EARDF is not anymore part of the “family”. Just “EU Funds”, not “Structuraland Investment Funds” governed by a Common Strategic Framework.

Cohesion objective is ancillar; first the CPR “EU Funds” have to finance the 5 policy objectives, then the Structural Funds, in doing so, contribute to cohesion ex art 174 of TFUE

Partnership Agreement (PA): no analysis of disparities and territorial needs, no territorial development approach, no ex-ante assessment, no assessment of ex-ante conditionalities, no assessment of additionality. Guidance for investmentscomes from the Economic Semester process (Annual Growth Report and Country Reports) in 2019 and 2024. The PA is only a tool for demarcation of interventions, identification of synergies, listing of expenditures and programmes.

Flexibility versus certainty of investments:• Mid-term review of the MMF and of the programmes• Programming only 5 years• Transfer of funds among cathegories of regions, between programmes,

between management models, between headings and within headings of the MMF

Performance frame work continues without rewards or sanctions
