Adjustment for Timing System Difference102.24.4D

Effective May 1, 2016, back-up times no longer need to be adjusted for timing differences.

No need to look at the current previous and next heats to provide a consistent average.

Use button time reported by timing console.Note that Colorado automatically deducts 0.15 s but

Daktronics does not. Both are acceptable.
