• ThatGALconsidersproposingtotheCAA,theestablishmentinairspacedesigncriteriaofaminimumdistancebetweenarrivingtracksforaircraQ,todeliverforarrivals;bothameaningfuldispersalandanopportunityforrespite.ThisislikelytoapplytoaircraQbeforetheyhavejoinedthefinalapproachtrack,whichforGatwickwillthereforebeat3000feetorabove.

•  Theadop8onofcarefullydesignedroutes-fromtheapproachholdingfixesusedforGatwicktotheILSfinalapproachtracks-providesrealopportunity:toreducenoise,todisturbfewerpeople,todeliverfairandequitabledispersalofnoise;andtodeliverwelldefinedrespitemeasures.TheLondonAirspaceManagementProgrammeshouldbedevelopedbyNATSandGALtoincorporatealterna8veproposalstothosepublishedin2013,assoonasreasonablypossible,forconsulta8on,agreementandimplementa8onforGatwickarrivals.

• ThatGALexplorewithNATSthepoten8alforaircraQtobevectoredtobeestablishedontheILSataminimumof8nmfromtouchdownoutsideofnighthours,ratherthanthecurrent10nm.Thisadapta8ontovectoringmethodologyshouldextendthearrivalswathe2nmclosertotheairportandincreasethearrivalsdispersaltomorecloselyemulatetheopera8onspriortothe2013change.Hencethearrivalswathewillnormallyextendfromaminimumof8nmto14nm,withaircraQjoiningonastraightinapproachwhentrafficpermits.

• ThattheGatwickFlightPerformanceTeamintroduceaKPI,enablingthemonitoringandrepor8ngofthenumberofflightsdelayedfromplannedday8mearrival,intoanightmovement(aQer23:30local)andthatGALini8atemeasurestoiden8fyandagreesteps,includingenhanceduseof8mebasedopera8ons,withairlinesandwiththeairport’sschedulingcommideeforimplementa8onwithin12months,toeffec8velyandprogressivelyreduceunplannednightarrivalsatGatwick.

• GALandNATSshouldevaluatethepoten8alefficiencybenefitsofanearlierimplementa8onofadvancedTBStechnology(8mescaleforcomple8onofevalua8onwithin12months).

Recommenda=on(IMM-18):TheestablishmentofaNoiseManagementBoard(NMB)bysummer2016,tobeoperatedunderindependentchairmanshipandcomprisingrepresenta8vesfromeachoftheins8tu8onsabletoeffectchangeforGatwickarrivals,aswellasthechairoftheAirportConsulta8veCommidee(GATCOM),andbothelectedcouncilmembersandresidents’representa8ves.

Other Recommenda=ons(IMM-15andAspire22):

• Tobederinformstakeholders,independentacademicresearchshouldbeundertakentovalidatethereasonswhyarrivingaircraQareoQenperceivedbyresidentstobelowerthaninthepastandtoiden8fymeasurestoestablishtheactualfactsinacontrolledanalysiswithcommunityinvolvement.

• ThattheGatwickholdingareasshouldbehigher(orshouldberelocated)toenableholdingaircraQtodwelloverwater,ratherthanoverSussex.

• ThatGatwickestablishesanenhancedcomplaintspolicyandfullytransparentprocedure,assoonaspossible,usinganon-lineformastheprimarymediumwhichrequirestheloca8on(postcode)ofthecomplainantandthedateand8meofdayoftheincidentsuchthattheaircraQinques8oncanbeiden8fiedandestablishedwiththeloca8on,therebyallowingempiricaldatatobedevelopedandanalysedsothatnoisemi8ga8onac8oncanbetaken.Thereshouldbenolimittothenumberofcomplaintsperhousehold.Forresidentsnotpossessingcomputeraccess,postalsubmissionsshouldbeaccepted,butrequiredtocontainthebasicinforma8onoutlinedabove.

• ThatGatwickshouldpublish-nolaterthanMarch31st-adescrip8onofthestepsthatitisintendingtotakeinresponsetothearrivalsreportandwhich,ifany,oftherecommenda8onsitplanstopursue.

• Intheinterestofimprovedcommunityrela8ons,Gatwickshouldpublish-nolaterthanJanuary31st2017-areportofoverallprogresstowardsdeliveryofthestepsrecommendedinthisreport,includingrelevantstatusupdatesfromCAAandNATS,including(whereappropriate)thebasisforanyrelateddecisions.

Conclusion  Thereviewhasledustoconcludethattherearerealopportuni8estosignificantlyalleviatethenoiseissuesfromGatwickarrivalswhichhavegivenrisetosomanycomplaintsandconcerns.Theseopportuni8escanberealisedtothefullonlyifallofthepar5esinvolvedworktogetherinnewandmoreeffec5vemeansofcoopera5on.
