LUCKNOW: Chief minister YogiAdityanath on Sunday said thestate government’s revenueincreased considerably in Mayvis-à-vis the poor earnings ofApril and there was no proposalto levy any new cess or tax tomobilise additional revenue inthe fight against the Covid-19 pan-demic.

He made the assertion a daybefore the beginning of morephased relaxations, also knownas Unlock 1, outside containmentzones.

“We have got good revenuethis month with respect to theearnings of the last month (April2020) and hence there is no pro-posal to levy any new tax or cess,”said Adityanath, while replyingto a question at a video confer-ence with journalists here onSunday on the completion of oneyear of the Modi government’ssecond term.

“Yes, the state government’sreceipts will be over the Rs 5,000-crore mark by May 31, 2020against Rs 2022 crore earned inApril 2020. The state governmentspends a sum of Rs 12,000 crore toRs 13,000 crore on salaries andpension. So, its earnings remainfar behind the demand,” said asenior officer.

“Hike in excise duty rates,opening of liquor shops and

increase in VAT on petrol anddiesel have added to the revenuethis month,” the officer added.

Yogi Adityanath exuded confi-dence about bringing about animprovement in the situation fol-lowing the beginning of Unlock-1.

“After four stages of the lock-down, we will start unlock onMonday… We are going to startmajor activities in most of theareas barring the containmentzones, where only doorstep deliv-ery, medical screening and otheressential services will be allowed.We have started the economicactivities and will expedite thepace of work,” he said.

“We have been able to get Rs 3lakh crore investment in the pastthree years… We are makingefforts to attract more invest-ment. Teams have been formed.Desks for the US, South Koreaand Japan have been set up toattract investment. Any com-pany leaving China looks at UP asa potential destination. A Ger-man company did so recently,” hesaid.

On the prime minister’s eco-nomic package, Yogi Adityanathsaid his government had beenable to draw maximum advan-tage owing to the state govern-ment’s expeditious work.

“We are already getting maxi-mum benefits from the PM’spackage. The state will be able toget advantage on the basis of thepace of its work. We are satisfied

with the benefits we have takenfrom the PM’s economic packageand the Garib Kalyan package.We have taken our existing wel-fare schemes forward and formu-lated new ones,” he said.

“We are focusing on how togive concessions to the people.The state government has beenmaking all efforts to start most ofthe industry and trading activi-ties following social distancingnorms. We will make efforts tobreak the coronavirus chainwhile giving a push to economicactivities,” he added.

He also said mass gatheringwould not be allowed under anycircumstances while norms forvarious activities had been laiddown.

“Religious places will openfrom June 8. For social activitieslike marriages, norms have been

laid down. We are giving relaxa-tion and making efforts to makethe people aware of the measuresfor protection. Protect yourselfand help others protect them-selves. That is the mantra to livewith Covid-19,” the chief ministersaid.

On the Opposition’s chargeabout the fudging of data, he said,“We have been able to provide 1.1lakh beds in Covid hospitals inthe state. This is the highest num-ber in any state… We will take thetesting capacity to 20,000 (sam-ples) per day by June 30 againstexisting capacity of 10,000 testsper day. We have carried out 2.72lakh tests up to now. I wish noleader of opposition parties needsto go to a Covid hospital to realisethe facilities being providedthere.”

Without naming any party, he

said, “But the opposition isindulging in negative politics andleaders who have not distributedeven a food packet are makingadverse comments on Twitter….We have been provided fudgedinformation about buses. Wecan’t play with the lives of people.We cannot accept this.”

Commenting on the move notto impose new taxes, YashvirTyagi, former professor of eco-nomics at Lucknow University,said, “I endorse the Yogi govern-ment’s decision not to impose anynew taxes. Any new taxes willonly bring down the purchasingpower of the people. As thedemand is low now, the govern-ment needs to give a boost to theeconomy. But the state govern-ment has to go a long way as itsreceipts are still lower than theexpenditure.”

LUCKNOW: Multiple challengesawait the state police as eco-nomic, social and religious activi-ties are set to resume in Uttar Pra-desh under Unlock 1, according tostate police officials.

The job on hand includesenforcing social distancing proto-cols at public places, curbingcrime, and protecting police per-sonnel from the coronavirusinfection, the officials added.

A senior IPS official at the DGPheadquarters said a detailed cir-cular about the new challengeswould be issued to all the districtpolice chiefs.

He said director general policeHC Awasthy had already issuedguidelines on precautionarymeasures in view of an appre-hended sudden spurt in crimewith the resumption of economicactivity. The official said the dis-trict police chiefs, includingpolice commissioners, seniorsuperintendents of police andsuperintendents of police, wereasked to chalk out a plan specificto their districts and enforce it.

Lucknow commissioner of

police (CP) Sujeet Pandey said,“We have to do effective policingwhile protecting police personnelfrom the coronavirus infectionand maintain our new image ofhelping people during the lock-down.” “The police have theresponsibility of enforcing socialdistancing and crowd controlprotocols at airports, railway,and bus stations. Visitors’ list willbe prepared and they need to bequarantined according to theguidelines of the union healthministry in view of Covid-19,” hesaid.

“Besides, the police have the

major challenge of preventingcriminal activities as economicinstallations and market placesbecome operational,” he said.

He said the new centralisedbeat policing system will be intro-duced in Lucknow city to ensuresocial distancing and allowing nopublic gathering. “On duty,police personnel face exposure tocoronavirus infection . At least,10 inspectors and 175 constableshave been kept in isolation so thatthey are not infected. Thesereserve cops can replace those onduty if any police personnel getsinfected,” he explained.

LUCKNOW: The state governmenton Sunday spelt out norms fordemarcating containment zonesin urban areas. An area within250 metres of any locality fromwhich one coronavirus case isreported will be a containmentzone, additional chief secretary,home, Awanish Kumar Awasthisaid. If there is more than onecase, a 500-metre area will be thecontainment zone and a 250-me-tre area will be the buffer zonearound it, he added.

Similarly, if active cases arefound in more than one multi-sto-ried building/ tower in a residen-tial society, then the towers,parks, gyms, swimming pool andbanquet hall there will be

included in the containmentzone. All public places will beclosed in such a society.

If infected cases are reported incommercial buildings, industrialunits and offices, the establish-ment will be closed for 24 hours tocarry out sanitisation work.

Besides, if a case is reported onthe floor of a multi-storied build-ing, the floor will be sealed. Incase an active coronavirus case isreported from more than onefloor, the whole building will besealed. In rural areas, the hamletin which a single case is reportedwill be declared a containmentzone. If more than one case isreported, the revenue village willbe declared a containment zoneand the neighbouring villageswill be demarcated as bufferzone.

LUCKNOW: Uttar Pradesh StateRoad Transport Corporation(UPSRTC) buses will resumenormal inter-district operationswithin the state from Mondaymorning after over two months’interruption caused by the Cov-id-19 lockdown.

Giving this information hereon Sunday, UPSRTC managingdirector Raj Shekhar said thecorporation had issued neces-

sary directions to officers toensure smooth and safe journeyfor passengers.

However, there will stillremain some restrictions inview of the continuing coronavi-rus disease. The buses can oper-ate against their seating capac-ity only and no standing passen-gers will be permitted to travel.

Wearing face masks andgloves will be mandatory forconductors and drivers and pas-sengers too will require to covertheir mouth and nose after

boarding a bus. Sanitisation willbe carried out regularly in busesand at bus stations.

“Also, thermal screening ofall passengers landing at the bus

stations will be mandatory andambulances will be deployednear bus stations in such a wayas they can be called in immedi-ately in an emergency,” She-khar said.

The UPSRTC stopped opera-tions on March 25 when thenationwide lockdown came intoforce to check the spread of thecoronavirus.

The corporation transportedlakhs of migrant workers fromdifferent railway stations andbus stations in the state.

LUCKNOW: Chief minister YogiAdityanath on Sunday asked offi-cials to raise Uttar Pradesh’s Cov-id-19 testing capacity from thecurrent 10,000 per day to 20,000per day by June-end. “Take thetesting capacity to 15,000 tests perday by June 15 and then make it20,000 (per day) by June-end,” thechief minister said at the Covid-19and lockdown review meetinghere on Sunday.

Addressing a joint press con-ference later, additional chief sec-retary, home, Awanish KumarAwasthi and principal secretary,health and family welfare, AmitMohan Prasad said the state hadachieved the target of testing

10,000 samples per day. Thehealth department would getmore equipment soon to increasethe average number of coronavi-rus tests conducted daily, the offi-cers added.

For his part, the chief ministersaid UP had the highest numberof Covid-19 beds—over one lakhso far--in the country.

Giving details, Awasthi andPrasad later said, “The L1, L2 andL3 hospitals have now 1,12,236beds.” It was a matter of satisfac-tion that every district in the statehad Level-1 and Level-2 hospitals,the chief minister said..

“Now, the L-1 hospitals haveoxygen facility beds, besides gen-eral beds. The L-2 Covid hospitalshave oxygen facility beds andventilator facilities with beds. It is

quite satisfying to say the state’stesting capacity in the first weekof March was barely 50 per dayand now we are at 10,000 tests perday,” he said. TheCM asked theofficers concerned to have ade-quate screening facilities at rail-way stations as train serviceswere being resumed from June 1.

He also asked officials to get setfor the next phase of food grainsdistribution from Monday andmaintain total transparency inthe supply of food grain fromgodowns to ration shops.

Adityanath said a GPS systemshould be enabled for the trans-portation of food grains fromgodowns to ration shops.

He reiterated that homelesspeople should be given financeassistance.
