Pennsylvania state police
• Established May 2, 1905
• Sprung from the turmoil and violence that arose from the Industrial Revolution
• 228 Troopers 6,000 Troopers
• Military type ranking – Commissioner
• Statewide enforcement, assistance in times of emergency, governor’s protection

Strategic Analysis

Vision, Mission, and goals of PSP
• Formed on May 2,1905 by Governor Pennypacker.
• Responsible for the lives of all those within Pennsylvania.
• The PSP are guided by a Vision and Mission Statement.
• All Troopers are bound by a “Call to Honor” oath.
• Day to day operations require a tremendous amount of data and information technology.
• Throughout our presentation we will cover many aspects how the Pennsylvania State Police can improve their utilization of information technology.
LION CONSULTING, INC. PSP
Environment Assessment
• Opportunities and Threats– Great Opportunity to better coordinate
processes and communication– Utilize knowledge from similar organizations
with previous experience in police systems– Will be a challenge to integrate portable
devices– Major threat of security issues
LION CONSULTING, INC. PSP
Current Systems Assessment
• Strengths:– Security
• Weakness:– Manual systems waste a significant amount of time to transfer and
process the information– There is no efficient way to share information electronically
– The current trooper dispatching process is performed from too many locations throughout the state, resulting in the inefficient use
of people and equipment – Today’s current system support can’t satisfy the future use
LION CONSULTING, INC. PSP
Technology Trend
• Use of Personal Data Assistants (PDA’s)– Connected to the network – Installed in every patrol car
• Microsoft Word for writing reports– Saves troopers’ time
• Global Positioning Service (GPS)– Helps locate incidents; give troopers
an idea of where they need to go
LION CONSULTING, INC. PSP
Technology Trend
• Bar Code Scanners– Help PSP check evidence in and out,
move evidence to different locations, and maintain physical inventory
– Use of BackTrack• Allows PSP to customize the scanner
software so that it meets their specific tracking requirements
• Offers integration with current databases or creation of new databases to store information
LION CONSULTING, INC. PSP
PSP Readiness
• Ready for change• Already a leader in implementing
the latest technology, so should be less resistant to change.
• Large size will necessitate the standardization of technology and databases across their statewide organization.

Strategic IT Initiatives
• “How to Develop an Information Strategy Plan” – Construct IT – Stage 1: Initiate Information Strategy Planning Project
– Stage 2: Identify your Business Proposition
– Stage 3: Examine Capabilities and Technologies
– Stage 4: Develop System & Technology Roadmap
– Stage 5: Prioritize Solutions

Process Analysis: Call Taker
• 1st step in Event Management Process
• Accessing CLEAN, preparing call reports, determine appropriate dispatch
• Time needed to verify calls, process CAD forms, and determine dispatch
• Main problem: Manual Work – slows down process
LION CONSULTING, INC. PSP
Process Analysis: Dispatcher
• some tasks are not clearly separated into the right position
• the current process is task redundancy
• human resources are not efficiently used due to too many manual processes
LION CONSULTING, INC. PSP
Process Analysis: Trooper
• Officer Process Analysis– Officer is dispatched, retrieves information and proceeds to the scene.– Then Collects evidence, arrests suspects, conducts interviews or issues
citations. – After completed the information is put into the system for the specific
incident. – The trooper then either performs additional activities such as hospital
visits, or criminal history checks and when all these are completed the call is cleared, the information is verified and then sent to the supervisor.
– There exists some inappropriate process flow in current dispatch process. For example, from a dispatcher receives a call which is dispatching required to update incident database, it takes several steps. It means that a trooper may gain information, which does not fit real situation. It may cause problems.

Suggestions for Improvement or Redesign
• PSP’s current Event Management Process is inefficient, error prone, and redundant.– Too many manual processes
• Make inefficient use of the human resources
• Prone to errors when transferring information
• Delay in reaction times
– Redundant processes• Delay in reaction times
LION CONSULTING, INC. PSP
Suggestions for Improvement or Redesign
• Reduction of Manual Processes– Troopers can use the PDA’s to write their reports,
rather than first writing them by hand and trying to interpret what they wrote
– Use of portable Bar Code Scanner will reduce the number of manual processes normally necessary for dealing with evidence
– Integrated network makes it significantly easier to access a larger amount of crime information in a shorter amount of time
LION CONSULTING, INC. PSP
Suggestions for Improvement or Redesign
• Consolidation– Reduce number of steps required to complete a
single task– Example: Since trooper will be typing up their
report at the scene, there is no reason for them to have to review their report again later. The report can immediately be sent to the supervisor for review.

Proposed Enterprise Architecture
LION CONSULTING, INC. PSP
Software Architecture
• Middleware– Connect existing wired and wireless networks.
• Windows XP Professional Operating System– Office XP
• PSP software for dispatching, connection to CLEAN
LION CONSULTING, INC. PSP
Database Architecture
• Had troubles with transferring data between different databases.
• Consolidate all current databases into one database warehouse.– Will help data flow more smoothly between
current systems.
LION CONSULTING, INC. PSP
Computer Platforms Architecture
• Necessary to acquire enough computing devices with adequate specifications for computing power– Desktops: 2.0GHz processor, 512 MB of RAM, 30GB
hard drive – Laptops: 1.5GHz processor, 256 MB of RAM, 20GB
hard drive– Servers: processors 1.0Ghz or higher, at least 1.5 GB of
RAM and 2.0 GB of storage – PDA devices
• Recommend getting bids for Computing devices
LION CONSULTING, INC. PSP
Network Architecture
• LAN/WAN network with wireless capabilities– LANs: Dispatcher stations to connect computers at that
location
– WAN: Connect individual LAN locations into one single network
– Wireless capabilities for PDAs and portable laptops connected through gateway
Routers and Firewalls to maintain transfer of data and HUBs to connect servers for email, database and printers
LION CONSULTING, INC. PSP
Security Architecture
• High-level security services:
– Safeguard PSP information assets from unwarranted use.
– Provide efficient local and remote access to approved information.
– Protect PSP from possible legal liabilities due inappropriate use of I/S resources.
LION CONSULTING, INC. PSP
