There are over 50 different types of bills pertaining to law enforcement
in one way or another.
Law Enforcement pensions have been targeted in the Illinois General Assembly for the past
several years.
HB 418: Return to Service: is one bill that all law enforcement officers should be concerned
about. This bill if passed states that if you are retired and collecting a police pension and if
you go to work for another municipal police department as either a police officer or chief,
you MUST stop collecting your current pension until you leave the “NEW” job. This bill
passed the House last year but failed in the Senate. Everyone should contact their
legislators and have them oppose this bill.
Some of the other bills of interest are:
SB58: Police Shooting-Drug Test would provide that each law enforcement agency adopt a
written policy regarding drug testing following an officer involved shooting and have the
officer sub submit to an alcohol and drug test. (Oppose)
HB351: Crim CD -Sexual Assault: This would provide that the sentence for aggravated
criminal sexual assault, which does not otherwise provide for an enhanced penalty, is a
Class X felony for which 5 years shall be added to the term of imprisonment imposed by the
court. It would also provide that the sentence for predatory criminal sexual assault of a
child, which does not otherwise provide for an enhanced penalty, is a class X felony with a
minimum term of imprisonment of 11 years, rather than 6 years.
HB270: Investigations of Police: This would create the Law Enforcement Sexual Assault
Investigation Act: This would provide that allegations of sexual assault by a police officer
while performing his or her duties shall immediately be reported to the police officer’s
supervisory or command personnel and an independent law enforcement agency.
HB309: Sex Offender Reg Loss Employment: Would provide that a registered sex offender

who loses his or her job must report in person to the law enforcement agency with which
he or she last registered his or her loss of employment within 3 days of that loss of
employment.
HB233: Cram ID-Sealing Records: Would provide that records of conviction for any
non-violent offense or any criminal offense that did not result in bodily harm or death to
another person may be sealed 10 years after the termination of the petitioner’s last
sentence. (Oppose)
HB217: Crim CD-Cyber Bullying; This bill speaks for itself.

The Sherwood Youth Camp law suit is finally being transferred down to Knox County. I have
been informed that we are waiting for all of the files to be transferred down to Knox
County Court, which might take several months. Attorney Jim Skinner, of Galesburg will
take over the case once we are ready to proceed. Stay tuned for more information. I hope
that this might be resolved within the next several years. We can only hope.
I’m asking again that everyone do their best in signing up new members as to membership
totals are low compared to last year. We need everyone to do their part. If you have any
suggestions as to how we can get new members involved, please feel free to contact me at
any time.
The 116th Annual Conference if fast approaching. Set for September 15th & 16th, 2017 the
conference will be held at the Holiday Inn Gurnee Convention Center, 6161 West Grand Ave,
Gurnee, Illinois. Room rates are $99.00 per night plus tax for either single or double. Call
847-336-6300 to make your reservation.
This being an election year for the State Executive Board, letters were sent out to all of the
current State Elected Officers and to all Division Chairmen reminding them of the same and
that if anyone is interested in running for a State Executive Board position, that their letter
of intent has to be in the hands of the main office no later than March 17th, 2017. Any
letters received after this date will not be accepted. The nominating committee will be
meeting before the April 4th, 2017 Executive Board Meeting to review the letters received
and make their recommendations. Letters received were:

Seems like now that the contentious election season is over, the "picking" on police officers
has slowed down a bit. It's funny how some political groups like to use law enforcement,
mostly in a bad light, to advance their political views. I was a police officer for more than
29 years and I don't ever remember asking anyone what political party they affiliate with
before I arrested them. I would arrest whoever broke the law regardless of the political
party they back. No matter who wins or loses any political election, we in the Law
Enforcement profession will always do our job.
In May I will be attending my second Illinois Police Officer's Memorial as President down in
Springfield. It seems like just yesterday that I was reading the prayer at the church service.
Reading the prayer at the church service in front of the family members of our fallen
heroes and my Law Enforcement colleagues is one of the biggest honors that the President
can do.
In February, I attended the Black Hawk Division's Holiday Party with my wife Michelle. The
Black Hawk Division sure knows how to throw a party. My wife and I had a great time and
we won several raffle prizes. We would like to thank the Black Hawk Division for all their
hospitality, and we'll see you guys again next year.
Remember, The 2017 Conference will be coming up fast. This year's conference is an
election year and we all need to come out and support John Idleburg for President. The
conference will be held at the Gurnee Holiday Inn & Convention Center on September 15th
& 16th. Reserve those dates in your calendar now.

The April 4th, 2017 Executive Board Meeting was called to order by President Chris Surdel at
09:30AM with the Pledge of Allegiance to the Flag and a moment of silence for all of our
departed brothers and sisters.
Director Ed Hoes read the roll call of officers. Absent was Vice President Joe Feulner, Divi-
sion Chairman: Keith Chrastka, Craig Sim, John Hassenstab and Bill Marks.
A motion was made and seconded to dispense with the reading of the December 6th, 2016
Executive Board Minutes. Motion carried.
Attorney’s Report: Ed Pacilli reported that the law suit against the Sherwood Youth Camp
has been transferred down to Knox County. Attorney Jim Skinner, of Galesburg will be tak-
ing over the case.
Communications: Director Hoes reported that he received two requests from two different
police agencies asking permission to use the Sherwood youth Camp for training purposes,
the Henry County Swat Team and Mobile Training Unit IV. Both were granted permission.
Legislative Report; Director Hoes reported that there are over 50 bills pertaining to law en-
forcement that are being considered. HB 418 is one bill that all law enforcement officers
should take note on. These bills if passed states that if you are retired and collecting a pen-
sion and decide to work for another police agency as either a police officer or Chief MUST
stop collecting his or her current pension until you leave the “NEW” job. This bill passed the
House last year and they are trying to get it passed through both houses this year.

Finance & Contracts: The Director read the report from Robert Roman of Investment Coun-
sel, Incorporated. As for the calendar year 2016, the portfolio had a gain of 11.51%. The re-
port was read to the board and accepted.
Conference: The conference this year is being held at the Holiday Inn Gurnee Convention
Center, Gurnee, Illinois on September 15th, and 16th, 2017. Rooms are $99.00 per night plus
tax for either single or double. The contact person is Michelle Diltz, 224-9434-0603. This is
an election year so I hope everyone will attend and support your candidate for State office.
Death Benefit Committee: 22 claims were reviewed by the Death Benefit Committee. 16
claims were paid out at $400.00 each for a total of $6,400.00.
3 claims were paid out at $600.00 each for a total of $1,800.00.
Grand total paid out of $8,200.00
3 claims were denied various reasons.
Constitution & By Laws; Anyone wishing to submit a by-law change, have to have his or her
proposed change into the officer no later than May 12th, 2017.
Sherwood Youth Camp Board of Directors; Past President Randy Benson reported that there
has been more damage done out at the camp. He also reported that the members fishing
at the camp have taken over. Unknown members are storing their personal boats in the
boat house and have placed a lock on the door. There are over 40 boats lying around the
camp. No trespassing signs have been posted around the camp and posted MEMBERS ON-

LY. The lock on the boat house was taken off and the boats removed. The camp placed its
own lock on the house to keep people out. The camp is for MEMBERS ONLY.
This is the Sherwood Youth Camp and NOT the Sherwood Fishing Club, pass the word..

Public Relations Report: NO REPORT
Shoot Committee: Vice President John Idleburg reported the first shoot was held on Sep-
tember 21st, 2016 where 84 members participated. The total income for the shoot was
$702.00. The schedule for the upcoming shoots are; April 19th, May 17th, June 21st, July 19th
and August 16th, 2017.
Law Enforcement Memorial Committee: This year’s Memorial is set for May 4th, 2017. 3
officers have been approved as current honorees and 8 historic names will be honored.
Special Olympics Committee: Vice President Robert Nichols reported that he attended the
Law Enforcement Torch Run Kickoff in Bloomington as well as attending the Polar Plunge in
Galesburg and Sunday February 26th. 209 people plunged into Lake Storey. Anyone wanting
to purchase merchandise for the 2017 Law Enforcement Torch Run to see him after todays
meeting.
Scholarship Committee; This year there were only 5 Divisions that submitted applications
for scholarships. The winners are:
North Shore: Patrick Meadie
Tri-County: Mike Perry
Blackhawk: Marisa Teske
Shawnee: Christina Henson (Byrne)
Starved Rock: Adam Sangston
Congratulations to all of the winners.
Old Business: Marketing & Technology Committee Report; Vice President Robert Nichols
stated that the committee discussed the following items since the last board meeting.
1. They want the members of the IPA to be able to edit their own home address, phones

numbers and whatever else they might want to change.
2. Want to be able to borrow from the Death Benefit Fund to make changes to the web-
site. There was some research done, by who we don’t know, on prices for membership
updates to the web-site at the price of $950.00 a month for 500 members or $12,000.00
a year for the IPA Question was asked by Director Ed Hoes of our current web-master
was asked what it would cost to update the site and the answer was NO.
3. Committee agrees we need to offer something else to our members. This has been dis-
cussed for years but no one has come up with an idea. Maybe this committee will find a
benefit that will save the Association. We can only hope.
4. The committee wants to send out letters to all of the PUL members asking them if they
want a hard copy of the “Journal” to pay $20.00 per year. My question is why the com-
mittee wants to penalize the PUL members as they have paid their dues all these years
and can get the “Journal” free by printing it or looking at it on the Web-site.
5. Need to get monthly updates out to all the members in an e-mail update.
6. Discussed briefly Associate “B” memberships. (Why not up the Associate “B” member-
ship dues.)
The next conference call of the committee will be sometime in April.
New Business; this being an election year, the Nominating Committee, which is made up of
all Division Chairman Meet before the Executive Board meeting to review the letters of in-
tent that were received by March 17th, 2017. Chairman present were; Greg Elliott,
(Chairman), Daryl Williams, Ken Thomason, Jason Shaw, Rich Iverson, Brian Kuratko and
Lindsey May.
There were seven members who submitted letters of intent to the State office.

There were no letters on intent submitted for the positions of 2nd and 3rd Vice Presidents
and for the 3rd position of Auditor.
All of the letters were reviewed and the committee’s recommendations were to accept all
of the letters submitted. Motion was made by Ken Thomason, seconded by Jason Shaw.
Motion carried.

2016 Sam Garnati Shawnee Division Scholarship Winners Each year, the Shawnee Division,
Illinois Police Association, awards
its Sam Garnati Scholarship, to
the son, daughter, grandchild,
niece/nephew, or other relative
of a Shawnee Division member.
The Scholarship is named for
previous long-time Chairman Sam
Garnati. This $500 scholarship is
funded by raffles and donations
from members, and if enough
money is raised, more than one
scholarship is awarded. We are
proud to announce that five
scholarships have been awarded
for the 2016-17 school year.
The recipients for the 2016 Scholarships were Claire and Laure Goode, both granddaughters of Don and Barbara Gunnell of
Carterville and chosen at random in a drawing. A second raffle from items donated by members provided further
scholarships and scholarships were awarded to Taylor Dunning, daughter of John and Cindy Dunning, all of Carterville, and
Christina Henson, daughter of Dan and LeeAnn Byrne, as well as Jeremy Bivins, grandson of Shawnee Division member Jack
Bivins and wife Kay, and son of Jack and Chris Bivins of Rochester, IL.
The Shawnee Division meets on the third Tuesday of each month the Golden Corral in Carbondale, IL, at 6pm. Shawnee
Division members and their guests are welcome to attend and we welcome any law enforcement or correctional officer
who wishes to attend. The 2017 Scholarship Raffle will be beginning soon and anyone who wishes to donate items for the
raffle or has questions about the scholarship may call Kathy Marks at 618-201-2956. There is also an annual Illinois Police
Association Scholarship of $500 in addition to the Sam Garnati Scholarships and it is awarded to the son or daughter of an
IPA member in good standing.

displayed on passenger vehicles, B-trucks and vans weighing 8,000
pounds or less.
To purchase Illinois Police Association plates, please submit the
appropriate request form along with your license plates registration or
renewal application and the following applicable fees:
