Sheltering Communities from Coastal Storms

NOAA Coastal Storms Program

Coastal Storms Program

Mission Mission

Harness and leverage NOAA and community resources to reduce the adverse effects of coastal storms.

Coastal Storms Program

Background Background

• Created in 2001 by a cross NOAA team

• NOAA wide effort

• Local leadership working with NOAA resources

• Addresses specific local needs

• Pilot projects

Coastal Storms Program

Coastal Storms Program 4 Pilot Regions

Coastal Storms Program 4 Pilot Regions

1) St. Johns River, FL(Jacksonville)

Why?

• Hurricanes

• Flooding/winds

2) Pacific Northwest(Columbia River)

Why?

• Pacific Storms

• Fish Habitat Impacts

3) Southern California(Bight Region)

Why?

• Pacific Storms

• Flooding and Runoff

4) Gulf of Mexico(Alabama/Mississippi)

Why?

• Hurricanes

• Coastal Inundation

Alabama/Mississippi CoastAlabama/Mississippi Coast

• Small, easily defined area

• Clear local needs

• Strong collaborative potential

Coastal Storms Program

Primary GoalsPrimary Goals

• Prevent loss of life and property

• Lessen economic impacts on communities and business

• Sustain the natural environment

Coastal Storms Program

Pilot OrganizationPilot Organization

• Identify region• Local outreach lead• Kick-off meeting to

identify needs• Assign need to NOAA

team for development• Create local

partnerships• Develop/deploy/conduct

project• Wrap-up

meeting/training

Florida Pilot Florida Pilot

• Began in 2002- First CSP Pilot

• St. Johns River Watershed

• Products completed in 2004

• Wrap-up meeting held January 2005

ProductsFlorida Pilot Project

Products

• Risk and Vulnerability Assessment Tool

• Ecological Assessment of Storm Impacts

• Shallow Water Bathymetry• St. Johns River Circulation

Model• Inland Flood Evacuation

Planning and Response Tool

• Improved Prediction of Coastal Winds, Waves, and Flooding

• Improved Oceanographic and Meteorological Observations

• Outreach and Extension• Data Access and

Standards

Coastal Storms Program

• Access to risk and vulnerability data

• Interactive mapping application

• Web site describes risk and vulnerability assessment process

• Public education module

Coastal Storms Program

Pacific Northwest PilotPacific Northwest Pilot

• Began in 2003

• Location: coastal border between Washington and Oregon

• Products completed in early 2007

• Pat Corcoran is the local lead (Oregon Sea Grant)

ProductsPacific Northwest Pilot Project

Products

• Columbia River Circulation Model

• Improved Oceanographic and Meteorological Observations

• Ecological Assessment of Storm Impacts

• Improved Prediction of Coastal Waves

• On-Line Coastal Inundation Tool

• Outreach and Extension

Coastal Storms Program

• Produced an expanded ecotoxicology database containing > 500 chemicals and made this available online

• Evaluated the toxicological impacts of pesticides, metals, and petroleum hydrocarbons on salmon and marine fish

• Modeled contaminant loading following different storm intensities

• Monitored the stormwater related die-offs of adult salmon returning to spawn in restored urban streams

• Produced an Internet Mapping Site to display geographic locations most likely to be impacted by polluted stormwater runoff

Southern CaliforniaSouthern California

• Began in 2005

• Location: Southern California Bight

• Products nearing completion

ProductsSouthern California Pilot Project

Products

• Improved Oceanographic and Meteorological Observations

• Precipitation Atlas• VDatum and Topo/Bathy• Ecological Assessment• Decision Support Tools

Portal• Outreach and Extension

Coastal Storms Program

• VDatum, a vertical datum transformation tool, will be developed for the Southern California region.

• VDatum will use topographic and bathymetric data will be referenced to a common datum and blended into a seamless Digital Elevation Model (DEM).

• Both the DEM and VDatum will be publicly available.

• Assists modelers and GIS users.
