The state government would issue guidelines on this separately. ht spotlight Umesh Raghuvanshi n [email protected] LUCKNOW: Chief minister Yogi Adityanath on Sunday said the state government’s revenue increased considerably in May vis-à-vis the poor earnings of April and there was no proposal to levy any new cess or tax to mobilise additional revenue in the fight against the Covid-19 pan- demic. He made the assertion a day before the beginning of more phased relaxations, also known as Unlock 1, outside containment zones. “We have got good revenue this month with respect to the earnings of the last month (April 2020) and hence there is no pro- posal to levy any new tax or cess,” said Adityanath, while replying to a question at a video confer- ence with journalists here on Sunday on the completion of one year of the Modi government’s second term. “Yes, the state government’s receipts will be over the Rs 5,000- crore mark by May 31, 2020 against Rs 2022 crore earned in April 2020. The state government spends a sum of Rs 12,000 crore to Rs 13,000 crore on salaries and pension. So, its earnings remain far behind the demand,” said a senior officer. “Hike in excise duty rates, opening of liquor shops and increase in VAT on petrol and diesel have added to the revenue this month,” the officer added. Yogi Adityanath exuded confi- dence about bringing about an improvement in the situation fol- lowing the beginning of Unlock-1. “After four stages of the lock- down, we will start unlock on Monday… We are going to start major activities in most of the areas barring the containment zones, where only doorstep deliv- ery, medical screening and other essential services will be allowed. We have started the economic activities and will expedite the pace of work,” he said. “We have been able to get Rs 3 lakh crore investment in the past three years… We are making efforts to attract more invest- ment. Teams have been formed. Desks for the US, South Korea and Japan have been set up to attract investment. Any com- pany leaving China looks at UP as a potential destination. A Ger- man company did so recently,” he said. On the prime minister’s eco- nomic package, Yogi Adityanath said his government had been able to draw maximum advan- tage owing to the state govern- ment’s expeditious work. “We are already getting maxi- mum benefits from the PM’s package. The state will be able to get advantage on the basis of the pace of its work. We are satisfied with the benefits we have taken from the PM’s economic package and the Garib Kalyan package. We have taken our existing wel- fare schemes forward and formu- lated new ones,” he said. “We are focusing on how to give concessions to the people. The state government has been making all efforts to start most of the industry and trading activi- ties following social distancing norms. We will make efforts to break the coronavirus chain while giving a push to economic activities,” he added. He also said mass gathering would not be allowed under any circumstances while norms for various activities had been laid down. “Religious places will open from June 8. For social activities like marriages, norms have been laid down. We are giving relaxa- tion and making efforts to make the people aware of the measures for protection. Protect yourself and help others protect them- selves. That is the mantra to live with Covid-19,” the chief minister said. On the Opposition’s charge about the fudging of data, he said, “We have been able to provide 1.1 lakh beds in Covid hospitals in the state. This is the highest num- ber in any state… We will take the testing capacity to 20,000 (sam- ples) per day by June 30 against existing capacity of 10,000 tests per day. We have carried out 2.72 lakh tests up to now. I wish no leader of opposition parties needs to go to a Covid hospital to realise the facilities being provided there.” Without naming any party, he said, “But the opposition is indulging in negative politics and leaders who have not distributed even a food packet are making adverse comments on Twitter…. We have been provided fudged information about buses. We can’t play with the lives of people. We cannot accept this.” Commenting on the move not to impose new taxes, Yashvir Tyagi, former professor of eco- nomics at Lucknow University, said, “I endorse the Yogi govern- ment’s decision not to impose any new taxes. Any new taxes will only bring down the purchasing power of the people. As the demand is low now, the govern- ment needs to give a boost to the economy. The job on hand includes enforcing social distancing proto- cols at public places, curbing crime, and protecting police per- sonnel from the coronavirus infection, the officials added. A senior IPS official at the DGP headquarters said a detailed cir- cular about the new challenges would be issued to all the district police chiefs. He said director general police HC Awasthy had already issued guidelines on precautionary measures in view of an appre- hended sudden spurt in crime with the resumption of economic activity. The official said the dis- trict police chiefs, including police commissioners, senior superintendents of police and superintendents of police, were asked to chalk out a plan specific to their districts and enforce it. Lucknow commissioner of police (CP) Sujeet Pandey said, “We have to do effective policing while protecting police personnel from the coronavirus infection and maintain our new image of helping people during the lock- down.” “The police have the responsibility of enforcing social distancing and crowd control protocols at airports, railway, and bus stations. Visitors’ list will be prepared and they need to be quarantined according to the guidelines of the union health ministry in view of Covid-19,” he said. “Besides, the police have the major challenge of preventing criminal activities as economic installations and market places become operational,” he said. He said the new centralised beat policing system will be intro- duced in Lucknow city to ensure social distancing and allowing no public gathering. “On duty, police personnel face exposure to coronavirus infection . At least, 10 inspectors and 175 constables have been kept in isolation so that they are not infected. These reserve cops can replace those on duty if any police personnel gets infected,” he explained. State police gear up for challenges of ‘Unlock 1’ n The UP police now have to enforce social distancing at public places, curb crime and also protect personnel from infection. HT FILE HT Correspondent n [email protected] LUCKNOW: The state government on Sunday spelt out norms for demarcating containment zones in urban areas. An area within 250 metres of any locality from which one coronavirus case is reported will be a containment zone, additional chief secretary, home, Awanish Kumar Awasthi said. If there is more than one case, a 500-metre area will be the containment zone and a 250-me- tre area will be the buffer zone around it, he added. Similarly, if active cases are found in more than one multi-sto- ried building/ tower in a residen- tial society, then the towers, parks, gyms, swimming pool and banquet hall there will be included in the containment zone. All public places will be closed in such a society. If infected cases are reported in commercial buildings, industrial units and offices, the establish- ment will be closed for 24 hours to carry out sanitisation work. Besides, if a case is reported on the floor of a multi-storied build- ing, the floor will be sealed. In case an active coronavirus case is reported from more than one floor, the whole building will be sealed. In rural areas, the hamlet in which a single case is reported will be declared a containment zone. If more than one case is reported, the revenue village will be declared a containment zone and the neighbouring villages will be demarcated as buffer zone. Govt norms for marking containment zones HT Correspondent n [email protected] LUCKNOW: Uttar Pradesh State Road Transport Corporation (UPSRTC) buses will resume normal inter-district operations within the state from Monday morning after over two months’ interruption caused by the Cov- id-19 lockdown. Giving this information here on Sunday, UPSRTC managing director Raj Shekhar said the corporation had issued neces- sary directions to officers to ensure smooth and safe journey for passengers. However, there will still remain some restrictions in view of the continuing coronavi- rus disease. The buses can oper- ate against their seating capac- ity only and no standing passen- gers will be permitted to travel. Wearing face masks and gloves will be mandatory for conductors and drivers and pas- sengers too will require to cover their mouth and nose after boarding a bus. Sanitisation will be carried out regularly in buses and at bus stations. “Also, thermal screening of all passengers landing at the bus stations will be mandatory and ambulances will be deployed near bus stations in such a way as they can be called in immedi- ately in an emergency,” She- khar said. The UPSRTC stopped opera- tions on March 25 when the nationwide lockdown came into force to check the spread of the coronavirus. The corporation transported lakhs of migrant workers from different railway stations and bus stations in the state. HT Correspondent n [email protected] LUCKNOW: Chief minister Yogi Adityanath on Sunday asked offi- cials to raise Uttar Pradesh’s Cov- id-19 testing capacity from the current 10,000 per day to 20,000 per day by June-end. “Take the testing capacity to 15,000 tests per day by June 15 and then make it 20,000 (per day) by June-end,” the chief minister said at the Covid-19 and lockdown review meeting here on Sunday. Addressing a joint press con- ference later, additional chief sec- retary, home, Awanish Kumar Awasthi and principal secretary, health and family welfare, Amit Mohan Prasad said the state had achieved the target of testing 10,000 samples per day. The health department would get more equipment soon to increase the average number of coronavi- rus tests conducted daily, the offi- cers added. For his part, the chief minister said UP had the highest number of Covid-19 beds—over one lakh so far--in the country. Giving details, Awasthi and Prasad later said, “The L1, L2 and L3 hospitals have now 1,12,236 beds.” It was a matter of satisfac- tion that every district in the state had Level-1 and Level-2 hospitals, the chief minister said.. “Now, the L-1 hospitals have oxygen facility beds, besides gen- eral beds. The L-2 Covid hospitals have oxygen facility beds and ventilator facilities with beds. It is quite satisfying to say the state’s testing capacity in the first week of March was barely 50 per day and now we are at 10,000 tests per day,” he said. TheCM asked the officers concerned to have ade- quate screening facilities at rail- way stations as train services were being resumed from June 1. He also asked officials to get set for the next phase of food grains distribution from Monday and maintain total transparency in the supply of food grain from godowns to ration shops. Adityanath said a GPS system should be enabled for the trans- portation of food grains from godowns to ration shops. He reiterated that homeless people should be given finance assistance.
