VOCATIONAL HABILITATION PRODUCTION FACILITY

• Historically, contract work from local businesses completed in house at RTI during VH Service, paid at piece rate.

• Difficult to be person-centered or employment focused with production.

Vocational Habilitation billing – is not about paying someone to work, it is about training

and preparing for competitive integrated employment. Medicaid will not allow a

provider to bill for this service where the primary purpose is to produce a good.

WHAT SHOULD VOCATIONAL HABILITATION SERVICES LOOK LIKE?

• They are time limited and provide opportunities to learn and gain new experiences, including volunteering, in order to develop general and transferrable employment-related skills. Not an end point or place a person retires from.

• The outcome of vocational habilitation is the advancement of an individual on his or her path to community employment and the individual's achievement of competitive integrated employment.

OUR PRODUCTION FACILITY (AT THE TIME)

• Subminimum wages also known as piece rate changed to minimum wage eff. 7/10/17

• 14C Certificate expired 10/31/18 with DOL

• As of 6/1/18 DODD - Must be on the path to Community Employment with an Outcome in the ISP to receive Vocational Habilitation.

• Plan Development – review of ISP outcomes monthly

There will is no paid work involved with billing this service.

GROUP EMPLOYMENT – ENCLAVES

• Paid employment (minimum wage and above) for work experience that can lead to further career discovery and competitive integrated employment.

ADULT DAY SUPPORTS

• Shift from facility-based to community based services. (community engagement and inclusion)

• What is inclusion? Being accepted, respected and valued in your community, not just physical proximity to people without disabilities

• Goal is NOT to just be in the community but to connect to it in a way that is meaningful and individualized.

• People should not be a tourist in their own town.• Building relationships and natural supports.

• Individualized, person specific = based on interests, hobbies, preferences and values

PRODUCTION SOLUTIONS

• RT kept the work component – moved to front half of building ONLY.

• We hired 14 Production Specialists Positions in November 2018.

• Opened position to anyone in the community.

• Applications, interviews with time studies and benefits!

• Employees with DD do not have their waivers billed for voc hab.

• Minimal billing of Individual Employment Support for training or employer/employee needs if appropriate.

FAST FORWARD - 2019• Applied for Grant 2/21/19

• Completed SWOT Analysis with SME 4/19 - Regarding each service we provide, Facility Based vs Community Based, and Person-Centered Services

• Surveyed Supervisors, Directors, Board Members, County Board SSA’s, Parents, Guardians, OOD, Business Partnerships and persons receiving services

RESULTS:- People are generally happier receiving services in the community vs piece rate work- Community/Families do not understand who we are, what we do or why we made drastic changes to our service models- Need buy-in from our employees and understanding of new model
