TheDistrictwasdesignatedadistressedschooldistrictonDecember21,2001pursuanttothePennsylvaniaPublicSchoolCode(PSC),24P.S.§6-691(c).TheSchoolReformCommission(SRC)hasbeenestablishedpursuanttoPSC,24P.S.§6-696,andisresponsiblefortheoperation,management,andeducationalprogramoftheSchoolDistrictpursuanttoPSC,24P.S.§6-696(e)(1).

5.0 ProjectScope5.1GEOTECHNICALSERVICESA.THESCHOOLDISTRICTOFPHILADELPHIA’SOfficeofEnvironmentalManagementandServiceswillrequiretheservicesofaProfessionalGeotechnicalConsultanttoperformthefollowingactivitiesatvarioussitesandpropertiesutilizedbytheSchoolDistrict:1.Comprehensiveundergroundstoragetankmanagementservicesincluding,butnotlimitedto,allnecessaryactivitiesrequiredduringundergroundstoragetankinstallsandremovals;2.Tanktesting;3.Tankmanagementprogram;4.Subsurfacesoilandgroundwaterinvestigations;5.Designandimplementationofremediationprojectsforsoiland/orgroundwater;6.Comprehensivegeologicandenvironmentalconsultingservicesonanasrequestedbasis.7.Comprehensivesoilmanagementservicesonanasneededbasis.B.Therequiredservicesunderthiscontractshallinclude:1.Thefirmshalldoanyandallworkandfurnishallthemanagement,supervision,labor,components,materials,tools,instructions,equipment,transportation,anddeliveryofreportsnecessaryorproperfortheperformanceandcompletionofgeotechnicalconsultingservices.2.ThefirmshallprovideimmediateresponsetotheDistrict’srequestforfieldsupervisionofcleanupactivitiesintheeventofaregulatedsubstancereleaseataSchoolDistrictfacility.ThefirmshallserveastheliaisonandpreparespillreportingdocumentsonbehalfoftheSchoolDistrictofPhiladelphiawithregulatoryagencies.Thefirm’steamshallhavedemonstratedexperiencecollaboratingwithregulatoryagencies.3.Intheeventofareleaseorspill,thefirmwillmeetwiththedesignatedSchoolDistrictrepresentativetoreviewthepotentialenvironmentalimpactoftheleakageand/orspill.Allfeasiblealternativesforremediation/mitigationofthespillshallbepresentedaswellasplanstodelineatetheextentofpotentialcontamination.Asuggestedcourseofactiontoimmediatelymitigatethespillshallbepresentedaswellasapreliminaryplanfortheclean-up.4.ThefirmshalladviseandassistthedesignatedSchoolDistrictcontactastorequiredspillreportingrequirementstoLocal,StateandFederalagencies.ThefirmshallserveastheliaisonandpreparespillreportingdocumentsonbehalfoftheSchoolDistrictofPhiladelphiawithregulatoryagencies.5.Thefirmshallbecapableofevaluatingpreviousreports,records,constructiondrawingsandsoilboringsprovidedbytheSchoolDistrict.Thefirmshallobtain,reviewand/orpreparegeneralsoil

maps,hydrogeologicmaps,andotherreportsorinformationpertainingtothesubsurfaceenvironmentalconditionsrelativetothecontaminantlocations.6.ThefirmshallmeetwiththeSchoolDistrictrepresentativestodiscussavailableoptions,thefinancialimplicationsofeachalternative,andthetimeframerequiredtoinvestigatetheextentofcontaminationandimplementationofaremedialstrategy.7.Samplingofsoilandgroundwater,ifnecessary,isincludedinthiscontract.Thefirmshalldevelopsamplingplans,inaccordancewithPADEPguidelines,selecttheappropriatelaboratoryanalyticaltests,supplyallnecessarysamplecontainers,collectandpreserveallsamplesasprescribedbythePADEPandEPAprotocols,andarrangefortransportationtoaPAcertifiedlaboratory.8.Thefirmshallbehighlyexperiencedinthedesignofinnovativegroundwaterremediationandtreatmentsystems.Thisexperienceshallincluderecentexperienceinmethodsutilizingbioremediationtechniquesandchemicaloxidation,stabilizationandzerovalentiron.9.ThefirmshallprovidetheSchoolDistrictwithdesignsupportservicesfortheremovalandclosureofundergroundandabovegroundstoragetanks.AllsuchservicesshallbeperformedinaccordancewithallrequirementsoftheCityofPhiladelphiaandPADEP’sStorageTankProgram,PADEPAct2,andsolidwasteregulationsandrequirements.10.Thefirmshallpreparedesignspecifications,onbehalfoftheSchoolDistrict,suitableforobtainingcompetitivebidsfortanktesting,excavation,tankcleaning,wellinstallation,dewateringorrecoverysystemconstruction,andotherremedialoptions.11.ThefirmshallassisttheSchoolDistrictinobtainingandevaluatingbidsfromcontractorsfortheremovaloftanksandtheremediationofcontaminatedsoilsandgroundwater.12.ThefirmshallmeetwiththeSchoolDistrictandthesuccessfulbiddersaftercontractsareawarded,butpriortoinitiationofworkinthefield,inordertoreviewprojectschedule,workscopeandproceduresandmeetatcompletionoftheprojecttoconfirmallworkwasperformedinaccordancewithprovidedspecification.13.ThefirmwillbetheSchoolDistrict’sOn-siteRepresentativeduringprojectinstallation,providingmonitoringandsurveillanceservices,toensurethattheworkisconductedinaccordancewiththebidspecifications.14.Thefirmshallprepareprofessionalreportsthatdelineateandsummarizeallpertinentinformationinaclear,concise,andwellorganizedformat.Thesereportsshallincludeengineeringdrawings,mapsanddrawingsthatarenecessaryforregulatorysubmittalsorrequiredforprojectfilesintheeventoffutureconcernsatthesubjectsite.15.ThefirmshallassisttheSchoolDistrictinobtainingallrequiredstate,localandfederalpermitsandapprovals,asneeded.16.ThefirmshallprovidetheSchoolDistrictwithdesignsupportduringtheremovalofabovegroundandundergroundstoragetanks.

17.ThefirmshallprovidetheSchoolDistrictwithdesignsupportservicesforremediationprojectsforcontaminatedsoilsandgroundwater.Thissupportshallincluderemedyselection,preparationofspecificationsandbiddocuments,assistanceinthebiddingprocess,bidevaluation,assistancewithcommunityoutreachactivitiesandpublicmeetingsinaccordancewithPADEPandCityofPhiladelphianotificationrequirements,supervisionoffieldandconstructionactivities,andreportingtoStateandLocalregulatoryagencies.18.Thefirmshallprovideservicesrelatedtostoragetankregulations,healthandsafety,right-to-knowrequirements,publicrelationsandotherissuesrelatedtothemanagementofstoragetanksandtheremediationofsoilandgroundwater.ThefirmshallhavedemonstratedknowledgeofthepoliciesandprocedurespromulgatedbytheCommonwealthofPennsylvania’s“LandRecyclingandEnvironmentalRemediationStandardsAct(ACT2)of1995andTheStorageTankandSpillPreventionAct(ACT21)”,theUniformEnvironmentalCovenantAct(UECA),PADEPWasteManagementandPADEPandCityofPhiladelphiaWaterDepartmentStormwaterRegulationsandrequirementsandLEEDcompliance.19.ThefirmshallprovideexpertwitnesstestimonyontheSchoolDistrict’sbehalf,ifnecessary.20.ThefirmshallutilizePADEPapprovedmethodsforUSTsystemintegritytesting.ThetestingmethodologyshallalsobeapprovedbyTheSchoolDistrictofPhiladelphia’sOfficeofEnvironmentalManagementandServicespriortoinitiationofthetest.AlltestingshallconformtosafetystandardsestablishedbytheOccupationalSafetyandHealthAdministration,theNationalFireProtectionAssociation,andtheCityofPhiladelphiaFireMarshall.21.Thefirmshallhavedemonstratedexpertiseinthemethodologyandequipmentutilizedformonitoringwellinstallationandconstruction,soilboringinstallation,soilandgroundwatersampling,non-intrusivesubsurfaceinvestigation,soilvaporsurveys,andallappropriateandrelevantlaboratoryanalyticalcapabilities.22.Thefirmshallhavetotalresponsibilityforanalyzingthesoilsandchemicaltestingofsoilandgroundwatertotheextentrequiredbytheprojects.Forthepurposeofstandardization,alltestingshallbegovernedby,butnotlimitedtoASTMand/orEPAmethods.23.TheSchoolDistrictofPhiladelphiareservestherighttoinspectandmonitorthesoiltestingandanalysisofthesamplescollectedfortestingservicesunderthisRFP/RFQ.TheSchoolDistrictreservestherighttovisitthelaboratorytoverifycertificationcredentialsandtoverifythecertificationofthelaboratory.TheSchoolDistrictmustapprovethelaboratoryasqualifiedtoperformanalysisofsamplespertheindividualtestmethods.

5.2ENVIRONMENTALSITEASSESSMENTSA.STATEMENTOFWORK-PHASEI-ENVIRONMENTALSITEASSESSMENTS1.INTRODUCTIONTHESCHOOLDISTRICTOFPHILADELPHIA’SOfficeofEnvironmentalManagementandServiceswillrequireConsultanttoconductPhaseIEnvironmentalSiteAssessments(ESAs)ofpropertiesitisconsideringpurchasingorselling.Atexistingsiteswherethereisnorealestatetransactions,theSchoolDistrictmayassigntheconsultanttoconductasubsurfaceinvestigationifthereisindicationthattherewasasuspectedreleaseofpetroleumproductandotherregulatedsubstances.ThePhaseIESAsaretoconformtotheproceduresdescribedinASTM1527-05,ataminimum.Ifthefindingsindicatethattherearepotentialrecognizedenvironmentalconditions(RECs)andotherconditionsthatmayimpactthecostofre-usingthesitethentheconsultantshallconductaPhaseIIESAinaccordancewithASTM1903.2.PhaseI-EnvironmentalSiteAssessmentShallConsistOfTheFollowingItems:a.PurposeandScopeofWorkb.SiteLocationandDescriptionc.SiteHistoryd.SiteVisitandInvestigatione.Interviewsf.RegulatoryAgencyReviewg.AssessmentReporth.SubmissionofReportB.STATEMENTOFWORK-PHASEII-ENVIRONMENTALSITEASSESSMENTS1.DEFINITIONSOFPHASEIITHESCHOOLDISTRICTOFPHILADELPHIA’SOfficeofEnvironmentalManagementandServiceshasdefinedaPhaseIIasfollows:samplingandtestingtoidentifythetypesofcontaminants,analyzetheprioritypollutantsanddeterminethehorizontalandverticalextentofthecontamination.Therearegenerallythree(3)levels/typesofPhaseII:a.PhaseIIESAandInitialSubsurfaceInvestigationb.ExpandedSubsurfaceInvestigationc.SiteCharacterization

2.PhaseIIESAandInitialSubsurfaceInvestigationTheobjectiveofthePhaseIIESAandInitialSubsurfaceInvestigationistoassessandevaluateapotentialrecognizedenvironmentalcondition(REC)asaresultoffindingofthePhaseIEnvironmentalSiteAssessment.SubsurfaceInvestigationistoconfirmordenythepotentialpresenceofcontaminantduetoareleaseofapetroleumproductand/orregulatedsubstance.InbothPhaseIIESAandInitialSubsurfaceInvestigation,theconsultantshalldesignandimplementalimitedprogramofcollectionandanalysisofappropriatesitesamples.ThekeyobjectiveofthePhaseIIESAandInitialSubsurfaceInvestigationistoconfirmthepresenceofcontaminants,whichwouldrequireactionundercurrentstateorfederalregulationsandguidelines.Therearefour(4)principalcomponentstotheInitialPhaseIIthatmustbeaddressedpriortoitsimplementation:a.DevelopmentofaSamplingPlanb.Preparingforthesitevisitc.Conductingthesamplingvisitd.Makingrecommendationsforfurtheractionornoaction3.LIMITEDPHASEIIThecomponentsoftheLimitedPhaseIIareidenticaltothosepresentedabovefortheInitialPhaseII;howevertheobjectiveoftheLimitedPhaseIIistoidentifyhazardouscontaminantsinadditiontothosesuggestedintheInitialPhaseIandevaluatedintheInitialPhaseII.4.EXPANDEDPHASEIIThecomponentsoftheSiteCharacterizationaretodefinethehorizontalandverticalextentofthecontaminationconfirmedfromanInitialandExpandedSubsurfaceInvestigation.Characterizationreferstospecifyingthetypeofcontaminationpresent,assessingthree-dimensionaloccurrenceofthecontamination,assessingmigrationrates,directionsandpossiblehumanandenvironmentalresponsereceptorsandtherisksposedtothem,andestablishingadatabasetofacilitatedocumentationofchangesintheoccurrencesofthecontamination.C.REMEDIALINVESTIGATION/REMEDIALACTIONWORKPLANTHESCHOOLDISTRICTOFPHILADELPHIA’SOfficeofEnvironmentalManagementandServiceshasdefinedREMEDIALINVESTIGATION/REMEDIALACTIONWORKPLANasfollows:evaluating,discussing,andpresentingrecommendationsregardingalldatagatheredinthePhaseII,aswellas,environmentalpublichealthrisksandcostsassociatedwithavarietyofproposedremedialalternativesinorderstodeveloptherecommendedcourseofremediationconsistentwiththeregulatoryguidelineshavingjurisdictionfortheenvironmentalconditionsofthepropertywithminimalrisktotheenvironmentandpublichealth.

TheConsultantshallberequiredtoreviewtheenvironmentalstudiesavailable.Basedontheobservations,conclusionsandrecommendationsnotedintheavailableenvironmentalstudies,andtherequirementsofthissolicitationandtheRFP/RFQ,determinethepotentialpresenceofenvironmentalcontaminantswithintheobjectivesoutlinedintheScopeofWork(SOW).D.SAMPLINGANDTESTINGMETHODS1.TheConsultantshallprepareaworkplanidentifyingtheinitialsamplingprocedures,layouts,andtestingproceduresforeachoftherequirementsincludingcostsassociatedwithcompletingtherequirementsofthisRFP/RFQ.AllsamplingandtestingmethodsconductedshallbeperformedincompliancewithandconsistentwithallEPAMethodsapplicabletothediscoveredcontaminationthatimpactsthepropertyunderinstigation,butnotlimitedto:EPASW8468260forVOC;EPASW8468270BforSemi-VOCs,SW8468081forPCBs/Pesticides,EPASW8466000and7000seriesforICAPandfurnacemetals,SW8461312forSPLPleachate,SW8461311forTCLPoranyothermethodsfoundinEPAManualSW846,andtodeterminethecharacteristicsof“waste”under40CFR261,SubpartCandSubpartD,AHERAandNESHAPSguidelines,andanyapplicableStatestatutesandregulatorytestingrequirementpertainingtoenvironmentalhazardsastheyareamendedfromtimetotime.E.LABORATORIES1.AlllaboratoriesmustbeEPAaccreditedtoperformEPATestingMethodsandEPACertifiedinthecaseofCERCLAsitesorgroundwatertesting.F.DATAEVALUATIONANDREPORT1.Datainterpretationshouldbediscussedinthereport.Three(3)copies(2hardcopiesand1PDFelectroniccopyonaCD)ofthefinalreportwillbesubmittedforthereviewandapprovaloftheManagerofEnvironmentalManagementandServices,THESCHOOLDISTRICTOFPHILADELPHIA.2.TheConsultantshallprovideawrittenreportwithrespecttotheservicesrenderedhereunder,withinthespecifiedtimeprovideduponaward,accordingtotheSOWandalltherespectiveattachmentsthereof.3.ThereportshoulddescribetheSOWdefinedhereinandoutlinethemethodsusedtosampleandinvestigateforcontaminationandpresentsampleanalysesresultsasindicatedintheSamplingPlan.Includingmaps,tables,andothergraphicpresentationsofdataandsamplinglocations.4.PerapprovaloftheSchoolDistrictofPhiladelphiaOfficeofEnvironmentalManagementandServices(OEMS),theconsultantshallsubmitcopiesofthereportstothePADEPandtheCityofPhiladelphiaasrequired.G.PROPERTYDAMAGEThepropertyshallberestoredtotheconditioninwhichitwasfound,subjecttocuttings,samplingandothermaterialsremovedforthepurposeofinvestigations.Inaddition,weeklyandmonthlyfollowupinspectionsarerequiredtoverifyconditions(DigitalPhotoDocumentation)asaresultofpotentialsettlementrelatedissues.

6.0 ProposalRequirementsTechnicalproposalsshallprovidethefollowingrequiredinformationandadheretothefollowingorganizationintheproposalbyprovidingtabsforsectionslistedbelowasnoted.

9.0 SelectionProcedure

TheDistrictisfollowingatwo-stagequalifications-based-selection(QBS)processforthissolicitation(sometimesreferredtoastheBrooksActprocess).TheDistrictmayatanytimeterminatetheRFPprocessprovidedforhereinforanyreasonornoreasoninthesolediscretionoftheSchoolDistrict.ThereceiptofproposalsorotherdocumentsbyproposersduringanystateoftheRFPprocesswillinnowayobligatetheSchoolDistricttoenterintoanyagreementwithanyproposerormaketheDistrictliableforanyproposercosts.Stage1:

Step1:Technicalproposalsoffirmswillbeevaluatedbytheselectioncommitteeandrankedonthebasisoftheirtechnicalqualificationsandsuitabilityforthisassignment.
