Methodology of ACS

Monthly sample, cumulative 3% each year. Systematic sample of Master Address File. Housing unit sample—no group quarters. Mail survey, with CATI & CAPI follow-up. Totals controlled to age, sex, race & ethnicity

estimates for county for July 1 of each year. Multi-year figures are averages of years. Residence based on two-month rule, not “usual”

residence.

1990 group quarters is 7% of the size of the population increase from 1990-1997/8.

Four GQ are most important: Harris County Jail, UH & TSU dorms, Rice dorms, TC Jester Prison. Half of the 1990 group quarters population lived in the ACS areas containing these institutions.
