Consideration #1

Results• Between 2011-2015, EPA's P2 Program

issued 281 grants for $31.6 million with state matches that achieved the following rolling four-year results:

– $1.1 billion in savings for business– 401 million lbs. of hazardous materials reduced– 23.6 billion gallons of water saved– 10.8 million tons of greenhouse gases eliminated

(15.38 billion kilowatt hours of energy savings)

Consideration #4

• The most defensible Programs are:– consistent w/Administration & Agency

priorities and themes– consistent with Office priorities– supported by stakeholders– strategic– effective (gets results)– efficient

10

Good News

Some Administration priorities: • Economy, Business, Jobs• Deregulation

•P2 directly supports Administration Priorities• supports American business (particularly small and

medium size) – helps address waste, efficiency and saves $

• Non-regulatory

•P2 gets results

11

And…..?????

• Supports Office priorities?–Opportunity: TSCA 21?

• Do we have stakeholder support?• Would we be viewed as strategic,

efficient and effective?• Do we have a unique contribution

(not redundant)?• Other vulnerabilities?

12

Goal: Promote economic growth and environmental protection by minimizing natural resource use, use of hazardous materials and generation of toxic waste. This results in globally competitive industry, a cleaner environment and healthier communities.

Pollution Prevention Strategic Approach

DocumentBPs & Innovation thru Case Studies

Amplify BPs & Innovation

Replicationof BPs &

Innovations by Others

Facilitate & FundIdentification &

Development of BPs and P2 Innovation.

Presenter
Presentation Notes
1: Facilitate and Fund P2 Innovations and ID and Development of BPs LEARN EPA grants/contracts to develop & deliver P2 technical assistance, info & tools, and ID barriers & solutions for P2 adoption. Work on the ground will often be at the RETAIL level. Measure Outputs - # of facility visits, # innovations or BPs, solutions to barriers 2: DOCUMENT innovations and BPs thru CASE STUDIES: DOCUMENT THE LEARNING TAPs and P2 Hub document P2 approaches, BPs, results & measures. – add in RFP and terms and conditions for grant. – Capture all recommendations after facility visit and contact a year later to see what was implemented – if not implemented, why? Document outcome measures through innovations and BPs adopted. Measure Outputs # of case studies developed. 3: AMPLIFY Innovations and BPs: SHARE THE LEARNING EPA, TAPs, & P2 Hub actively amplify & make case studies easily accessible, conduct outreach, leverage partnerships Emphasis on WHOLESALE approaches. Measure Outputs - # of trainings, # webinars, # website hits, trained 10% of food manufacturers on latest BPs or P2 innovations… 4: REPLICATION of Innovations & BPs by others: OTHERS APPLY THE LEARNING P2 approaches and outcomes are replicated by others Follow-up to measure adoption of P2 approaches & outcomes (maybe based on surveys),
