Purpose of the Presentation Planning Background Murrayville's Historic Development Requirements for a HCA General Provisions of the HCA Long Term Benefits

The purpose of this presentation is to provide information to Council on a proposed Heritage Conservation Area Strategy for the historic community of Murrayville, and to seek Council’s permission to hold an open house to obtain resident input on the proposal.

heritage resources and promote awareness of heritage values. 

Murrayville Community Plan 2.1 Planning Goals

(4) The identification and protection of heritage resources in recognition of their cultural, educational and enjoyment value to present and future generations.

  2.2 Planning Objectives

(13) To consider the heritage resources of Murrayville in the preparation of land use policies and bylaws in the review of development proposals in Murrayville.

PHILOSOPHICAL AND MANAGEMENT OBJECTIVES

OBJECTIVES OF THE HCA

Recognize and enhance the historic nature of Murrayville

Promote the preservation, restoration and rehabilitation of the heritage buildings in the Area

Ensure that building restorations, rehabilitations, alterations or redevelopment enhances the heritage character of the Area

Accommodate infill consistent with the heritage buildings in the Area

Respect the design of existing contemporary buildings Communicate the historic value of the area through

complementary streetworks and interpretive features

GUIDELINES FOR ACHIEVING THE OBJECTIVES

AIMS OF THE GUIDELINES

Inform the public of the intent to enhance the character of historic Murrayville

Promote economically viable commercial and residential projects

Encourage the retention and revitalization of individual historic buildings

Provide guidance for new construction  Encourage an appropriate streetscape

appearance that will benefit the entire heritage area

Renovations, and Infill Buildings and New Construction

SCHEDULED HISTORIC BUILDINGS

30 sites, or approximately one third of the sites encompassed within the proposed boundaries, are listed historic sites

NON-SCHEDULED EXISTING BUILDINGS

INFILL AND NEW CONSTRUCTION

It is recommend that these existing buildings be renovated in a manner consistent with the form scale and style of their particular period

There is NO requirement in the guidelines to alter these buildings to reflect a historic “theme”

It is recommended that design concepts for proposed new construction should attempt to blend harmoniously with the historic elements in the Area

Guidance is provided on how this may be achieved

Murrayville Heritage Conservation Area Bylaw

GENERAL PROVISIONS OF THE HCA

HERITAGE ALTERATION PERMITS

A Heritage Alteration Permit is required for: Subdivision of a property Addition or alteration to the exterior of

a building Construction of a new building or

demolition of a building.  

HERITAGE ALTERATION PERMITS

A Heritage Alteration Permit is NOT required for: Interior renovations Exterior maintenance and repairs of

existing exterior materials Landscaping Construction and maintenance activities

carried out by the Township Regular and emergency maintenance of

municipal infrastructure consistent with the objectives of the HCA

BYLAW IMPLICATIONS

The enactment of a Heritage Conservation Area in Murrayville will not affect the current bylaws in place.

Special requirements to vary provisions in the Zoning Bylaw related to heritage situations can be enabled either through Heritage Alteration Permits or Heritage Revitalization Agreements
