Luster National, Inc. (LUSTER) is both a Veteran Owned Small Business (VOSB) and a Minority Business Enterprise (MBE). We have a proven successful 26‐year track record spanning a broad spectrum of Profes‐sional Services. Our services include strategic planning, program, project, construction, and facilities management for a broad array of national and regional private sector clients and government agencies across the United States. By incorporating integrated management practices with consulting expertise, we provide effective, timely, and cost‐saving strategies that support successful completion of client projects, regardless of complexity, size, or location.
LUSTER supports two sectors: government (in both classified and unclassified environments) and commer‐cial. We have three established operations locations: the Eastern Region, the Central Region, and the Western Region. These operating units support clients in both the commercial and federal arenas within defined geographic areas of the United States. The firm has offices across the United States, from New York to California. The LUSTER organization is built on teamwork, cooperation, and client service. HARTSFIELD‐JACKSON ATLANTA INTERNATIONAL AIRPORT ATLANTA, GEORGIA
LUSTER, in a joint venture operating under the team name of Hartsfield‐Jackson Construction Management (HJCM), is Con‐struction Manager and Resident Engineer for a number of pro‐jects that are part of a 15‐year, $6.2 billion‐plus capital improve‐ment program at the Hartsfield‐Jackson Atlanta International Airport. The program will include various land and airside facili‐ties. Since 2001, LUSTER construction management services have supported the completion of six major projects at the airport.
All projects were completed while the airport remained in full operation.
LUSTER staff members are currently providing construction management services for the Maynard H. Jackson Jr. International Terminal (MHJIT) project.
MAYNARD H. JACKSON JR. INTERNATIONAL TERMINAL (MHJIT)
In response to FAA estimates of increased international passen‐gers exceeding 13 million by 2015, the Hartsfield‐Jackson Cap‐ital Improvement Program began construction on the Maynard H. Jackson, Jr. International Terminal in 2008.
MHJIT will feature:

CONSOLIDATED RENTAL CAR FACILITY (CONRAC)
CONRAC is one of several projects included in the Hartsfield‐Jackson Atlanta International Airport Capital Improvement Pro‐gram (CIP). More than 2 million passengers complete rental car transactions each year at Hartsfield‐Jackson Atlanta International Airport. Hartsfield‐Jackson constructed a state‐of‐the‐art Consoli‐dated Rental Car (CONRAC) facility.
Opened in November 2009, the CONRAC project houses all Air‐port rental car companies and their associated operations. The $6.2 billion‐plus program supports the Airport’s overall mission by planning, designing, building, and maintaining facilities to meet projected growth in domestic and international travel. The CIP projects were designed to reduce flight delays, increase air‐field and terminal capacity, enhance overall customer service, and substantially contribute to Georgia’s economic development.

5th PARALLEL RUNWAY
The new 5th Parallel Runway (10R‐28L), located 4,200 feet south of Runway 9R‐27L, has a full‐length parallel taxiway and dual north/south taxiways to connect to the existing airfield. The runway is equipped to accommodate Category II (CAT II) Instru‐ment Landing System (ILS) operations with the capability to ac‐commodate Category III (CAT III) in the future. LUSTER’s con‐struction management services included resident engineering; cost and schedule monitoring; inspection; safety observation; contracts management; and, change order control.
Construction Cost: $1.2 billion
Economic Impact: Created over 2,000 construction jobs
Construction Hours: Involved more than 3.5 million work hours
Award: Best Transportation Construction Project in the Southeastern United States, 2006

AIRFIELD CONSTRUCTION PROJECTS
I‐285 BRIDGE (STRUCTURES)
LUSTER was Construction Manager for the design and construc‐tion of a $509 million, 1,200‐foot long by 700‐foot wide bridge over I‐285 to accommodate the 9,000‐foot long 5th Parallel Run‐way. The bridge is situated 70 feet above 10 lanes of eastbound and westbound traffic; approximately 140,000 vehicles pass through this area daily. The construction of this bridge provided a number of challenges. LUSTER coordinated bridge design con‐siderations between the Federal Aviation Administration (FAA) and Georgia Department of Transportation (GDOT). LUSTER suc‐cessfully managed the major safety considerations for the public and construction workers during the erecting of concrete beams over live traffic.

RUNWAY 8R‐26L REPLACEMENT
LUSTER provided construction management services for the re‐placement of the 9,000‐foot long Runway 8R‐26L and a 1,000‐foot long taxiway. LUSTER’s responsibilities included oversight of the removal and replacement of concrete paving, under‐drains, and electrical systems. LUSTER also had oversight re‐sponsibility, including the managing and coordinating of con‐tractor activities; oversight of new pavement markings and Asphaltic Concrete subgrade; inspecting contractors’ work for quality control and compliance; managing cost and contractor payments; monitoring schedules; mitigating construction con‐flicts; monitoring and reporting on contractor progress; and providing close‐out services.
RUNWAY AND TAXIWAY LIGHTING (UPGRADES)
LUSTER served as Construction Manager and was responsible for the Surface Movement Guidance and Control System (SMGCS), the installation of an additional taxiway, and runway in‐ground lighting. LUSTER also had oversight responsibility, including the managing and coordinating of contractor activi‐ties; inspecting of contractors’ work for quality control and compliance; monitoring schedules; managing cost and contrac‐tor payments; monitoring and reporting on contractor progress; mitigating construction conflicts; and providing close‐out services.
TAXIWAY V (VICTOR) (END AROUND TAXIWAY)
At approximately 4,200 feet in length, Taxiway V connects Run‐way 8L‐26R with taxiways Echo (E) and Foxtrot (F). Work on Taxiway V consisted of grading, paving, lighting, signage, strip‐ing, and drainage construction. Prior to construction, this pro‐ject required the excavation of approximately 1.2 million cubic yards of soil. To meet all regulations and requirements, con‐struction included a storm water pump station, a 1,600‐foot concrete retaining wall, and a 1,780‐foot blast wall.

INBOUND ROADS PROJECTS
In August of 2012, LUSTER, as part of a Joint Venture for Hartsfield‐Jackson Airport, received a Notice to Proceed (NTP) for work on the $110M Inbound Roads project. LUSTER is currently providing construction management services overseeing General and sub‐contractors, Quality Control (QC) and Quality Assurance (QA), utility relocations. For this project, LUSTER provides the Senior Resident Engineer, Senior Civil Construction Inspector, and Safety Manager.
This project upgrades the inbound roadway network between Interstate 85 and Camp Creek Parkway on the north, and River‐dale Road on the south. This will allow airline passengers and other airport users to drive or ride safely and conveniently to the airport. The project will realign Airport Boulevard and various connecting ramps and loops to and from North and South Terminal Parkway, and relocate the airport entrance from Riverdale Road to the existing signalized intersection with Airport Boulevard.
Upgrades to the inbound terminal roadway network, to provide safe and convenient travel for existing and future capacities of traffic, include:
Realign and widen roadways
Create binary decisions and increase decision times
Improve weaving and merging conditions
Avoid conflicting movements, queueing and delays
Enhance signage and way‐finding
Minimize disruption to traffic flow to and from terminals
Maintain current number of lanes during construction

FACILITIES AND MAINTENANCE
FIRE STATION 33
To meet safety requirements after construction of the 5th Par‐allel Runway, a new Aircraft Rescue and Fire Fighting Station (ARFF No. 33) was designed and built at Hartsfield‐Jackson Atlanta International Airport. ARFF No. 33 contains dormitories for 14 fire fighters and bays for 8 fire vehicles. LUSTER support‐ed the construction of the 21,100 sq. ft. ARFF No. 33 facility by providing construction management and coordination services to the City of Atlanta Airport Authority. Our services included contract coordination, inspection of contractor’s work, compli‐ance oversight, and various project close‐out activities. ARFF No. 33 received LEED® (Leadership in Energy and Environmental Design) certification by the U.S. Green Building Council for the use of water and energy reduction measures. Construction was completed in 11 months.

OUTREACH AND TRAINING
HARTSFIELD‐JACKSON STUDENT INTERNSHIP PROGRAM
At LUSTER’s initiation, Hartsfield Jackson Construction Manage‐ment (HJCM) and Clark Atlanta University (CAU), one of Atlan‐ta's Historically Black Colleges and Universities, created an inno‐vative student internship program at Hartsfield‐Jackson Atlanta International Airport. Incorporated as part of the Airport's $500‐ million runway expansion project, the program placed CAU civil engineering students in paid internship positions on this major construction project.
The program allowed students to gain invaluable work experi‐ence prior to graduation. LUSTER trained students in such pro‐fessional skills as office engineering, cost estimating, scheduling, contract administration, project commu‐nications, RFI processing, project reporting, and safety inspections. LUSTER also introduced students to Primavera and construction documentation.
The annual program was a huge success. Over a five year period, LUSTER trained and mentored about 15 CAU civil engineering students. This inclusive program prepared many females and students of color for their first permanent jobs.

ADMINISTRATIVE CONSTRUCTION MANAGER
LUSTER led a fully integrated team with the City that provided program services as an extension of airport staff for the $2.4 bil‐lion Master Plan program. Specific duties included cost manage‐ment, schedule management, program reporting, program doc‐ument control, value engineering, field verification of contrac‐tors’ progress and performance, contract compliance and ad‐ministration, M/WBE compliance monitoring, and partnering fa‐cilitation.
The Master Plan comprised 72 interrelated projects designed to prepare the airport for future travel demands.
Major projects included:
1.3 million square‐foot international terminal complex with new boarding areas
Renovating of the existing international terminal and boarding area
New cargo and maintenance facilities
New 9‐level public parking structure
New rail transit system
New roadways, including inbound/outbound ramps and elevated circulation roads
Expanded baggage‐handling capacity
Airfield improvements and FAA facilities upgrades
All projects were completed while the airport remained in full operation.
AIRFIELD DEVELOPMENT PROGRAM
To improve on‐time arrivals at SFIA, the San Francisco Airport Commission undertook a $2.4 billion expansion program. The program involved construction work at the international terminal and the car rental facility.
LUSTER provided planning stage program management support for construction of new runways and other elements to ease con‐gestion, reduce weather‐related delays, accommodate the next generation of jumbo jets, and to reduce airplane noise for about 6,500 residents in the immediate area surrounding the airport.
Construction alternatives include a floating runway, a pile‐sup‐ported runway, and an earth‐fill runway. Luster analyzed alter‐natives to reconfigure runways to achieve public agencies, as well as managed the public relations component of the program.

AIRTRAIN PROJECT
The AirTrain Project was developed to replace the airport passen‐ger shuttle system. The AirTrain serves the airport’s terminal complex and remote locations to the north of the terminals. Construction of fixed facilities included station platform struc‐tures, equipment rooms, safety walkways, and a 25,000 square ‐foot maintenance facility. In addition, three platform passenger stations were built (one each at the south, central, and north terminals), and pedestrian bridges connecting stations to ter‐minals were constructed:

LUSTER was the prime Construction Manager, in a joint venture for the $450 million AirTrain Project. Our services involved construction bidding; management and coordination of contractors’ activities; inspection of work for compliance with contract documents and codes; development and monitoring of construction schedules; management of cost and contractor payments; monitoring and reporting of progress; mitigation of construction conflicts; and providing of close‐out services. NORTH FIELD CARGO FACILITY PROJECT
LUSTER was the prime consultant, in a joint venture, for the $57 million reconfiguration of the North Field cargo and maintenance facilities at SFIA. This project was designed to provide improved facility access and additional aircraft parking area. The work in‐volved improvements to airside and landside access, including pavements.
The long‐span facility is a pile‐supported, high‐bay, two‐story structure with nearly 200,000 square feet of ground‐level ware‐house space and 35,000 square feet of ground‐level office space. The roof has multiple skylights to allow natural light into the office and warehouse areas. The facility can accommodate 82 trucks on the landside and five wide‐body aircraft on the airside.
LUSTER staff performed constructability and value engineering reviews; assisted with construction bidding; managed and coordinated contractor activities; inspected contractor’s work for quality control and compliance; monitored schedules; managed cost and contractor payments; monitored and reported on progress; and provided close‐out services.

SOUTH TERMINAL MODIFICATIONS & BOARDING AREA B REMODEL PROJECT
In a joint venture, LUSTER was prime Construction Manager for a $123 million conversion of the existing international terminal and Boarding Area B to a domestic terminal.
The central portion of the existing South Terminal was renovated to accommodate a pedestrian connection to the AirTrain. The mezzanine level was modified, and the baggage system was improved.

BIRMINGHAM‐SHUTTLESWORTH INTERNATIONAL AIRPORT BIRMINGHAM, ALABAMA
AIR CARRIER APRON REHABILITATION PROJECT
LUSTER, in a joint venture, performed project management and field supervision for the $12 million Apron Rehabilitation Project. The project involved planning, design, and construction (improve‐ment, rehabilitation, and replacement) of all aprons throughout the airport. The project involved the rehabilitation of 37,500 square yards of pavement and improvements to the drainage sys‐tem. Drainage improvements involved installation of 4,000 linear feet of reinforced concrete pipe. Construction was limited to specific areas in an effort to mitigate the impact of construction on the air carrier operations.
LUSTER coordinated construction activities with Birmingham‐Shuttlesworth Airport’s aviation operations department. Our services included development and maintenance of the master schedule; development of a management plan; implementation and maintenance of the management information system (MIS); coordination of permitting; implementation of design procedures; participation in design reviews; value anal‐ysis; procurement assistance; contractor qualification and selection; and construction contract administration. LUSTER also coordinated work with the Owner, FAA and contractors. In addition, LUSTER reviewed submittals and project costs, managed the change order process, produced monthly reports; and conducted the project close‐out.
NEWARK‐LIBERTY INTERNATIONAL AIRPORT NEWARK, NEW JERSEY
AIRPORT REDEVELOPMENT PROGRAM
In a sub consultant role, LUSTER provided project controls and IS/IT support services for the $3.8 billion Port Authority of New York and New Jersey’s Capital Improvement Program. The pro‐gram was accomplished in conjunction with Continental Airlines’ Global Gateway Project at Terminal C and the extension of the monorail to New Jersey Transit and Amtrak rail lines. In addition, the program involved improvements to all terminals and a new control tower constructed by the Federal Aviation Administra‐tion. Other projects included the construction of new parking structures, roadways, frontage roads, and bridges.
LUSTER developed and maintained construction schedules of work assigned to the general contractors. Our services included cost estimating, schedule analysis, and report preparation.
