Determining & Documenting Eligibility

Senior Community Service Employment Program

Clear your mind and take a deep breath

Overview of Training:

1. Discuss SCSEP eligibility

2. Discuss participant income eligibility calculations

3. Review SCSEP priority of service

4. Review file documentation

Begin at the beginning

Interview via telephone or in person to determine if a candidate is eligible for SCSEP Is the candidate 55 years or older? Does the candidate earn 125% or less of

the current federal poverty guideline? Is the candidate unemployed? Is the candidate a resident of California?

If the candidate eligible and you have suitable Community Service Assignment position

available then:

Assist the candidate with filling out the SCSEP Participate Form:

Make sure you complete all form fields because this information ties directly into the SPARQ database

Calculating SCSEP Income Eligibility can feel like rocket science!

Official documents showing income include but are not limited to the following:

Paystubs Unemployment Check Stubs Social Security Award Letter Pension Statements Bank Statements

If married, then SCSEP candidate must bring in spouse’s income documents

What documents are needed to calculate income?

1. Federal Poverty Guideline – Revised yearly in January.

2. TEGL NO. 12-06 - Revised Income
