Cargo Rail to Port Canaveral Port Canaveral could be putting the brakes on a federal
environmental review of its proposal to create a cargo rail
link to the port. Commissioners on Wednesday will consid-
er authorizing port staff to ask the federal Surface Transpor-
tation Board Office of Environmental Analysis for "a tempo-
rary pause" of the agency's review of proposed rail routes.
Among the proposed routes is one that would add a rail line
over the Banana River and through the Merritt Island Na-
tional Wildlife Refuge. That route has generated controver-
sy from Merritt Island residents, environmental advocates,
and fishing and environmental tour operators. The request
to halt the Surface Transportation Board process
is designed to give port's staff time to work with the
Renuart/Larkin Group and the U.S. Air Force to study the
feasibility of a rail route through the Cape Canaveral Air
Force Station.
Also on the Canaveral Port Authority agenda for Wednes-
day: a proposal to authorize port staff to work with the
Renuart/Larkin Group to pursue what's known as an
"enhanced-use lease" with the Air Force that potentially
could include use of parts of the Middle Turning Basin and
rail connections through the Air Force station. That en-
hanced-use lease process is separate from the Surface
Transportation Board process Port Canaveral had been
pursuing.
Port Canaveral is hoping to create a rail link from the port to
the existing rail line west of U.S. 1. Port officials say such a
rail link is desired by importers and exporters, would boost
the port's cargo business, would create jobs and would take
trucks off the highways.
The port's potential partners on the Cape Canaveral Air
Force Station project -- the Renuart/Larkin Group and Mid
Atlantic Railway Services -- are proposing an agreement
with the Air Force to lease up to 2,000 acres at the 16,000-
acre-plus Cape Canaveral Air Force Station. Some of that
land would be used for an industrial park and office park
along Phillips Parkway at the Air Force station. The pro-
posal also calls for about 500 acres of Air Force land north
of the port's channel, in what's known as the Middle Turning
Basin area, to be used by the port to expand its cargo oper-
ations.

Apps for Sailors After the last general meeting I had a number of requests
about the software we had discussed in the program. For
those of you that missed the program, we went over a
number of applications that could be used on IPads, Tab-
lets, Computers and Cell Phones. These “apps” as they
call them are relatively inexpensive and add safety and
support to your daily cruising. Here are some of the apps
we looked at and the web addresses to find more info on
each.
The first is eRadar HD. This is a high-resolution weather
radar for iPhone, iPad and Android phones, that not only
gives a great radar view but also has watches, warnings

Next is Boating USA HD from Navionics, high resolution
charting and route planning software, available for most
platforms. Cost is free to try it out and $49.99 to buy on
Google Play or iTunes. This is a great backup GPS and

Don’t you just hate it when the winds are blowing over
night while you try to sleep thinking about your anchor
dragging? My GPS anchor alarm is at the helm and a little
far away to be heard; this is where DragQueen Anchor
Alarm comes in. Made by ActiveCaptain, this small free
app installs on your cell phone and tracks your location
around the anchor, warning you of the possibility of the

2015 GAM is Coming!
The Seven Seas Cruising Association 2015
Melbourne GAM is just around the corner
and, as always, volunteers are needed to
help in the kitchen, ECSA table and serving
lunches. This year SSCA is requiring all vol-
unteers who also attend the sessions to pay.
They have given us a discounted rate of $20
a day or $35 for the full GAM. For those who
wish to help by serving the lunch only, there
would be no charge.

our fundraiser. However, our volunteers will be charged
a discounted rate of $20 to attend sessions (the full rate
is $50). Nigel Calder will be speaking. We will also have
a free table there to advertise and to sell our merchan-
dise. The volunteer sign-up sheet will be on the back
table. Please put a star by your name if you want to at-
tend seminars. The flea market on Sunday is free. This
is a big fundraiser for us so please help!
The following weekend (Nov. 21-22) is our Rotary Park
cruise. The club will be providing the burgers so bring a
side to go with it!
Treasurer Clay Showen—Next year’s dues can now be
accepted. Reminders will be going out at the beginning
of the year.
Page Proffitt—John Geraci, Simon Koumjian, Brad Stow-
ers, and Phil Scalise just sailed back from Orient NC to
Ponce Inlet. A long offshore passage!
Elected Governor Bob Wiley—Banquet report: We have
a contract with Suntree Country Club for March 12. The
program is being worked out and we have a menu. The
attire will be dressy. A reservation form will be posted on
the website and in the FT&C next month. [Page 8 of this
newsletter.] Reservations need to be in by Feb. 27. Any
donations to help cover expenses would be appreciated.
Upcoming FT&Cs will have articles about the history of
the club. The motto of the event is “50 Years Under Sail.”
Merchandise will be available to preorder. Thanks were
expressed to Bob Wiley and the committee for all of their
hard work in putting this together!
Because of the anniversary celebration, there will be a
general membership meeting instead of the annual
award dinner in January. The 2016 Board will be in-
stalled at that meeting.
Joe Coleman—If you frequent any of the businesses that
advertise with us, such as South Patrick Hardware or
Sparman, please let them know that you saw their ad in
the FT&C. This lets them know that their ads are effec-
tive and gives them a reason to keep advertising with the
ECSA.
Marci Hutson—The Christmas Boat parade party will be
held at their house on Dec. 19th. There will be a potluck
and we will watch the parade from their back yard. Be
there at 5:00. We will eat immediately. The parade itself
usually starts around 6 p.m. and anyone can participate.
There is no real organization. Just decorate your boat,
show up and get in line. It is sponsored by the Banana
River Power Squadron.

Call to Order--Commodore Page Proffitt called the meet-
ing to order at 7:01 p.m.
New Members and Guests—Guests of Nancy Knobbs,
Joe and Steve, introduced themselves. Nancy Keane’s
friends, Jose Casalls and Wilson Saurez, were also rec-
ognized. Loretta Schnitzius brought guest Tom Hoffman.
Membership applications from Connie and Larry Ether-
idge as well as Lynn and Russ Kliem were accepted by
the board.
Treasurer’s/Secretary’s Reports—A motion to approve
the September minutes as published in the October Foot,
Tack & Clew was made and carried. The August Treas-
urer’s report as published in the Foot, Tack & Clew was
also approved.
Commodore Page Proffitt—A nominating committee is
needed to find next year’s Board. Several key leadership
positions need to be filled. If you are approached to serve
in one of these positions, please consider helping out.
Rear Commodore Tom O’Shea—Cruising report: The
Marker 21 cruise went well. The weather was good with
the winds right to sail both down and back. A total of 14
boats attended, 10 from MYC and 4 from ECSA, although
not everyone was able to stay overnight. Dinner was
grilled out on the island. A fun time was had by all. Clay
Showen singlehanded the whole way!
The Boy Scout Island cruise only had 2 boats attend, with
rainy weather on the way home.
Past Commodore Joe Coleman--Their cruise up to New
Smyrna went very well. Impulse, Judith III and Alibi
stopped for the night in Titusville, went through Haulover
Canal and up the Mosquito Lagoon, then stayed at the
New Smyrna City Marina. The marina is nice, with the
town within walking distance and an inexpensive bus sys-
tem that allowed them to go beachside. They left on Fri-
day to go to Boy Scout Island for that cruise. When no
one else showed up, they left early. They may make a
trip down to Stuart after the first of the year.
The SSCA GAM is coming up (Nov. 13-15). The SSCA
generously allows the ECSA to run the kitchen for this
event as a fund raiser. A problem has arisen in recent
years where ECSA volunteers have insisted on attending
seminars for free on days that they weren’t working, even
though SSCA members who work the GAM still have to

Marker 21 Cruise Review Don and Joanne Theriault
We had a great turnout for the Marker 21 cruise,
including both ECSA and MYC members. We en-
joyed great weather and stimulating conversation!
Attendees were Don and Joanne Theriault on Im-

Kim Redder (not sure of this name -- apologies if

Christmas Boat Parade
December 19

Arrive at 1700 with your covered dish. We will begin
the fine-dining pig-out at 1730. The boat parade be-
gins on the north end of the Grand Canal at
1800. The parade should arrive at our latitude start-
ing around 1830.
Come by boat – Bring your dink to our dock or to Si-
mon’s dock. We are on the Grand Canal directly
east of the cut-through between Tortoise Island and
Samson’s Island. Simon’s dock is two houses north
of us.
Come by car – We are at 458 Nautilus Dr. in South
Waterway at the end of the cul-de-sac. You may
park on the street, in our driveway, or in Simon’s
driveway (457 Nautilus Dr.)
MYC will bring a keg! Please bring a dish to share,
your favorite beverage, and something to sit on. We
will provide fine plastic dinnerware, cheap paper nap-
kins, and equally cheap plastic cups.
- Dining at 1730 on the lawn overlooking the canal.
- Boat parade after dinner.
- Holiday sing-along after the parade. Bring your
instruments and your best singing voice.

Rotary Park Cruise
November 21-22
Board of Governors
Mark your calendar for one of the most popular
cruises of the year. We have reserved the Rotary
Park pavilion from 2 p.m. to 9 p.m. on November
21st. This cruise is always a great time, with music,
games and lots of good company.
Sail over and anchor off the beach, or drive to the
park, across from Suntree Boulevard. The gates
will be open extra hours for this event.
ECSA will be supplying hamburgers for all, to be
cooked on the grill in the pavilion. Bring your bever-
age of choice and a side dish to share. Dinner will
be served at 5:30 p.m.
Cruisers can gather in the park for a potluck break-
fast on Sunday morning.
Boy Scout Island “Review” Don and Joanne Theriault
Boy Scout Island was a washout this year, due to
rainy weather and high water which flooded the is-
land. Better luck next year!

So far we've covered our Scrapbook of
newspaper articles, the Directories, and the
FT&C. Well, we do have some photos that
predate the website and easy access to
photos. We have some from 1996 to 2000.
The oldest on the website is from 2007. So
if you have some photos that fill in some of
the years that aren't covered, please let
Bob know and hopefully we can find an
agreeable way to get them scanned and
added to our club history.

Several members responded to last
month's plea and we have a couple of
checks in hand. There will also be oppor-
tunities for the “50/50” winners to donate
their share to the dinner fund. It would
help our efforts if each of you could be as

Proposed Change to
Bylaws In order to present the annual cruising
awards at our January general meeting, the
following change is proposed to the ECSA
Articles of Incorporation. A vote to approve
the change will be conducted at the De-
cember 9th general membership meeting.
Article VI Section 3 states, in part: “the
newly elected officers and governor shall
be inducted during January awards ban-
quet meeting following their election.”
The proposed change reads: “the newly
elected officers and governor shall be in-
ducted during the January business meet-
ing following their election.”
Since the usual awards banquet is also the
January business meeting, the proposed
change covers both the normal annual ban-
quet and the 2016 business meeting, fol-
lowed by the 50th anniversary banquet in
March.
