GROUP PROGRAM MANAGER - DATA MANAGEMENT
The County of San Diego is seeking qualified candidates for the position of Group Program Manager - Data Management. This
unclassified management position reports to the Chief Data Officer and performs the following:
• Plans, coordinates, manages, and monitors the progress of large Countywide data sharing, data automation, and performance
analytics programs or projects across departments
• Develops, implements, and monitors data gathering and analyses related to performance indicators across the County enterprise
• Provides administrative direction, coordination, and planning of data systems services and activities
• Identifies appropriate measurements of data to define strategy for programs and service populations
• Evaluates and improves the manner in which the County accesses, uses, manages, and publishes data
• Identifies and remediates data quality issues
• Collaborates with executives to establish vision and strategies for enhanced uses of data and information
• Develops and maintain controls on data quality, interoperability, and sources to effectively manage risk
• Facilitates strategic and operational planning
• Monitors legislation relative to open data and ensures compliance with laws, regulations, and policies
CHIEF ADMINISTRATIVE OFFICE
The Chief Administrative Office (CAO) is responsible for implementing the policy directives of the Board of Supervisors as well as
achieving the County’s overall mission, goals, and objectives through the County’s five business groups - Public Safety, Health and
Human Services, Land Use and Environment, Community Services, and Finance and General Government. The Chief Administrative
Office works with the Board of Supervisors, public, and County employees to create a County government that is customer focused and
responsive to residents’ needs and priorities, effectively implementing the policy direction of the Board of Supervisors, efficiently
managing the day -to-day operations and functions of County government, and preparing the organization to meet the needs and
address the issues that will emerge in the future.
THE IDEAL CANDIDATE
The ideal candidate thrives upon the success of a team and enjoys an environment where collaboration is essential to successful project
delivery. A professional history that demonstrates the following competencies and attributes is desirable:
• Demonstrated leadership experience in developing and integrating an enterprise-wide strategy with complex data systems
• Experience with data analysis and modeling tools
• An appreciation for civic analytics and using data to solve public policy questions
• Experience in training others to use new technologies to work with data
• Expertise in data modeling principles/methods including conceptual, logical, and physical data models
• Proficiency using scientific and statistical programming tools such as R, Python, SAS, Stata, MATLAB, JMP and SQL servers
• Proficiency using multiple data visualization and business intelligence tools, including but not limited to Excel, Oracle, GIS
mapping software, Power BI, Tableau, and Cognos
MINIMUM QUALIFICATIONS
A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency AND three (3) years of
experience that demonstrates the ability to perform the essential functions of the classification; OR a combination of experience and/or
education as stated above.
Notes: A master’s degree or higher degree may substitute for a total of one (1) year of experience. In order for education to substitute
for work experience as indicated above, college level coursework must demonstrate progress toward a degree and may be substituted
on a year-for-year basis.
COMPENSATION
The anticipated hiring salary range for this position is $105,000 - $115,000 annually. Placement within this range is dependent upon the
qualifications of the successful candidate. Annual salary reviews are performance-based and goal-oriented.
