Our role as an observer• Task is new for us• It has not been defined in Interreg projects either• Anyway the project gives us an opportunity to learn from

the experiences of other partners• In general, the observer:

– Applies the results– Evaluates the progress and gives feedback– Participates in co-operation

• We represent public sector, we provide social and healt care services

• We have considered how the public sector can support, encourage and allow volunteering– Service guidance– Free opportunity to choice services– Voucher– Are we active or passive?– Role of money?– Volunteering or organization which provider services?

What we have done

• We have cooperated with logal and national level– Communicating Kainuu Region project

(Viestivä Kainuu! -hanke)• Questionnaire to organization in our region to find

out the extent and importance of voluntary work within social and health care and also the number of employees

– Send to 400 organizations: 65 answers– Respondents 47% had hired labor – Of the respondents 74% had no service production

What we have done• The main threats or barriers to development of

service provision – was the reduction of grants funds or the lack of

money (26%), – lack of active players and the difficulty in recruitment

of new activists (20%), – lack of employee or lack of local organizer (12%) and – development of Joint Authority of Kainuu Region and

service provision direction from the top to down (10%).

– Other: de minimis regulation, management, lack of workroom

What we have done• Volunteering

– Of the respondents 83 % do volunteering – Main barries were lack of volunteers and their

exhaustion (69 %)

• How do improve respection of voluntary work– Informationing– Attitude– Rewards, refreshing, education and cooperation

What we have done

• We have started cooperation with Citizen Forum– We want to participate to constructuring

national and local structure for volunteering – We want to find partners to continue debate of

the role of public sector in voluntary work – We want to find new innovations to make

voluntary work: can we allow to our employees to do voluntary work one day/year
