international non-governmental organizations and State institutions, as
well as participating in local dialogue and coordination spaces, all in an effort to contribute to
their development.
COMMUNITY RELATIONS PLAN
We monitor the districts of Condorcocha, Chancha, and Huancoy in the province of Tarma, helping
them to prepare a community development plan for each zone for the first time.
For such purpose, we promote dialogue spaces in the community, where participants conducted
a diagnostic of the current state of their community, evaluating the primary strengths and
opportunities for the improvement of their development and identifying potential allies. Based on
this analysis, the community’s vision and mission were defined, along with possible solutions that
will enable them to achieve their development objectives. As a result of this process, the population
views the company as an ally in their development.
DONATION PROCESSWe have a donation committee that is responsible for evaluating the different requests received
from the community. We seek to associate each donation we make with a development project,
enabling the community to obtain sustainable benefits.
HEALTH At Asociación UNACEM, we encourage neighboring communities to improve their lifestyles and create healthy environments, building the health capacities of individuals, families,
directors, and leaders so they may take better care of their own health.

Notable projects in 2013 included:
IMPROVING OUR HEALTH IN SOUTHERN LIMA – HEALTHY FAMILIES One of the main problems in Lima’s human settlements is chronic malnutrition in children. In
response to this situation, we implemented a child health program in 2010 in the Virgen de
Lourdes community in Villa María del Triunfo.
This program promotes the adoption of healthy practices by families, strengthening the
organization and management of the community to improve its health, and contributing to the
organization of the Virgen de Lourdes Health Post with community work. For the program’s
implementation, we applied the Healthy Families and Communities methodology through a
strategic alliance with the U.S. Agency for International Development (USAID), which provides
the program with technical assistance through its implementing partner MSH-Perú.
After three years, it may be observed that four of the five intervention zones have development
plans to become healthy communities. Furthermore, their leaders have been empowered with
regard to this matter and malnutrition in children has been reduced.
Due to the project’s success, it will be expanded to nine more zones in Villa María del Triunfo
and Pachacámac.

ENVIRONMENTWe promote and support initiatives for environmental improvement, in alliance with local
governments, environmental committees, and local authorities, creating a culture of respect
for our surroundings and an appropriate environmental quality in a coordinated, planned,

Some of our most important projects carried out over the course of the year include:
COMMUNITY ENVIRONMENTAL PROJECT This project seeks to contribute to the consolidation and strengthening of the Local Environ-
mental Management System in Southern Lima, empowering the Municipal Environmental
Commissions (CAMs) (responsible for spearheading local environmental management) and
the Zonal Environmental Committees (CAZs) (which act as liaisons between the community
and local governments).
As a result of the training sessions, technical assistance, and monitoring performed with the
CAZs, they have managed to increase their intervention in local public policies, participating in
the Local and Metropolitan Participative Budgets.
TREE PLANTING Seeks to promote the participative implementation and conservation of green areas located in
prioritized zones with social organizations in an effort to improve their surroundings.

ENVIRONMENTAL EDUCATIONOur educational programs are aimed at building the capacities of the school-age population
and developing their knowledge, focused on topics of interest such as the environment. In this
way, Asociación UNACEM helped provide the population with better development opportunities.
We provided training sessions on environmental topics to eight educational institutes in our
areas of influence. With each one of these, we implemented projects to promote the responsible
use of water, care of green areas, and solid waste management, as well as good health and
nutrition practices.

Provides teachers in the schools of Condorcocha with new educational methodologies that facilitate the teaching process and motivate students to learn about math. This project is carried out by the Apoyo institute and financed by UNACEM. In 2013, the “A+ in Math” evaluation was incorporated, aimed at identifying teachers’ level of mathematical and methodological knowledge, in order to establish a baseline marking a point of departure for improvement efforts. At the end of the capacity-building process, each teacher receives a certificate, making them more employable. In addition to supporting improved scholastic achievement, we provide teachers with educational material that reinforces and supports the teaching and understanding of the subject.

In 2013, the projects carried out in relation to this pillar were performed in alliance with
RedEAmerica, IDB-Fomin, GIZ, the World University Service of Canada, and the Department of
Foreign Affairs, Trade, and Development of Canada.
SOCIAL DEVELOPMENTWe improved the individual and collective capacities of adolescents and adults by giving them
access to high-quality technical and vocational training, promoting social and economic
entrepreneurship, as well as the responsible exercise of citizenship.
XONA URBANA - SOUTHERN LIMAThis project facilitates the development of an associative, participative, and socially responsi-
ble youth culture. By strengthening grassroots youth organizations, we seek to include Lima’s
adolescents as actors in the development of their community.
In this way, we strengthen organizations with a grassroots development approach, helping
them to improve their capacities for leadership, management, citizen participation, and work
as an organization.
We also support them in the follow-up on the diagnostic of their organization, as well as the
drafting of their development plan, promoting the formulation and implementation of social
development projects in their neighborhoods.
Additionally, we foster the creation of alliances with other youth organizations and actors in
society, for which purpose we publish the Xona Urbana magazine, where youths may offer a
range of proposals.

PROMOTING SUCCESSFUL YOUTHS
Helps improve the economic levels and quality of life of young people through their labor
insertion in quality jobs and sustainable entrepreneurship.
This project is carried out in alliance with the World University Service of Canada (WUS Canada)
NGO, and the financial support of the Department of Foreign Affairs, Trade, and Development
of Canada.
The project provides access to technical training in jobs with a high demand, through
scholarships to prestigious institutions (SENATI, TECSUP, IPAE, D’Gallia, and CEPEBAN), as
well as strengthening social skills and job search abilities, and providing followup monitoring on
the labor insertion process. We also support young people looking to start their own business,
providing them with training, business advisory, and seed capital.
Thus, Promoting Successful Youths has become a pioneering project in Southern Lima,
promoting employability and helping young people start their own businesses.

We help build capacities in young people and adults in the community so that they may start their
own business or be self-employed in order to improve their quality of life and strengthen their
culture of entrepreneurship. In alliance with the Productive Technical Centers, participants
receive courses in five specialized technical areas. To build their capacities, we organize
seminars, refresher courses, and study tours, in coordination with prestigious institutions such
as Cenfotur and the Universidad de Piura, among others. We also facilitate their participation
in business promotion activities and strengthen the management of their businesses through
technical advisories at Universidad ESAN, where the students take a business administration
course.

HUMAN DEVELOPMENTWe have implemented initiatives with children, adolescents, and adults in order to improve their
social and artistic skills, generating positive effects in their interpersonal relationships and their
learning and coexistence processes.
ART, CULTURE, AND SPORTS
We promote healthy lifestyles with values throughout the community, via the development of
artistic, sporting, and social skills. This program is developed via workshops held during three
seasons of the year, at seven different locations, thus expanding their scope.
GOOD MANNERS PROGRAM
We seek to improve the social skills of children in fourth, fifth, and sixth grade at six educational
institutions. For such purpose, we provide teachers with tools to strengthen class time and use
this space to talk about issues that provide emotional orientation and support to students. We
also organize workshops on social skills with students, involving their parents in this process.

MONTESSORI METHOD
We promote the Montessori Method in educational institutions. The objective of this method is
for the teacher to become a guide for the learning process, with the child playing the lead role
in the construction of his or her knowledge. This method promotes a personalized learning
style, for which reason teachers must develop habits that allow them to identify the abilities of
each child in order to learn and be sensitive to their needs.
In order to disseminate the advantages of this method, we held training sessions
with teachers and parents at seven educational institutions, explaining the value of
the method. We also monitored the implementation process in order to facilitate the
learning of the actors involved and make sure the children were benefited.

Simultaneously to these three pillars of action, Asociación UNACEM works on projects together
with other organizations through alliances. One example of this is the “Pachacamac Valley Field
School” archaeological project, which is carried out by the Universidad Católica del Perú and
funded by Asociación UNACEM. The project is aimed at promoting archaeological knowledge
of Tablada de Lurín, Pachacamac, and Pueblo Viejo-Pucará, as well as conserving this heritage
threatened by urban sprawl.
For such purpose, the Universidad Católica implements excavation field schools with students
from different universities around the country and abroad, performing investigations into the
archaeological riches of the zone and promoting knowledge and interest for their conservation
in the community and among youths.

As the organization responsible for the execution of UNACEM’s sustainability strategy, we have
developed initiatives with all our stakeholders, as well as providing advice on the sustainability
work of our companies UNICON and CELEPSA.
In 2013, we carried out the following initiatives:
UNACEM We continue to promote the Steering Committee, made up of the strategic areas of
UNACEM. Together with them, we prepared the Social Responsibility Plan, which involves
the management of relations with suppliers and clients, as well as corporate governance.
With regard to environmental matters, we are measuring the Company’s water footprint, a
study on opinions in the community regarding different environmental matters, and helped
in the participative environmental monitoring.
In terms of reputation and transparency, we prepare the UNACEM Sustainability Report.
Together with suppliers, we have taken the first step to incorporating the management of
skill development and compliance with safety and human rights standards.
We also worked with UNACEM on the organization’s communications plan.
UNICON AND CELEPSA We started a diagnostic of the Company’s community relations and initiated the preparation
of the community relations plan.
We provide advice on the preparation of the Sustainability Report.

OURTEAM
We are a non-profit organization that manages resources, captures funds from international
cooperation, and facilitates investment processes with different allies and partners from the
public, private, and civil society sectors. We also perform sustainable projects directly or
through third parties, seeking to promote the improvement of the quality of life of society.
As part of the UNACEM Group, we participate in the community management of UNACEM, as
well as the companies UNICON and CELEPSA, facilitating the Sustainability Report of each
one of them. They are our primary sources of funding, together with international and local
cooperation.
We have a multidisciplinary team of highly-skilled professionals who are committed to the
UNACEM Group’s development project. Our success as Asociación UNACEM is due mainly to
the commitment and dedication of our team, which works to make the development projects
implemented in our surroundings a reality.
Thanks to their skills, knowledge, and experience, we have successfully and enthusiastically
taken on the new challenges brought by the merger. We are starting work in rural zones and
expanding our involvement to other parts of the country and new companies of the Group
with different realities, depending on the sector to which they belong. For this reason, we are
focused on providing our team with training facilities so that they are always up-to-date and
prepared to take on leadership when given new responsibilities.
Each year, we design a Training Plan that is prepared based on the relevant issues identified
during staff members’ performance evaluation. In this way, we seek to respond to our team’s
needs, accompanying them in their professional and personal growth.
In 2013, we concentrated on training all of our staff members on Asociación UNACEM’s work
approach, in order to align the team and work under a single vision and objective. As such,
we offer classes on social responsibility, the grassroots development methodology, and the
elaboration of projects aimed at those employees who have not received this type of training.

As part of our commitment to continuous improvement, in 2013 we began the design
