Introduction OregonSeaGrant(OSG)—oneoftheoldestprogramsintheSeaGrantnetwork—isresponsivetoevolvingneedsandissuesfacingourcoastalcommunitiesandecosystems.Everyfouryears,OSGdevelopsaplantoguideactivitiesduringthenextfour-yearfederalfundingcycle.ThesestrategicplansalignwiththeNationalSeaGrantCollegeProgramandcovertheexpansiveeffortsoftheOSGprogram.
OregonSeaGranthasbeenworkingdiligentlytoidentifythemostcriticalareasofinvestment.Forthepasttwoyears,theprogram,ledbyastrategyteam,hasengagedininternaleffortswhichwereinformedbytheOSGAdvisoryCouncilandperspectivesofexternalstakeholders,toreviseitsvision,mission,values,andthematicareas,goals,andobjectives.Thesethematicareasarticulatethekeyareasofpriorityfortheprogramandfocusonthefollowing:

TheseThematicAreas,createdinalignmentwiththeNationalFocusAreas,willguidetheworkandinvestmentofOregonSeaGrantforthenextfouryears.
PlanningProcess OregonSeaGranthasanimpressiveportfolioofinvestments;however,inmanyareas,theprogramisonly“one-deep”orhaslimitedcapacityforbroader,programmaticengagement.In2014,OregonSeaGrantembarkedonanambitiousstrategicprocess,earlyintheregularcycle,designedtoembedacultureofstrategicthinkingintoallelementsoftheprogram.Thisculturebuildsonandyettranscendsasimplestrategicplan,promotingaprogram-wideefforttoalignactivitiesandinvestmentsarounddiscretepriorities.InFall2014,weconvenedasmallgroupofstafffromwithintheprogramwithachargetodevelopandimplementaprocessbywhichwewoulddefineprioritiesfortheprogramwithengagementfromstaffandstakeholders.ThisteammeteveryotherweekfromSeptember2014throughOctober2015toexecutethischarge.Indoingso,theteamcreatedaniterativeprocessthatcanbereplicated;developedinitialversionsofvision,mission,andvaluesstatementsthatwerevettedbythebroaderprogram;createdandhonedasuiteofcriteriathatcanbeusedinassessingnewandexistingactivitiesandopportunities;anddevelopedasetofthematicareaswhichwillguidetheprogram’sactivities(seeFigure1).Throughoutthisprocess,theteamworkeddiligentlytoengagethebroaderprogram,withmultipleopportunitiestoprovidefeedbackthroughsurveys,smallgroupdiscussions,andinputattheprogram-widemeeting.TheteamalsoprovidedroutinecommunicationtotherestoftheprogramandtotheAdvisoryCouncil,aswellasconnectedwithexternalstakeholderstoinformthemofourprocessandhighlightopportunities.

SinceOctober2015,theprogramhasbeenmovingintoimplementationofthestrategicthinkingprocess,whichrequirescontinuedengagementbytheprogram,evaluationofourcurrentareasofinvestment,anddecisionsonhowtheprogramwillfocusitsactivities.Tofacilitatethisimplementation,smallgroups,consistingofprogrampersonnelandwithopportunitiesforinputfromexternalstakeholders,areconsideringourspecificprojectsandactivitieswithinthethematicareasandexamineopportunitiesandevaluatecurrentinvestments.Thesegroups,currentlyfacilitatedbyanexternalcontractor,areexpectedtobecomeself-sustainableandintegraltoourdecision-makingprocessesasweimplementourstrategicplan. ThematicAreasandObjectives
Ecological,social,andeconomicaspectsofcoastaldevelopment This thematic area is focused on the multiple facets of coastal development, such asdevelopmentofplaces,communities,andindustries.Often,developmentisexaminedfromaneconomicperspective,withonlyminimalconsiderationoftheecologicalorsocialaspects.Weseektobringtogethertheecological,social,andeconomicaspectsofcoastaldevelopmentsoactivitiesorinvestmentscanbeexaminedholistically,andonecomponent,suchaseconomics,isnotvaluedtotheexclusionordetrimentoftheothers.
GOAL Weseektointegratetheecological,social,andeconomicaspectsofcoastaldevelopmenttosupportsustainablecoastalcommunitiesandecosystems.

CommunitiesandEconomies,andEnvironmentalLiteracyandWorkforceDevelopment.However,theOSGThematicAreasarenotsimplysilos,linkingone-to-onetoasingleNationalFocusArea.WithineachThematicAreaareelementsofthefourNationalFocusAreas.Forexample,OSG’sfocusonHumanandNaturalDimensionofCoastalandMarineFisherieshaveelementsofbothHealthyCoastalEcosystemsandResilientCoastalCommunities,inthatwemayexaminetheimplicationsofchangingenvironmentalconditionsforafishspeciesaswellasafishingcommunity,thusconnectingacrossmultipleFocusAreas.
