India is signatory to Incheon strategy “ Make the Right Real” for persons with Disabilities in Asia & Pacific.

Disabled people: Demographic profile - As per the 2011 Census, there are around 26.8 Million people with disabilities, constituting 2.21% of the total population of the country.

Disabilities can be broadly classified into the following categories for the purpose of inclusive disaster management (NCD, 2009): sensory, mobility, cognitive, and psychosocial.

Disability is a multidimensional construct. Persons with disabilities are not a heterogeneous group, and persons with different disabilities or different severity of a disability will have different needs in a disaster of emergency situation.

In a disaster causalities of disabled is twice that of normal people.

Goal 7- Ensure disability-inclusive disaster risk reduction and management. 7A - Strengthen disability-inclusive disaster risk reduction planning. 7B - Strengthen implementation of measures on providing timely and

For disaster management, public awareness plays a critical role. NDMA is exploring the possibilities of creating general public awareness and disaster specific public awareness through use of SMS and for that purpose NDMA requires information about availability of mobile phones with the State Govt. functionaries at various levels right till the village level.

NDMA vide mail dated 02.01.2014 and letter no. 11-57/2013- Awareness dated 07.05.2014 has asked all the states to furnish following information in the below given format.

State Disaster Management Plan is required to be prepared by each State in terms of Section 23 of the Disaster Management Act, 2005 (DM Act).

The State Plan shall be prepared by the State Executive Committe (SEC), having regard to the guidelines laid down by the National Disaster Management Authority (NDMA) and after such consultation with local authorities, district authorities and the people’s representatives as the SEC may deem fit.

The State Plan shall be approved by the State Disaster Management Authority (SDMA). The SDMP shall be reviewed and updated annually.

The High Level Committee (which approves the Central Assistance to be provided to the affected States) in its meeting held on 21st August 2013 has desired that Inter-Ministerial Central Team (IMCT), while on visit for on- the -spot assessment to the disaster affected States, be advised to check the status of preparation of State Disaster Management Plan and District Disaster Management Plan and specifically indicate in the report of IMCT.

The SDMP are being reviewed at different levels in the Govt. of India and have also come under the scrutiny of Hon’ble courts.

State Disaster Management Plan (SDMPs). Scheme for preparation of SDMP’ provided financial assistance of Rs. 10.63/ 8.63

lakhs to each States/UTs in 2009-10. Only 10 States as on date have furnished full UCs.

NDMA has been regularly following with States/UTs for preparation of their SDMPs and Utilization Certificate (UC). Each State/UT has been addressed vide NDMA letters ranging from 8-12. Only 9 States as on date have furnished full UCs.

DDMP: - As per section 31 of the DM Act, there shall be a plan for disaster management for every district of the State.

The DDMP shall be prepared by the District Disaster Management Authority (DDMA) after consultation with the local authorities and to be approved by the SDMA. The DDMP shall be reviewed and updated annually.

NDMA has written to all States/UTs to provide details of DDMP prepared. However, only 5 States- (1) Goa (2) Himachal Pradesh (3) Karnataka (4) Mizoram and (5) West Bengal have responded.

All States/UTs have been requested by NDMA vide letters dated 23.08.2013 followed by reminders dated 03.12.2013 and 03.03.2014 to incorporate the provisions contained in the Chapter 6 of the National Disaster Management Guidelines-Management of Biological Disasters related to livestock management in their SDMP and DDMP. 25 States/UTs are required to expeditiously act on the above suggestion.

Vice Chairman NDMA vide letter dated 27th August 2013 has written to the Chief Ministers of all the States/UTs for holding regular meetings of SDMAs and to invite Members NDMA as a Special Invitee to ensure better coordination between NDMA and State Govt. for disaster management. This has been followed by reminders to States/UTs vide letters dated 16.12.2013 and 5.3.2014. 18 States/UTs are required to expeditiously act on the above suggestion.

1. Maharashtra : Although agreed to raise three Coys, have yet to raise a Stand alone SDRF.

2. Nagaland : SDRF personnel are being utilized for other duties as well.

3. Tamil Nadu : Only 70 personnel have been earmarked (2 teams) for Disaster response which appears to be insufficient keeping in view the vulnerability profile of the State

4. Punjab : Personnel have been earmarked from Armed Police Bns and are also being utilized for other duties

Seven States including Uttar Pradesh, Chattisgarh, Haryana, Delhi, Goa, Himachal Pradesh and Manipur are yet to constitute SDRF

Conclusion

The State Govts are requested to kindly constituted a full-fledged State Disaster Response Force (SDRF) with dedicated Manpower and DM Equipment. 25

Tamil Nadu and Uttar Pradesh have not yet agreed for stationing a SDRF team near Nuclear Power Plant.

Maharashtra,(Tarapur); Karnataka (Kaiga); Gujarat (Kakrapar); Rajasthan (Rawatbhata): Have agreed in-principle to station trained SDRF personnel near Nuclear Power Plant.

Conclusion : Deployment of SDRF team, trained and equipped with CBRN capability located near NPPs will be readily available to respond for Off-site emergencies and will also enhance disaster response capacity for nearby Districts.

Govt. of Tamil Nadu and Uttar Pradesh are requested to kindly reconsider deployment of SDRF team at the Nuclear Power Plants.
