Background - FSM requirement

Public Building

is of 9 storeys or more (including any basement) in height;

is used, constructed or adapted to be used as a hospital;

has a floor area of 5,000 square metres or more; or

has an occupant load of 1,000 persons or more.

Industrial Building

has a floor area or site area of 5,000 square metres or more; or

has an occupant load of 1,000 persons or more.

31 Storey and more and has an Occupant Load of 5,000 persons or

more.

Floor area of 50,000 square metres or more (or large basement

5,000 persons or more.

Adopt performance based design approach that are

deemed to pose significant impact on the tasks of the

FSMs

Premises that has PB solutions (a) Means of escape; (b)

Structural protection; (c) Fire fighting operations/systems;

and (d) Engineered smoke control system; and

Require FSM to conduct routine checks to ensure that

features tied into performance based design are as specified

in the Operations & Maintenance Manual.
