and labour market region● Provide continuous facilities for pedestrians and cyclists
between Hamar and Elverum● To improve:

(The current road is the only public road Løten-Elverum, AADT 14,000)

• 26 km road through a relatively flat landscape, approx. 1.7 mill. sq.m.
• ±100 mm ~ 170 000 cu.m.
• Drainage is decisive for the vertical alignment.
• Haulage and mass balance of rock/soils are criteria for success
Preliminary quantity estimates

• Surplus soil/rock (excavated material): approx. 400 000 cu.m.(surplus in the north, shortage in the south/west)
• Rock blasting: approx. 300 000 cu.m(much of this is black shale/alum shale)
• Earthmoving approx. 3 mill. cu.m.
• Top soil and vegetation: approx. 400 000 cu.m.
• Aggregate for pavement layers etc. approx. 2 mill. cu.m.
Possibilities and limitations
Limitations:● Zonal plans for the road reserve is not prepared specifically with a PPP
project delivery in mind.● The zonal plans give the framework for:
– Protection of agricultural land, cultivation and land utilisation.– Protection of cultural heritage sites.– Detailed design and consideration to aesthetics
● Long planning history.● Land aquisition and forest clearing is under way, however based on the
current, approved zonal plans.

Possibilities and limitations
Possibilities:● Detailed design commenced in 2014/2015, before the project delivery
as a PPP was decided on.● Optimization of the original zonal plan was carried out 2014-2016.
New zonal plan was prepared for some sections.● Reports, drawings and digital models will be made available.● Early start of adaption and detailed design.● Preliminary design is carried out for most of the structures:
From 2011 (need adjustments) and 2015/2016.● The NPRA will actively take part in the procurement process to clarify
the scope for opimization.

Possibilties and limitations
In the residential / agricultural areas:● Many considerations.● Lengthy zonal planning process: 20 years.● Protection of arable land and re-establishment of
agricultural land after construction. ● Adjacent residential areas, established and
planned ones.
● Relatively small scope for optimization.

In the non-residential and forest areas:● Relatively narrow road reserve.● Forest clearing is completed within the road reserve.● Cultural heritage sites are identified and clarifiet
within the road reserve.● Scope for optimization of haulage and mass balance● Frost design, choice of method● Use of locally available materials for pavement and
earthworks.
