Leadership Report2014 was a transformational year for Family Programs Hawaii. We sadly bid farewell to
long-time agency leader, Founder and President & CEO, Linda Santos, who retired in
April. Linda’s leadership within the social services sector has left an indelible mark in the
foster care community.
Since coming on board in May, I have been honored to continue building upon our legacy
of supporting foster and adoptive families in Hawaii, while at the same time charting
a new course, amid a fast-changing child welfare system environment. I look forward
to continuing our work of providing transformative prevention, support and transition
services that provide hope and inspiration to children, youth and families.
We thank Mike Curtis for his dedication, strong leadership and commitment as we
navigated the changing landscape facing our nonprofit, while preparing the agency for
greater impact in the foster care community. Mike turned over the helm to Jeff Case at
the end of his term in 2014.
We also celebrated the promotion of Keith Kuboyama from Clinical Director to Vice
President of Program and Clinical Services, recognizing his strengths and contributions in
helping streamline the operations of the organization. Eva Chau was promoted from Program
Manager of the Resource Families Support Services to Director of Programs, enabling her to
use her programmatic experience to provide oversight of our three main contracts.

I am especially excited about our new branding project that we launched in 2014. We
have a new logo that I believe captures the essence of the agency and our impact in the
community. Our website has a new look. It’s still a work in progress, but please visit us at
FamilyProgramsHawaii.org because we love showing off our new look.
Several fundraisers brought renewed support to the agency from the private sector.
Diamonds Over Diamond Head featured a fabulous evening under the stars at the home
of Stephen and Susan Metter in February. We unveiled our “You Can Make a Difference!”
event in October. It provided a magical evening in the beautiful setting at the historic
Liljestrand House with its own magnificent views of Honolulu and raised needed funds to
continue benefiting our youth and families.
And, where would we be without the talent, dedication and commitment from over 1,200
volunteers who donated more than 6,712 hours to support our programs, administrative
efforts and special events in 2014? The value of their donation is estimated at more than
$146,748.
Thanks to your support in 2014, we have been able to continue our work to provide hope
and transformation in the lives of the children, youth and families we serve. Amid the
great successes we have experienced this year, we are boldly moving forward to tackle
the challenges that still face us.

outcomes for children exposed to the child welfare system by
providing impactful prevention, support and transition services.
We know you share our goal of proving all children in foster
care a home filled with love, stability and security, along with a
foundation of lifetime learning to ensure them a promising future.
Whether it is working with families to provide a safer and
more nurturing home, or supporting resource care givers in
strengthening the placement of their foster child, or helping
transitioning foster youth gain financial and career security –

PREVENTIONWendy’s Wonderful Kids Program plays a vital role in identifying and supporting families
to adopt some of the longest waiting children in Hawaii’s foster care system. Ten children
were placed in Forever Families and five families have finalized their adoptions in the
past year with the support of WWK.
Voluntary Case Management served 518 cases in the 2014 calendar year. 82% of the
closed cases were closed successfully and avoided child welfare services involvement.
Hawaii Adoption Resources has established itself as an affordable and reliable source
of adoption home studies and post-placement services in its first full year of operation.
No-fee home studies are provided for families adopting children from Hawaii’s foster
care system.
The youth cared for at Ho‘omalu O Na Kamali‘i displayed improved attitudes, behaviors,
and school work completion during their stay, as evidenced by staff, DHS staff and
volunteers. Youth participated weekly in a variety of cultural and community service
activities throughout Oahu.
SUPPORTYouth Engagement & Support (YES) successfully kicked off a new mentoring program
in collaboration with Dr. Choy at Argosy University and won the “Best Program” award
at the Institute of Violence, Abuse and Trauma Conference in 2014. YES engages foster
youth on all islands to participate in empowering and supportive activities.
It Takes An ‘Ohana’s advocacy work helped create positive legislative change for all
foster families in Hawaii by increasing monthly foster care payments for the first time
in 24 years.
The youth involved in the Peer Engagement and Knowledge sessions increased their
protective factors through connectedness with community and improved pro-social
FPH scored 97% OVERALL COMPLIANCE during the Casey Family Programs 2014 Contract Agency Site Review. Compliance was 90% or higher in the following area: Facesheets, Mandated Forms, Budgets, Transcripts, Probations, Required Contracts, Quarterly Reviews, Medical Documentation and Case Closures.

behavior, social competency and self image. Youth participated in focused work on
mindfulness techniques in part to enhance their coping skills. Because of PEAK’s
success, Kea’au High School, Goodwill Industries of Hawaii and Hale Kipa have reached
out to PEAK for support and guidance with the WhyTry curriculum implementation.
Resource Families Support Services provided a conference for resource families on
“Successful Futures: Helping Children, Adolescents, and Young Adults Thrive” with Dr.
Steven Choy in different locations throughout the state including Oahu, Maui, Kauai,
East Hawaii, West Hawaii and Molokai, with a total of 371 adults in attendance.
Project Visitation Oahu provided monthly sibling visits for an unduplicated 113 children
in 28 sibling groups in 2014 and Project Visitation East Hawaii served 92 youth on Hawaii
Island this year. Siblings participated in community sponsored events, activities and a
three-day Camp Connection.
TRANSITIONLong Term Foster Care students continued to make strides toward college graduation
and independent living: two transitioned to live independently after earning their degrees
in 2013, three earned college degrees in 2014, two graduated from high school and
14 continued in college into 2015.
Of the 20 youth between 16 and 18 in the Hilo Ho‘ololi Mua No Ke Ola Senior Program,
16 graduated from high school or received a GED and 16 were accepted to college.
Of the seven alumni youth between 18 and 23, all completed a career and employment
training program and interviewed for employment.
In 2014, eXcel program guided high school students to enter and complete their college
education, celebrated four college graduations and four high school graduations with
19 students on track and continuing in college and three completing requirements to
enter college in 2015.
Enhancements continue to fund the extras in the lives of OVER 1,000 FOSTER CHILDREN AND YOUTH, such as graduation robes and caps, clothing, extra-curricular activities, tutoring and trips, or help with basics such as clothing, after-school or vacation programs, school supplies, outings and child care.
