What’s Changing and Why?

PARCA changed the thresholds (effective 1 Sept 2015) which trigger an

automatic EVMS compliance review to $100 million meaning fewer contractors

will now have compliance reviews

Why?

• Contracts are bigger

• Earned Value Management (EVM) is costly

• BBP 3 looks for ways to be more efficient and save money

What’s Changing and Why? (Cont’d)

DCMA is working to leverage technology to streamline reviews and perform

more comprehensive analysis on contractors’ data

The new approach is data driven and will probably start appearing on contracts

late next year

Initial pilot used source contractor data – this varies at each site

• Testing metrics in different industrieso LM Aeronautics along with major subcontractor BAE

o Raytheon Missile Systems

o GD Electric Boat

o Textron Marine and Land Systems

• Currently 132 metrics in 32 Guidelines / 4 Categories of ANSI/EIA 748o Baseline metric count was 163

o Ratio of Manual to Purely Automated is 3:2

Baseline review of metrics completed May 2016

• Complete metric testing – End of March 2017 (estimate)

• Tools in production - Oct 2017 (estimate)

• DCMA will use both the current condition (Over/Under Threshold) as well as

the trend associated with the metric to focus their attention

• Discussions indicate, tripping a metric threshold will trigger further

investigation into the issue before a CAR would be issued – giving time to

ensure it is not a data quality blip or something simple to resolve

• Most clients we talk to want the capability to run the metrics and find any

issues or questions before submittal

• This means having the data, the time and the tools to run the integrated

Acumen now has the capability to define the new DCMA

metrics

• Acumen will include the DRAFT DCMA metrics out-of-

the-box

• Acumen metrics will be maintained by Deltek to be

compliant with DCMA changes

The new Summary Metric Report is like the Analyst Report on

steroids. It includes:

• All Ribbon Views containing metrics with the new Publish

flag set to true

• Each ribbon view is summarized by showing the Score to a

program summary tab.

• Intermediate levels of Metric Folders are also summarized

You don’t need to select one of the ribbon views before you

publish… we fuse what we need

We are on track to deliver Cobra 8.1 with the Cost Data Export functionality by the

end of the year.

We are on track to deliver Acumen 8 with EVAS functionality by the end of the year.

We will complete plans for PMC and wInsight after their current releases are

completed.

Subsequent to RFI in Feb, DCMA posted RFQ - June 7th with expected contract to

be issued end of July 2016.

• This was delayed to end of September 2016

• Still has not been awarded

• 100% small business set-aside

Existing Deltek contract with DCMA was extended in September

• Includes Deltek Cobra, MPM, wInsight, Open Plan, and Acumen

• Already own wInsight Analytics enterprise license

• Expanded Acumen to the full suite (Fuse, Risk & 360), and increased adoption to

an enterprise license

• Added named users of Cobra and MPM
