On Monday May 15 2017, Binh wastravelling inacarwithCatholicpriestNguyenDinhThucfromthe SongNgocparish inDienChaudistrict toVinh city. Theircar was stopped by police in Dien Chau district and policeviolentlyremovedBinhfromthecar.HewasinitiallydetainedinNgheAntemporarydetentioncentrebuthisfamilylearnedhehadbeenmovedtoB14DetentionCentreinHanoi.

The people of Huoi Nom village in Dien Bien Province havepractisedProtestantismsince1998.The localgovernmentdidnotpreventpeoplefollowingthereligioninitially,butin2006,the local authority demanded the church to register theiractivitieswith the authorities. The people did not agreewiththe request as they feared their religious practices comingunder the control of the authorities. In response, the localauthorityhasincreaseditsrepressionofthechurch.Theyhavestoppedpeoplepraying for theprotectionof their forest andhavepreventedpeoplefromgainingaccesstolandtofarm.On the eveningMarch 24 2017, hundreds of police attackedthevillage,usingbatons,peppersprayandguns.Eight people were arrested and the village was ransacked,biblesandreligioussignswereconfiscated.LyAThaowasoneof them. They were all tried on September 13, 2017 underArticle199andsentencedto3yearsinprison.

Hislawyer said that Khanh's health is normal and there was nophysicalsignthathehadbeentortured.Khanhisaccusedbypoliceofmanagingtwoblogs,"BaoThamnhung" (Corruption Newspaper) and "Tuan bao Viet Nam"(VietnamWeekly) and three Facebook accounts namely "BaoTham nhung", "Tuan bao Viet Nam" and "Dan chu TV"(DemocracyTV)aswellastwoYouTubechannelsnamely"VietBao TV" and "Vietnam Online." Vietnam’s authorities saidKhanh used these social networks to propagandize anti-state
