1. MAINTAIN THE BLOCK GRANT STRUCTURE WITH AN EMPHASIS ON THE STATE ROLE

• Balance of locally determined activities, with oversight that understands local needs but also establishes common standards and expectations.

• Re-emphasize the State role.• Give State option to serve up to 200 % FPL.

2. PROVIDE SUFFICIENT FUNDING TO ACHIEVE THE PURPOSES OF THE ACT• $1 billion

3. STRENGTHEN CURRENT DELIVERY FORMULA • Continue 90% for eligible entities• Require 5% for State Admin, 5% for State

discretionary• With increase to $1 billion – 1% of State

allocation for innovative efforts

Secretary’s discretionary funds for research and innovation.

local, State, and Federal level.

Community Action plans – Designation and de-designation – Termination/defunding for cause consistent with

and collaborations between the Community Action network and other Federal, State and local anti-poverty programs.
