Introduction

TheFederalInsuranceandSelf-EmploymentContribu-tionActs(FICAandSECA)requirethewithholdingoftaxesfromwagesofemployedpersonsandthenetearningsofmostself-employedpersonsfortheSocialSecurityandMedicareprograms.In2008,earningsupto$102,000incoveredemploymentweresubjecttoSocialSecurity(Old-Age,Survivors,andDisabilityInsurance,OASDI)taxes.TherewasnolimitonannualearningssubjecttoMedicarePartA(HospitalInsurance,HI)taxes.

UnderSocialSecurity,thetaxratewasthesame(6.2percent)forbothemployeesandemployers.Therateforself-employedworkersequaledthecombinedemployeeandemployerrateof12.4percent.UnderMedicare,theratewasalsothesame(1.45percent)forbothemployeesandemployers.Forself-employedworkers,itwas2.9percent.

TheamountofSocialSecuritytaxableearningsisdeterminedfirstbycountingwageandsalaryearnings(asreportedbyemployers)andthenanyself-employ-mentincomeuptothetaxablemaximum(asreportedbyself-employedindividuals).TheamountoftaxesincludesboththeemployeeandemployersharesforSocialSecurity.

Datainthisreportarenotadjustedformultiemployertaxrefunds.Employeespaytaxesontheirearningsuptotheannualtaxableamountforeachemployerthattheyworkforduringtheyear.Employeeswhoworkfortwoormoreemployersandearnmorethantheannualmaximumtaxableamountoverthecourseoftheyearpayexcesscontributionsthatarelaterrefunded.Corre-spondingemployercontributionsarenotrefunded.

TwodeductionprovisionsreducetheSECAandincometaxliabilityofself-employedpersons,withtheintentoftreatingthemthesameasemployeesandemployersforpurposesofSocialSecurityandincometaxes.Taxablenetearningsfromself-employmentaredeterminedbyreducingnetprofitfromself-employmentbyanamountequaltonetprofittimesone-halfofthecombinedSECAtaxrate.TheresultingamountisnottaxableforSocialSecurityiflessthan$400.Inaddi-tion,self-employedpersonsmaydeductone-halfoftheirSECAtaxesasanadjustmenttoincomeonInternalRevenueService(IRS)Form1040.

Thisreportpresents2008earningsandemploymentdataforpersonscoveredunderSocialSecurityandMedicareinthe50states,theDistrictofColumbia,andPuertoRico.ItshowsmembersofthearmedforcesandreservesaccordingtotheresidencelistedontheirW-2

form.WorkersinAmericanSamoa,Guam,NorthernMarianaIslands,andU.S.VirginIslands;U.S.citizensemployedabroadbyU.S.employers;personsemployedonU.S.oceanbornevessels;andworkerswithunknownresidencearegroupedtogetherasOther.Thedataarepresentedbysex,race,andage.

Thereportusesaresidence-basedgeographiccod-ingsystem.StateandcountydesignationsarebasedonemployeeresidenceshownontheW-2wagereportsthatemployerssendtotheSocialSecurityAdminis-tration(SSA)byelectronicfilingandonaddressesmatchedtoself-employmentearningsreports.Elec-tronicfilingaccountsforaboutfour-fifthsofthetotalW-2reports,andthatfigureisincreasingeachyear.Employ-erswith250ormoreemployeesmustuseelectronicfiling,andmanysmallerfirmsdosovoluntarily.

Foremployerswhofileonpaper,thelocationofemploymentisusedtorepresenttheworkersresidencebecauseoftherelativelyhighcosttoSSAofobtainingtheworkersresidencefromthosereports.Whereacountycodeisnotavailable,theresidenceisshownasUnknownwithinthestate.

Thetablesshowworkerswithearningsreportedinmorethanonestateorcountyduringtheyearinonelocation,mainlytheirend-of-yearresidence.Thelogicsequenceforcodingaworkersresidencebeginswiththeaddressassociatedwithself-employment.IftheworkerfilesnoScheduleSE,theaddressfromtheelectronicreportshowingthehighesttaxablewagespaidunderMedicareisused.Ifthereareonlypaperreports,theemployeraddressfromthereportshowingthehighesttaxablewagespaidunderMedicareisused.Workerswithearningsreportedinbothwageandsalaryjobsandself-employmentarecountedineachtypeofemployment,butonlyonceinthetotal.

Datainthisreportwereobtainedfromthe1percentContinuousWorkHistorySample(CWHS),derivedfromW-2wagereportsandfromIRSScheduleSEofForm1040.ThesampledatawereinflatedtocorrespondtoSSAestimatesforU.S.totals.Forsomecounties,dif-ferentweightingfactorsresultinsmalldiscrepanciesbetweentheestimatednumberofworkersinSocialSecurityemploymentandthenumberinMedicareemployment.AllemploymentcoveredbySocialSecurityisalsocoveredbyMedicare.

Sincethisreportisbasedona1percentsample,thedataaresubjecttosamplingvariability.Eachnumberisactuallyanestimateofthetruevalueintheoverallpopu-lation.Aresultofsamplingisthatthenumbershavea

levelofuncertainty,andthisuncertaintyincreasesasthenumbersgetsmaller.Therefore,theusershouldviewnumbersshownhere,particularlytherelativelysmallerones,withthatresultinmind.Samplingvariabil-ityisdescribedintheappendix.Toprotecttheprivacyofworkers,tablecellswithfewerthan3samplecasesatthestateleveland10samplecasesatthecountylevelarenotshown.

Medicaremoneyamountsforagivenstateorcountycanbedistortedbyhighearnersinoursamplewhoseearningsarenotstatisticallyrepresentativeofthatstateorcounty.

SSAcollectsraceandethnicdatafromFormSS-5(ApplicationforSocialSecurityCard).Responsestotheracequestionarevoluntary.From1936toabout1980,SSAlimitedtheraceandethnicdesignationstoWhite,Black,andOther.Afterthat,SSArevisedtheformtohavefivedesignationsinresponsetoOfficeofManage-mentandBudgetDirectiveNo.15(May12,1977),RaceandEthnicStandardsforFederalStatisticsandAdmin-istrativeReporting.ThosedesignationsareWhite,notofHispanicorigin;Black,notofHispanicorigin;His-panic;AsianorPacificIslander;andAmericanIndianorAlaskaNative.BecausemuchoftheracedatainthisreportcomefromtheoldSS-5,thereportshowsonlyWhiteandBlackandincludesanyotherdesignationsintheoveralltotals.WhiteandBlackarenotexactly

comparableundertheoldornewstandardsbecausethecategoriesWhiteandBlacknowexcludethoseofHispanicorigin.InanattempttomakeWhiteandBlackcodingascompleteaspossible,HispanicworkersineachstatehavebeenrecodedtoWhiteorBlackinthesameproportionastheoverallHispanicpopulationineachstateusingdatafromtheU.S.CensusBureau.EarningsforHispanicswerecodedtoWhiteorBlackusingthesamepercentages.

AlltablesshowthenumberofpersonswithtaxableearningsundertheSocialSecurityandMedicarepro-grams,theamounttaxable,andtheamountpaid(FICAandSECAtaxes).

ThedatafortheOASDIprogram(Tables13)excludetheearningsofpersonsinjobscoveredbyMedicareonly,forexample,governmentemployeeshiredafterMarch1986understateandlocalretirementplansandfederalemployeeshiredbefore1983undertheCivilServiceRetirementSystem.However,theirearningsfromanypart-timeemploymentorself-employ-mentunderSocialSecurityarecounted.

ThedatafortheHIprogram(Tables46)includeearningsovertheSocialSecuritytaxablemaximumandanyearningsinjobscoveredbyMedicareonly(suchasgovernmentemploymentdescribedabove).
