German RETech Partnership & Options for Biological WasteSeparations and Treatment

- German RETech Partnership Association- Options for Biological Waste Separation and

Treatment in Iran

Overview

- Over the past 30 years Germany‘s circulareconomy and waste management sector hasdevloped along very innovative lines in termsof technology and organisation.

- German legislation was instrumental in accelerating this process.

German RETech Partnership

- The Circular Economy Act, product regulationssuch as those governing packaging, end-of-lifevehicles, batteries and WEEE as well as the banof landfilling untreated waste in 2005 havebrought efficient and extremely reliablerecycling waste management technologies.

German RETech Partnership

- Notable examples are separate collection andsorting of waste, thermal treatment, energyrecovery, mechanical-biological treatment, hazardous waste treatment et al.

German RETech Partnership

- To strenghten the export of innovative technologies andthe transfer of know-how a number of German recyclingand waste management companies founded the„German RETech Partnership“ association in 2011.

- RETech‘s work is accompanied by an advisory boardmade up of representatives from various federal German ministries such as BMUB, BMWI, BMZ as well as KfW bank and other organizations.

German RETech Partnership

- RETech and its project partners have intensively studiedthe „Recovery of biogenic fractions of municipal waste in the PR of China“.

- Municipal solid waste in PR China has a high amount oforganic waste (similar to Iran)

General Aspects of the

Strategy for China

Legal Framework

MONITORING for existing regulations

Regulation for segregated collection of biogenic waste

Regulation for compost and digestate use

Limits for allowed emissions from compost and AD plants

Monitoring

Quality product control (Compost, digestate)

Operation control for facilities (Emissions, etc.)

Advice in case of problems

Education

Waste management as part of the education Engineers (Planning, construction, operation, collection, etc.)

Introduction of a formal training for workers in waste management

Finances

Waste Tax ?

Subsidies for biogenic waste ?

Revenues for recyclables, RDF, Compost, Biogas

for China

Avoidance strategies for food waste

RESTAURANTS:

Information, Incentives

Improvement of procurement and menu management

Proper storage

HOUSEHOLDS

Information at schools, public buildings, in newspapers, etc.

Introduction of segregated collection

Step-wise introduction of segregated collection to:

Gain a clean biogenic fraction suitable for recovery

Reduce amounts of mixed waste

Reduce share of biogenic fraction / water content in mixed waste

Treatment of biog. Fraction

Production of Biogas for combined heat/power unit, gas system, fuel

Production of compost to improve soil’s quality and nutrients content

Mixed waste treatment

MBT :

Reduce amounts for landfilling

Increase recovery

Improve calorific value of waste to be incinerated

Treatment concepts for China

- Iran has good conditions to implement a sustainable waste managementas currently realized in China

- Suitable concepts and requirements for implementation are the basis- Composting of green waste is possible and marketing opportunities are

available- Iran has potential for mechanical-biological treatment as a decentralized

solutions as a supplement for waste incineration plants- Close cooperation between the Iranians and German actors can help to

achieve a sustainable waste management
