Publication strategy
Objectives for media launch
• Provide the public with clear and accessible information about our decisions to register providers
• Explain conditions as they apply to individual providers
• Demonstrate the benefits of the new registration system to the public, providers and other key stakeholders
• Inform providers about the regulatory model and how information will be published
6
Registration – ASC/IHC
Tactics for media launch
• Publish in batches leading up to 1 October in order to manage the volume of media queries and to prevent unsupportable number of web hits on 1 October
• Publish a summary for each provider with conditions. This document will explain to the public what the conditions are and what locations they apply to
• Publish “big corporates” separately, with separate press releases for some.
• Issue press release/s about services we have refused to register
• 1 October launch, with press release about key themes and trends
• Features and articles in the trade press targeted at providers

Fees – 10/11 interim scheme
Consultation closed on 16 June - good level of response from major stakeholder organisations
Generally supportive of our proposals, especially for limited change and holding rates at this year's levels
Our response is with Ministers for clearance, expected before summer recess
We made a number of changes to the scheme in direct response to feedback
We expect to be able to share the final scheme with providers and partners during late July, subject to obtaining Ministerial sign-off
The fees scheme will then take effect from 1 October
8
Fees – Future scheme
Turnover based system considered to be the fairest
Feasibility study on acquiring turnover information at registration and thereafter being undertaken
Modelling on banding underway
Contingency options should turnover not be feasible being prepared
On track to consult later this year
