DATE: May 8, 2013 TO: Board of Education FROM: Dr. Don Haddad, Superintendent of Schools SUBJECT: Approval of the Construction Manager/General Contractor (CMGC)
for Spark! Discovery Preschool Project
RECOMMENDATION That the Board of Education authorize the administration to enter into contract negotiations with FCI Constructors, Inc., for Construction Manager/General Contractor (CMGC) services for the Spark! Discovery Preschool Project for a contract amount not-to-exceed $474,000 which includes a 10% contingency. Further, that the Board authorize Rick Ring, Chief Operations Officer, to sign contract documents and initiate scope changes in accordance with Board of Education policy. BACKGROUND The CMGC review committee received and reviewed responses to RFQ 2008-007 “Construction Manager/General Contractor for Remodels/Additions.” FCI Constructors, Inc., was selected as the most qualified for the project based on their current similar work at Thunder Valley K-8 that is right across the street. The project converting the present Frederick Elementary to Spark! Discovery Preschool will include playground conversion to preschool age, relocation of existing elementary age equipment, and state licensing and health department requirements for preschools that include hard surface flooring, washable surfaces, hand sinks, etc.

Replacement Project Bid #2013-042 RECOMMENDATION That the Board of Education approve the contract award for the Mountain View Boiler Replacement Project to Krische Construction, Inc., for an amount not-to-exceed $271,370 including the base bid, and a 10% contingency, and further authorize Rick Ring, Chief Operations Officer, to sign contract documents and initiate scope changes up to the approved amounts in accordance with Board of Education Policy FEH, Supervision of Construction. BACKGROUND Funds are available for the Mountain View Elementary Boiler Replacement in both the 2008 Bond and the BEST Grant program. Bid documents were distributed on April 12, 2013 and bids were received and opened on April 23, 2013 with the following base bid results.

Contractor (CMGC) Contract - Lyons Middle/Senior Additions and Renovations Project
RECOMMENDATION That the Board of Education approve Change Order #8 for $138,460 including a 10% contingency to the Construction Manager/General Contractor (CMGC) contract with FCI Constructors, Inc., for a total contract value of $2,315,900, and further authorize Rick Ring, Chief Operations Officer, to sign appropriate documents. BACKGROUND The Lyons Middle/Senior High School Additions & Renovations Project was approved on March 10, 2010 for a total contract amount not-to-exceed $2.4 million. The additional scope of work will include a new sewer main to the football concession building to alleviate current site and building sewer drainage problems. Funding for Change Order #8 is available in the Capital Reserve budget.

BACKGROUND The Capital Reserve Committee, consisting of representation from school principals, along with the department heads of Technology, Transportation, Custodial, and Operations & Maintenance, developed the Capital Reserve Handbook that outlines the process and procedure for Capital Reserve fund allocations. The attached list, for your consideration, reflects those identified recommendations.

DATE: May 8, 2013 TO: Board of Education FROM: Dr. Don Haddad, Superintendent of Schools SUBJECT: Approval of Appointment of Longs Peak Middle School Principal RECOMMENDATION That the Board of Education approve the appointment of Mr. Timothy Bishop as Principal of Longs Peak Middle School, effective August 1, 2013. BACKGROUND Mr. Bishop graduated with a Bachelor’s degree in Art History and Secondary Education from Colorado State University and a Master of Education in Administration from University of Phoenix. He also has certification in Data Driven Instruction from the Harvard School of Education Principals’ Center. He is currently employed as the Principal at Steamboat Springs Middle School where he has twice been nominated for Colorado’s Principal of the Year and received the Colorado Department of Education School of Excellence recognition for the past eight years. He has prior experience as Assistant Principal at Steamboat Springs Middle School. Mr. Bishop also has high school teaching and coaching experience in the Elbert School District in Elbert, Colorado. He will be relocating to the Front Range and looks forward to beginning this new assignment at Longs Peak Middle School. SALARY Annual salary will be according to schedule.

BACKGROUND Mr. Moore graduated Magna Cum Laude with a Bachelor of Arts degree in English Literature from St. Edwards University in Austin, Texas. He earned his Master of Arts in Teaching with an emphasis in Elementary Education from Colorado University. He also has additional course work from the University of Phoenix where he earned his Administrative licensure in an Educational Specialist degree program. Mr. Moore is currently employed as the Principal at Flagstaff Charter Academy in Longmont. He has previous experience as the Program Director and Developer of the AVID 4 Adventure program in Boulder. He served as the Lead Teacher at Running River School in Lafayette and was a Mediator in the Restorative Justice program of the Lafayette Police Department. Mr. Moore’s teaching experience is in the Twombly Primary School in Ft. Lupton. He is excited for this new leadership opportunity at Lyons Elementary School and looks forward to meeting with the parents and staff in preparation for the transition to this new leadership role. BACKGROUND Ms. Pitz graduated with a Bachelor of Arts degree in Elementary Education (K-8) with an emphasis in English from Adams State College in Alamosa, Colorado. She earned her Master of Arts in Educational Administration and Supervision (K-12) from the University of Phoenix in Denver. Ms. Pitz was recognized as the 2009 Reba Ferguson Memorial Colorado Rookie Principal of the Year. She also has a long list of district leadership activities from building-level committee and collaboration work to District-wide committees and leadership teams. Ms. Pitz has been employed with St. Vrain Valley School District since August of 2002. She is currently serving the District as the Principal at Mountain View Elementary School. She served as the Dean of Students at Erie Elementary School prior to her current assignment and she completed her Administrative Internship at Longmont Estates Elementary School and Trail Ridge Middle School. Her previous teaching experiences are at St. Vrain’s Longmont Estates Elementary School and Remington Elementary School in Colorado Springs. She is excited to meet with the Niwot Elementary School parents and staff in preparation for the transition to this new leadership role. SALARY Annual salary will be according to schedule.

BACKGROUND Ms. Henderson graduated with a Bachelor of Science in Education from Minot State University in North Dakota and her Master of Arts in Special Education from the University of Northern Colorado. She also has additional course work from the University of Phoenix for her Principal licensure program and the University of Northern Colorado for a Director of Special Education licensure program. Ms. Henderson is currently employed as the Assistant Principal at Mountain Range High School in the Adams 12 Five Star Schools. Prior to this assignment, she served the Adams 12 Five Star Schools as a Special Education Quadrant Coordinator and a Coordinator of Special Education in the Cherry Creek School District. In addition, she has middle school teaching experience as a special education program teacher in the Cherry Creek School District and the Unified School District 501 in Topeka, Kansas. Ms. Henderson resides in Erie and is looking forward to beginning this new assignment at Skyline High School. SALARY Annual salary will be according to schedule.

Support RECOMMENDATION That the Board of Education approve the purchase of Check Point Network Security Appliances and Support from The Root Group in the amount of $175,628.00. BACKGROUND These appliances provide a security gateway that uses multiple technologies to control network access, detect sophisticated attacks and provide additional security capabilities such as data loss prevention and protection from web-based threats. In response to current usage, the District Technical Services is doubling the District’s bandwidth internet access to 1Gig. The current firewall appliances will not support 1Gig bandwidth. This purchase provides the District the capability to provide up to 10Gig of internet bandwidth for future growth. In 2011, the Purchasing Department issued bid 2011-046 for Check Point Software Maintenance. The bid was issued to authorized resellers in Colorado and posted on the District website. Only two responses were received and the award was recommended to the lowest bidder, The Root Group. Bid No. 2013-050 was issued on April 15, 2013. This bid was sent to authorize resellers in the Colorado region and posted on the District website. Although two bidders verified their intent to respond prior to the due date, only one bid response was received. The award is recommended to the only low responsive and responsible vendor, The Root Group.

DATE: May 8, 2013 TO: Board of Education FROM: Dr. Don Haddad, Superintendent of Schools SUBJECT: Charter School Memorandum of Understanding (MLO) UPURPOSE For the Board of Education to discuss a draft Memorandum of Understanding (MOU) from the St. Vrain Valley charter schools. UBACKGROUND The Board of Education and St. Vrain Valley administrators have met with charter schools on December 4, 2012 and, again, on April 17, 2013 regarding the distribution of 2012 mill levy override funds. As a result of these meetings, the charter schools have collaborated on a Memorandum of Understanding with the school district to document how those charter schools will be receiving those funds. A copy of the draft MOU from the charters will be handed out at this Board meeting.
