CONFERENCE PROGRAMME
London’s tall buildings pipeline continues to increase year on year. Significant change is coming to some parts of the city, whether it be in places that did not have a tall building before or places which already have a number of tall developments in the pipeline. What is the impact on local neighbourhoods and how does the planning system cope with the chal-lenges that tall buildings bring? How do we ensure new tall buildings are of the highest quality of design and do not harm London’s rich historic heritage?
New London Architecture and the research team will discuss the findings of the latest NLA London Tall Buildings Survey 2019, providing the annual snapshot of new tall developments in London.
With the majority of tall buildings in the pipeline being residential, what role do tall buildings play in accommodating an increasing population? What do they deliver in terms of affordable housing? Are they the best way to deliver density? Are they more expensive to build and maintain? In this NLA conference we bring together built environment experts to discuss the future of London’s skyline.

Simon Henley Principal, Henley Halebrown
Henley Halebrown was shortlisted for the 2018 Stirling Prize for the University of Roehampton’s Chadwick Hall student housing. The practice is currently working on a range of housing, education, community and commercial schemes including the next phase of the NLA Mayor’s Prize-winning Kings Crescent Estate and De Beauvoir Block co-workspace, both of which won RIBA Awards in 2018. Simon combines practice with teaching, writing and research. He is a Fellow of the Royal Society of Arts, an Academy of Urbanism Academician & Brother of the Art Workers Guild. @HenleyHalebrown
Peter Murray Chairman, New London Architecture (NLA)
Peter was editor of Building Design and RIBA Journal before starting Blueprint Magazine in 1983. He is President of Wordsearch, the global communications and design consultancy. He has curated many architectural exhibitions at the Royal Academy as well as exhibitions held at NLA. He is founder of the London Festival of Architecture and is author of various architectural books. He is a Past Master of The Architects’ Company, a visiting professor at IE University in Madrid, Chairman of The London Society and a keen cyclist. @pgsmurray @nlalondon
Gordon Ingram Senior Partner, GIA
Gordon has 30 years’ experience advising clients on daylight, sunlight and rights of light matters. He has led major developments in Central London, cities across the UK and around the world. Gordon is currently leading a research project on daylight within dense locations, establishing design guidance to allow greater density whilst optimising amenity. VU.CITY is the largest and most accurate interactive digital model of London. Developed by GIA and Wagstaffs, it is a revolutionary tool for architects, developers and the public sector. @GIAupdates
Gerry O’Brien Founding Director, AKT II
Gerry has decades of experience delivering outstanding buildings for the most demanding of clients and architects. A vocal exponent of the value design, his talent marrying design with cutting edge engineering can be seen in his practices work. His collaboration with some of the world’s most prestigious architects, including David Chipperfield, Foreign Herzog de Meuron, Norman Foster and Zaha Hadid, on projects that range from small-scale private residential blocks and footbridges, to huge master-planning and large regeneration projects worth several hundred million pounds underscore his ability. Stuart is a specialist in Planning and Regeneration and coordinates a team of 40+ town planning professionals. Having spent most of his entire professional life in London, Stuart worked in the public sector for the Government Office for London and then Newham Council prior to moving into consultancy. Stuart oversees a wide range of housing and residential projects across a significant cross-section of London Boroughs. @GL_Hearn
John Bushell Design Principal, Kohn Pedersen Fox
An integral part of KPF’s global practice, John has achieved wide acclaim for his innovative and distinctive residential, institutional, commercial, mixed-use and cultural buildings in the UK, Europe, the Middle East, Asia, and the United States. John led the design of South Bank Tower in Southwark, converting a former office tower, by architect Richard Seifert, into a world-class, mixed-use development. The introduction of more mixed-use development in London has long been a priority for John. Drawing on KPF’s expertise across the globe, he has incorporated tenets of mixed-use design into projects including One Crown Place in Hackney, and DAMAC Tower in Nine Elms. @KohnPedersenFox
Emily Gee Regional Director, London & South East, Historic England
Emily has worked with Historic England since 2001, including as Head of Listing and London Planning Director. Emily has an undergraduate degree from Smith College, Massachusetts, a Masters of Architectural History and Historic Preservation from the University of Virginia, and a diploma in Building Conservation from the Architectural Association. Emily has published on Victorian and Edwardian housing for working women and on listing, including post-war buildings and diversity. Emily is a Governor at Thomas Coram Nursery, on the Council of Camden History Society and a Trustee at the Brunel Museum, Rotherhithe. @HistoricEngland @ejngee
Riette Oosthuizen Urban Planning Partner, HTA Design LLP
HTA Design LLP is an award-winning design practice specialising in residential and mixed-use development of all scales. Riette has 22 years of experience as an urban planning consultant, academic and researcher in South Africa and the UK with interests in planning with communities, tackling social exclusion exacerbated through the built environment and innovative ways of solving the housing crisis. She co-directs HTA’s research projects, and leads on amongst others #Supurbia, the practice’s thinking on suburban intensification through careful design coding measures. @HTAdesignLLP

Javier Quintana Chairman, CTBUH UK & Managing Director, IDOM UK
IDOM UK is an international award-winning architecture and engineering company based in London. Prior to IDOM, Javier was the director of the Foundation Escolá and the Dean of IE School of Architecture and Design. Javier holds a master’s degree from Columbia University and has a PhD from the University of Navarra. His texts on the European take on tall buildings have been widely published. Besides his role at IDOM, Javier teaches at the London School of Architecture and is the Chairman of the UK Chapter of the CTBUH. @IdomMerebrook
Ian Rae Head of Planning, LB Hackney
Ian’s team includes Strategic Planning and Development Management, as well as a Growth Team responsible for major projects, masterplans and design. During his four years at Hackney he has overseen the preparation of a new Local Plan and area based plans for Hackney Central, Stamford Hill and Shoreditch. Ian’s team also manage over 4,500 planning applications per year. Ian was previously Head of Regeneration, Spatial Planning & Economic Development at LB Hounslow where he led on Hounslow’s Housing Zone and Golden Mile Masterplan. Prior to this Ian led LB Redbridge’s Planning Policy team, with achievements including London’s first adopted LDF Core Strategy, Area Action Plans, and first CIL Charging Schedule. @hackneycouncil
Kath Scanlon Distinguished Policy Fellow, LSE London
Kath is a housing researcher at LSE Since 2014 she has been exploring the barriers to increased housing production in London. She recently led a study for the GLA on residents’ experience of living in high-density developments in the capital and has also published research on the resurgence of the Build to Rent model. She has lived and worked in the USA, Spain, Denmark, Yugoslavia, Kuwait and Peru. @LSEnews
Mark Swinburne Project Director, Argent
Mark joined Argent in 2013 and is the design lead for the Argent Related Tottenham Hale development, which will deliver over 1.2m sq. ft. of development including over 1,000 new homes. Prior to this Mark was responsible for leading the delivery of two major office schemes at the King’s Cross development. Before joining Argent, Mark worked as a practicing architect at IDE-Architecture and Aedas, working on a wide range of schemes including Al Bahr Towers (Abu Dhabi) and Holland Park School. His work has been exhibited at NLA, the RIBA, Somerset House and the London Architecture Biennale. @Argent
Keith Priest Founding Partner, Fletcher Priest Architects
Keith became a design director at Wolff Olins in London and Hamburg after graduating from the AA. With Mike Fletcher he founded Fletcher Priest Architects in London whose work spans urban design, architecture, interiors and research. Recent awards include ‘Tall Building of the Year’ and ‘Office Architect of the Year’ and ‘City Building of the Year’. Keith has lectured widely, was president of the Architectural Association and is a member of the BCO Urban Group. @FletcherPriest
Colin Wilson Head of Regeneration Old Kent Road, LB Southwark
Colin is a planner and urban designer with 29 years of experience working in London. Colin currently leads LB Southwark’s Old Kent Road regeneration team, responsible for delivering 20,000 homes, 10,000 jobs and the Bakerloo line extension. Colin previously worked for the GLA where he was responsible for managing the team that produced the Mayor’s Opportunity Area frameworks including those for Vauxhall’s 9 elms and White City and dealt with the referred strategic planning applications. @lb_southwark
Steve Watts Founding Partner, Alinea Consulting and Chairman, CTBUH
Steve has 30 years of experience in the industry, having worked with many industry-leading developers and a host of top designers on demanding projects, large and small. Steve has unrivalled knowledge and experience in the economics of tall buildings, working on a number of high profile towers. He was the inaugural Chair of the Council on Tall Buildings and Urban Habitat’s UK Chapter in 2015 and has been the official Chairman of the global Council since October 2017. He enjoys a challenge, possessing a forensic attention to detail as well as the ability to see the bigger picture – attributes which he applies to all projects, tall or otherwise. Steve leads alinea’s Knowledge Group, bringing his passion for innovation, focused research and collaboration to the role. @CTBUH
John Parker Director, WSP Structures
John has been involved in many of WSP Structures’ highest-profile projects. He was lead structural engineer for the Shard and for the London Bridge station redevelopment. He has been involved with WSP’s “out of thin air” initiative which promotes building above railways and other public infrastructure. Currently he is lead structural engineer for HS2’s Old Oak Common station. John is passionate about the integration of structural engineering and architecture.
